The Lane County Farmers Market Pavilion is one of the anchors of our community; a place where we can not only buy fresh, local produce, but also a space where we can meet up with a friend or run into a neighbor. The new Farmers Market Pavilion and Plaza will not only support this beloved institution, but it will also provide the Eugene community a place to gather, celebrate and make their own.



The Farmers Market Pavilion Steward is an exciting new position that will lead the operational design, development, and implementation of the Farmers Market Pavilion and provide oversight of Eugene’s downtown programming portfolio.  


Serving as part of the City of Eugene's Cultural Services Team, the Farmers Market Pavilion Steward's leadership will sew the seeds of success for the community’s access and opportunities at the site.


This is a Limited Duration (LD) position, expected to last 12-months per business need. Please see the Supplemental Information section at the bottom of this posting for more details on LD positions.  


Overview of Position Duties: 

  • Provide operational design, development, direction and vision for the Farmer’s Market Pavilion and downtown arts, culture and community-based programming. 
  • Lead the development of the Farmers Market Pavilion daily, evening and weekend operations and oversee downtown public space programming. 
  • Responsible for growth and development of relationships with the Farmers Market, City of Eugene divisions and with stakeholders, clients and community groups. 
  • Requires management, supervisory, facilitation and leadership skills (2 years) and experience managing indoor or outdoor gathering spaces or venues. 
  • Oversees one full time downtown program coordinator and up to seven part-time support staff. 
  • Participates in collaborative work groups and peer to peer relationships central to the operations of downtown Eugene. 
  • Commitment to creating a high functioning venue and developing earned revenue streams while advancing equity and fostering a culture of belonging.

Salary Range:  $31.30 - $40.50 Hourly /  $65,104.00 - $84,240.00 Annually

Work Location: Office located at 99 W 10th Ave., Eugene. Farmers Market Pavilion located at 85 E 8th, Downtown Eugene. Programming sites located at Pavilion site, in Park Blocks, Kesey Square and throughout downtown. 

Must reside in the state of Oregon and be able to report onsite for work in Eugene, OR per business need.  

Schedule: 40 hours per week with weekend & evening hours based on seasonal/programming demands.

Examples of Duties Performed - Duties may include but are not limited to the following

Responsibilities: 

Farmers Market Pavilion 

  • Works closely with Farmers Market leadership as stakeholders to address short-term needs and long-term market goals. 

  • Responsible for vision, design, development and implementation of operational systems to support a high functioning venue.  

  • Supports Facilities Division role in cleaning, maintenance and care of the site. 

  • Responsible for development of rental structure and an operations model which activates the site, provides stewardship and encourages community use.  

  • Responsible for establishing earned revenue streams for cost recovery and as funding support for community-based programming initiatives. 

 

Downtown Programming 

  • Responsible for downtown open space programming via Downtown Program Fund grant administration, collaborative initiatives, programming contracts, via Downtown Activity Zone Permits and directly.  

  • Downtown opens spaces include Farmers Market Pavilion and the surrounding footprint, South Park Blocks and Kesey Square.  

 

Leadership and Management Teams 

  • This position is a member of the City of Eugene Cultural Service’s leadership team.  

  • They will frequently interface with City of Eugene teams dedicated to downtown Eugene which include the Facility Division, Planning and Development, Eugene Police Department and LRCS Marketing Team. 

  • They are responsible for a team consisting of a Downtown Program Assistant (1.0 FTE) and the development and hiring of small workgroup of temporary employees who will support event oversight, operations and light custodial duties that facilitate venue turn-over. 

  • Will hire, train, supervise, develop, and evaluate staff. 

  • Responsible for scheduling, timesheets and time off requests. 

 

Administration Responsibilities 

  • Prepares, monitors, and manages pavilion expense and revenue budget. 

  • Oversees online reservation system. 

  • Engages Marketing Team to develop strategic initiatives. 

  • Develops metrics to provide analysis, feedback, and monitor success.  

  • Tracks and reports on facility use. 

  • Administers Downtown Program Fund Grants. 

  • Ensures that all phases of all activities comply with Federal, State, and local laws, regulations, ordinances and codes.

Qualifications

MINIMUM QUALIFICATIONS*: 
*Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job will be considered.
  
Training & Education:

Equivalent to a bachelor's degree in recreation, human services, or a closely related field. 


Experience: 
At least two (2) years professional venue management experience.
 

Preferred Experience 

Three (3) years professional venue management experience. 

One (1) year experience implementing social and cultural programs and services. 



The strongest candidates will have knowledge and abilities in the following areas: 
  • Two (2) or more years of venue management and supervisory experience.
  • Proficient at facilitation. 
  • Experience and skills that include strategic thinking, creativity and initiative, organization, staff supervision, budgeting, problem solving, flexibility, and decisiveness. 
  • Excellent communication skills, both written and verbal, in public forums and one-on-one, with a variety of audiences. 

Knowledge of: 

  • Principles, practices, procedures and methods of venue management and economic development via cultural initiatives. 

  • National and regional trends, current literature, and community resources for program planning and development within a downtown core. 

  • Public administration concepts and theories. 

  • Applicable Federal, State, and local laws, rules, polices and regulations. Principles and methods of supervision and training. 

  • Principles and practices in risk management. Principles of supervision, training and performance evaluation. 


Skills In:
  • Fostering collaboration and engagement across cultures.

Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
