Summary

We have an exciting opportunity for a Nursing, Personal Health Services Supervisor in our Public Health at Navos primary care clinic.  The candidate will be part of Public Health Clinic Leadership team and will be accountable for the oversight and supervision of the primary care clinic that serves vulnerable populations including people with opiate use disorder, severe and persistent mental illness, and unhoused populations.  We're interested in individuals who are representative of the diverse population we serve.

The ideal candidate is knowledgeable about Public Health approach, harm reduction models of care, and possesses excellent leadership and communication skills. Experience in quality improvement and public health clinical backgrounds are also ideal.  We are looking for an individual skilled in building high-performing teams, has a passion for fostering diversity, and the ability to foster and sustain partnerships with Public Heath stakeholders. You'll have overall responsibility for the hiring and daily supervision that may include Public Health Nurses, Registered Nurses, Medical Assistants, and administrative support staff.  In addition, you will be a key member of a unified leadership team to provide the highest quality of integrated care for our clients.

**Navos Primary Care opened in 2012 and continues to be an innovative model for integrated care embedding a primary care clinic for adults, in the campus of a community mental health center. The goal is to provide whole health care to persons experiencing significant and persistent mental illness who are receiving care at the Navos Mental Health and Wellness Center as well as others in the community. We provide medication for opiate use disorder to our primary care patients and partner with Public Health’s Mobile Medical Van to serve people living homeless. All members of this collaborative are committed to the patient-centered medical home model, certified through NCQA.**

Job Duties

  • Direct supervision of the staff assigned to services and programs at a Public Health Center to include: hiring, performance evaluations, training, counseling, team building and discipline of staff
  • Lead program planning, implementation, coordination, and evaluation
  • Guide staff and lead activities at Public Health Centers, satellite clinics, and other community locations as needed
  • Provide support and training to staff regarding use of reflection, trauma informed practices and reduction of secondary trauma.
  • Work collaboratively with the community and other agencies to assess the public's needs, assist in development of program goals and objectives and implementation of programing.
  • Monitor budgets for assigned programs
  • Perform Quality Improvement/Quality Assurance work, including chart reviews, to ensure compliance with clinical service. 
  • Work collaboratively with the lead physician to ensure patient workflow and supervision of the care team. 
  • Work closely with the Program Manager regarding funding, data and performance measures, and program requirements and, assist other team members on continuous improvement efforts. 
  • Coordinate, review, and process patient satisfaction and patient grievance surveys and reports, including conducting investigation, analyzing findings, and resolving patient concerns and complaints as needed. 
  • Assist others to identify performance measures that meet the needs of their work and to make the measures visual.
  • Coordinate schedules for regularly staffed physicians, floats, and primary care team.  
  • Conduct investigations and analyze findings. 
  • Review and authorize expenditures. 
  • Analyze data, review policy, procedures, and guidelines; organize and write findings, recommendations, manuals and reports. 
  • Organize meetings and present relevant topics to clinical and non-clinical audiences. 
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Ability to work on a number of projects/tasks simultaneously 
  • Ability to foster a collaborative and highly effective team environment 
  • Ability to develop and implement innovations toward improving clinic delivery of services 
  • Demonstrates understanding of mental health and/or substance use disorder and impact on community services available
  • Experience in Behavioral Health, professional training or knowledge in behavioral health affecting vulnerable populations or other relevant experiences 
  • Knowledge of program development, evaluation techniques, and Quality Improvement processes
  • Knowledge of Buprenorphine and/or Substance Use Disorder (SUD)
  • Knowledge of and experience in workflows, job aides, and Electric Health Patient Record (EPIC) training. 
  • Skills in interviewing techniques and budgeting techniques and principles
  • Skill in coordinating teams with multi-disciplinary staff 
  • Skill in making timely and quality decisions 
  • Skill in working effectively with diverse individuals and populations 
  • Skill in using current Microsoft office software programs including word processing, spreadsheet, database and email 
  • Skills in program evaluation, advocacy and promotion 
  • Skills in gathering, manipulating and using data utilizing a computer and other tools 
  • Strong oral and written communications skills 
Minimum Qualifications:
  • Bachelor’s degree in Nursing from an accredited school
  • Washington State Registered Nurse License in good standing
  • Proof of current BLS CPR for Healthcare Providers (Attach if current)
  • Willing to provide options counseling to pregnant people
  • Washington State Driver’s License of ability to travel within designated territory.
  • Ability to travel between sites on a regular basis
Desired Qualifications:
  • Bilingual and/or Bicultural preferred
  • Applicants with lived experience and/or representational of the diverse populations served
  • Advanced training in nursing administration or public health, or comparable experience 
  • Demonstrate experience in personnel supervision, and management techniques 
  • Demonstrates understanding of the impact of trauma and demonstrates knowledge of specific trauma-informed treatment interventions 
  • Experience providing guidance in a community-based program, and/or community health nursing experience 
  • Knowledge of Public Health's low-barrier harm-reduction approach 
  • Knowledge of social service providers in the community 
  • Knowledge of occupational health, handling of hazards, and safety principles
  • Knowledge of nursing assessment tools
  • Previous experience providing guidance in a community-based program, and/or community health nursing experience
  • Skilled in reflective supervision 

Supplemental Information

Work Location: 
This position is in-person and onsite at Public Health at Navos  is located at 1210 SW 136th St, Burien WA, 98166. This position will require travel to other sites within the Public Health System as needed.  This position will not work remotely.

Work Schedule:
This is a fully benefited 1.0 FTE. Hours worked will fall within Public Health at Navos’s normal business hours, which are Monday through Friday 8:30 AM to 5:00 PM. The clinic plan’s to incorporate an evening clinic in the future and may require later hours. This position is exempt from the Fair Labor Standards Act and is not eligible for overtime.
