Summary

The Finance and Administration Section is looking for a Business and Finance Officer III to provide finance, budget, and billing support to the Water and Land Resources Division, primarily supporting the Rural and Regional Services Section. This position plays a key role in the preparation of the biennial operating budget, tracking and analyzing current expenditures, maintaining the integrity of the operating budget, reviewing expenditures with management and project managers, and preparing grant reimbursement documentation. This position will work directly with unit managers and program leads, as provide financial documentation and support to outside entities, including WRIA forums and the Noxious Weed board.


Duration:  This Special Duty Assignment (SDA) is approved through May 5, 2023.
 
Who is Eligible:  This position is open to all King County career service employees who have completed their probationary period. E
mployees must have their current supervisor’s approval to accept this assignment.

Telecommuting Requirement:
The work associated with this position will be performed predominantly by teleworking, complemented with onsite work and meetings as informed by business needs. Employees will have access to shared workspaces at various King County facilities.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the 
Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location:  Predominately teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
 
Work Schedule:  
This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, typically 8:00 a.m. to 5:00 p.m. Monday through Friday. Evening and weekend work may occasionally be required.

Job Duties

  • Manage, monitor and coordinate assigned operating budgets by: 
    • Performing financial and program expenditure and revenue forecasts and analysis.
    • Identifying budget variances and develop strategies to address budget variances. 
  • Collaborate with managers and leads on:
    • Developing an annual work program, staff allocation models, and operating budget requests. 
    • Monitoring the annual work program and making adjustments.
    • Preparing contract and procurement documentation, progress reports, and other necessary documentation.  
  • Work directly with the internal and external agencies to monitor progress and expenditures in completing service contracts.
  • Prepare financial tracking documentation and reconciliations for multiple programs and financial reporting systems.
  • Provide financial status reports, attend business unit meetings, and provide milestone tracking reporting.
  • Develop financial performance measures, including dashboards, to track operational efficiency.
  • Perform analytics on large data sets to create meaningful reports for decision makers.
  • Ensure compliance with interlocal and interagency agreements and federal and state grants, including billing and reporting requirements.

Required Qualifications:

  • A Bachelor's degree in finance, business, accounting, or related field; OR an equivalent combination of education and experience.
  • At least three years of advanced experience in business analysis, financial reporting and forecasting, and use of enterprise-wide financial applications.
  • At least three years of experience in budget development.
  • Demonstrated knowledge of finance/accounting concepts (Generally Accepted Accounting Principles), and familiarity with federal and state grants reimbursement process.
  • Demonstrated experience in presenting budget information as it relates to key policy issues for resource allocation.
  • Demonstrated experience in financial planning, forecasting, and modeling.
  • Demonstrated experience in ERP/financial management systems, budget development and tracking systems, reporting systems and solutions. 
  • Ability to work well within a team, communicate challenges, and identify opportunities to collaborate with other team members.
  • Ability to synthesize complex financial and accounting issues in simpler terms for a non-finance/accounting audience.
  • Ability to identify opportunities for process efficiencies.
  • Ability to plan, prioritize, and meet deadlines.
  • Skilled in conflict resolution and ability to act in a tactful and diplomatic manner, especially with other divisions, auditors, and external agencies.
  • Advanced skills using Microsoft Excel, intermediate skills using other Microsoft Office products.


Desired Qualifications:

  • Self-starter who is innovate and curious.
  • Knowledge of public sector accounting and auditing. 
  • Federal, state, and local audit requirements for grant administration. 
  • King County accounting structure, programs, funding sources, policies, and requirements. 
  • Experienced in the use of King County financial systems and tools such as Oracle EBS, BI Insights, BI Publisher, etc.
  • Experience in Cloud computing environment – Office 365, OneDrive, SharePoint.
