Multiple vacancies with the Resource Management Agency in Visalia.  This recruitment will establish an employment list to fill current and future vacancies. Positions will be filled at either Level I or Level II depending on the qualifications of the candidate. The anticipated life of the list is six months.

Typical Duties

General duties include: Interpret applicable code section accurately to determine work and materials meet minimum code requirements; research and test building systems and practices for compliance; estimate labor and material costs to achieve current code compliance; maintain surveillance of building activity and land use; make inspections of properties for compliance with special use permits; compile land use survey information; read and analyze plot plans, subdivision maps, parcel maps, zoning maps, aerial photographs, case files and associated documents; LEVEL I: Ascertain that all necessary permits have been obtained; inspect buildings and related structures, systems and installation for construction, modification, addition, demolition or removal and receive and check complaints of code ordinance violations; investigate all non-complying work, practices and materials to determine appropriate corrective action; research and give technical advice and procedures for compliance to the general public, homeowners and contractors on building codes, zoning, County ordinances and State laws; file plans, building permits and daily inspections; investigate zoning and setback violations and issue citations where voluntary compliance is not forthcoming. LEVEL II: Study plans, layouts and specifications concerning various types of building permits to determine appropriate inspection methods; inspect building and building sites to determine compliance with building codes and zoning and setback ordinances; cite violations, write stop orders and gather evidence for presentation to proper authorities; assist in the supervision and field training of new inspectors; check plans to determine permit fee and compliance with all applicable building codes; prepare various reports, letters and instructions and answer requests for information.

Employment Standards

Education/Experience -Any combination of education and experience that could likely provide the required knowledge, skills and abilities is qualifying.  A typical way to obtain the required knowledge, skills and abilities would be equivalent to LEVEL I: completion of the twelfth grade and an approved apprenticeship or recognized technical course in a building trade, AND four years experience in building and construction trades working in compliance with California building codes and code compliance, preparing physical planning documents, or in a building inspection activity. LEVEL II requires completion of the twelfth grade supplemented by technical or college level courses pertaining to the building trades, or a related area AND two years professional work experience equivalent to a Building and Zoning Inspector I.
 
Knowledge of – California Building, Plumbing, Mechanical, and National Electric Codes, Handicap Regulations, and California Energy Regulations; and math to work with percentages, decimals and moderately complex design formulas, and to determine ordinance violations and property locations. LEVEL II: in addition, basic carpentry, and building construction/structural design; drafting techniques and procedures; and California Occupational Safety and Health Act.
 
Skill/Ability to –Read and understand blueprints, maps, drawings, specifications, grades, regulations concerning zoning, subdivisions and setbacks; interpret structural and system designs, identify construction materials estimate labor and material costs; and crawl through attics and under floors, climb ladders and scaffolds, and walk on roofs.  LEVEL II:  in addition, plan, prepare and speak publicly to large groups; and provide training and instruction to staff.    
 
License or Certificate
Possession of a certificate, as required by California Health & Safety Code 18949.27, issued by the International Code Council, or as approved by the Resource Management Agency as closely related to the primary job functions. Possession of, or ability to obtain, an appropriate valid California driver's license.

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening.  Additionally, a background investigation may also be conducted. Some job classes may also require a physical exam.  Some departments may conduct a typing test.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life).  This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement:
The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:

2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.


Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave. Sick leave buy back program after 3 years of service.

Group Term Life Insurance and AD&D:  $10,000; Provided by Standard Insurance Company.

Disability Insurance:
Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
