Summary

This position is a senior information management position within King County. As a new section, the opportunity for the successful candidate to leave a lasting imprint on the County is in front of you. With a very strong team consisting of solutions architects, an ETL manager, and staff, this team is on the cutting edge of information management utilizing cloud based systems and best of breed data quality & ETL toolsets to deliver analytic and data warehousing needs to the enterprise.

This position will be responsible for managing the data services team which consists an ETL team, data warehousing, data architecture, MDM, governance, and data quality components that are responsible for design, development, and delivery of data from operational systems and files into staging areas, operational data stores, data lakes, data warehouses, data marts and other defined downstream data repositories. This Senior Data Services Manager will manage the ETL team with a supervisor, and the solution architects that are aligned by line of business and technologies. The role will be expected to represent the county on all data initiatives such as governance committees and steering level advisory boards were applicable. Creating standards across the data services landscape as well as ensuring that what is being engineered is turned over to the operations team is essential.   

Participates as the business owner/technical owner of Data Services projects that are delivering large scale enterprise data analytic solutions. Works closely with architects, project managers, developers, testers and production operations staff in developing ETL solutions.

Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay.

Job Duties

  • Supervise technical staff and their deliverables
    • Review work requests and assign tasks to appropriate staff and monitor work progress.
    • Mentor those human resources to grow their SME skills, expertise, and effective utilization of supporting tools so that they continuously grow and improve.
    • Conduct performance evaluations and take necessary corrective actions.
    • Create common processes and standards for all facets of the data service, documented, and communicated effectively across work teams.
    • Assist in the ongoing development of technical best practices for data movement, data quality, data cleansing and other ETL/Data Services-related activities.
    • Work with QA resources to effectively ensure that business rules and data processing functions are performing correctly.
  • Manage Data Services
    • Develop and deploy technical platforms and execute on the data strategy working through team members.
    • Ensure that developers are applying King County standards in all deliverables
    • Ensure team is following the Technology Groups standard methods and processes.
    • Conduct weekly 1:1's and team meetings
    • Participate in Engineering leadership team meetings and workshops
    • Attend relevant conferences and events representing King County in the data field.
    • Manage budget and successful forecast for future spend.

Experience, Qualifications, Knowledge, Skills

  • The ideal candidate must have 5 years managing information management functions such as ETL, Data warehousing, MDM, data architecture, data governance or similar fields.
  • Engineering certifications a plus.
  • Highly desired – Informatica & Azure DW/DL experience
  • Excellent written and verbal communication skills and be able to lead meetings with technical peers regarding the solution designs.
  • Ability to communicate with the Business Analysts, Data Modelers and Solution Architects when it comes to converting the ETL design into specific development activities.
  • Ensures compliance with regulatory requirements for data transmission, storage, and data access including documentation, testing, and remediation.
  • Collaborates with subject matter experts, department Leaders and consultants to define and execute cross- functional data movements.
  • Strong data governance working knowledge
