General Definition of Work

Performs advanced technical and administrative work inspecting property for compliance with nuisance codes, maintaining appropriate records and files, preparing reports, and related work as apparent or assigned.  Work is performed under the limited supervision of the Assistant to the Town Manager.

Essential Functions

  • Investigates citizen complaints regarding code violations, abused and neglected properties, and nuisances.
  • Proactively enforces the Town's nuisance codes regarding debris, trash collection, yard maintenance, inoperable vehicles, right-of-way encroachments, and sidewalk snow removal.
  • Communicates with business and property owners as well as homeowner associations concerning violations.
  • Takes necessary actions and follows appropriate procedures to bring property into compliance.
  • Issues warnings, official notices and citations as necessary to obtain compliance.
  • Receives and responds to questions from private citizens, property managers, contractors and builders; ensures compliance with codes.
  • Prepares and maintains files and records.

  • Thorough knowledge of the Town Code and local ordinances related to debris, trash collection, yard maintenance, inoperable vehicles, right-of-way encroachments, and sidewalk snow removal
  • Ability to detect code violations from the public right-of-way
  • Firmness and tact in enforcing codes
  • Ability to establish and maintain effective working relationships with associates, vendors, businesses and citizens

Education and Experience

High school diploma or GED and moderate experience in codes enforcement, or equivalent combination of education and experience


Special Requirements

Valid driver's license in the Commonwealth of Virginia with a satisfactory driving record

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires using hands to finger, handle or feel and reaching with hands and arms, frequently requires walking, sitting, speaking or hearing, climbing or balancing and repetitive motions and occasionally requires standing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires working near moving mechanical parts, exposure to outdoor weather conditions and exposure to vibration; work is generally in a moderately noisy location (e.g. business office, light traffic);  adequate physical condition to safely ride a bicycle 10-20 miles on a daily basis.
