Summary

This recruitment will be used to fill vacancies as they occur. Vacancies may be Full-Time Employee, Career Service, Special Duty, or Term Limited Temporary.


This is an outstanding opportunity for an established engineer to provide dynamic support in technical engineering services and administration of wastewater construction contracts. We are looking for journey-level (EIT) or senior level (PE) engineers with an aptitude for electrical or instrumentation/controls engineering to provide essential services to support our community’s safety and health through exciting projects such as: 

  • West Point Treatment Plant Electrical Improvements - $130 Million total project cost (TP 
  • West Point Solar PV Installation Over Primary Clarifiers - $7M TPC 
  • Sewer Heat Recovery, Renewable Energy Projects - $4M TPC 
  • West Point Power Monitoring Upgrades - $8M TPC 
  • Electrical and Instrumentation Design on a variety of wastewater systems (i.e. pump stations, treatment processes)

Job Duties

  • Develop work plan, schedule, and budget for the execution of designs for wastewater projects.
  • Serve as Project Engineer on consultant Design Projects. Review consultant plans and specifications to ensure conformity to the County’s standards, specifications, and requirements.
  • Serve as Project Engineer on County Design Projects. Coordinate the design or review efforts of all assigned engineering and design staff, providing a single point of contact with the assigned Project Manager.
  • Review and approve shop drawings submitted by contractors, assist in the interpretation of specifications, advise on contractor compliance with contract documents, and review change orders when required by field personnel or as required by law.
  • Translate operational and maintenance requirements into terms the project team understands.
  • Review proposals from electrical and instrumentation equipment vendors. Perform site visits for design investigations, troubleshooting, and similar activities.
  • Prepare (Senior) and assist in the development of (Journey) public works and procurement contract documents and cost estimates to comply with County and State public bidding policy.
  • Assist in the acquisition of all necessary permits prior to construction bidding. Stamp and sign engineering plans as a licensed Professional Engineer (Senior).
  • Participate in the development of terms and special provisions for agreements between County and regulatory and permitting agencies involving technical issues.
  • Respond to questions from the public, consultants, and/or other wastewater staff regarding technical issues related to wastewater facilities.
  • As required, help with complex emergency repairs of wastewater facilities or when technical engineering assistance is necessary. Coordinate with the work of maintenance personnel or contractors to accomplish necessary repairs.
  • Review construction plans of other agencies and/or building owners to ensure that County facilities are not in conflict with or endangered by adjacent construction or facilities.

Experience, Qualifications, Knowledge, Skills

  • A bachelor's degree in electrical engineering, industrial engineering, chemical engineering, or electronics engineering technology from an accredited engineering program or an acceptable equivalent.
  • Senior Level: Eight (8) years of increasingly responsible engineering experience. Registration as a Professional Engineer in the state of Washington or the conversion of an out-of-state state license within 90 days from the date of hire is mandatory.
  • Journey Level: Four (4) years of work commensurate with an Engineer-In-Training (EIT) registration. Possession of an Engineer-In-Training (EIT) certification is required. A professional engineer's license in the state of Washington is desirable for a Journey Engineer.
  • Demonstrated experience in solving complex technical issues within a multi-discipline work environment (Senior).
  • Experience in managing multiple, high-profile, complex capital projects simultaneously within established timeframes and budget (Senior).
  • Mathematics, physical and engineering science, principles and methods of engineering analysis and design.
  • Wastewater facilities and/or industrial construction principles and techniques.
  • Project management techniques and principles and the application of these principles (Senior).
  • Racial bias and inequities.
  • Excellent written and verbal communication skills required to provide information, present projects/plans.
  • Team building, conflict resolution, and negotiation skills to facilitate effective exchange of information and problem-solving.
  • Direct the work of technical wastewater engineering personnel and consultants on a project basis to produce coordinated engineering documents, including but not limited to, plans, specifications, and cost estimates that meet County standards and public bidding requirements.
  • Skills to identify and successfully address racial inequities in the workplace and in the services provided to customers and stakeholders.
  • Strong interpersonal skills including skills that promote respect and advance racial equity in the workplace. 
  • Make recommendations on the cost-effectiveness of projects.
  • Coordinate with Operations and Maintenance personnel and represent their interests on projects and solicit input on County projects.
  • Develop, implement, monitor, and report on all aspects of an assigned capital project which include, but are not limited to, project goals and objectives, success factors, scope, schedule, budget, and change control.
  • Use collaborative processes to successfully execute projects involving a diverse group of individuals from a matrixed organization.
  • Understand local government mandates and programs.
  • Work with a diverse group of individuals from consultants, elected officials, the general public, and King County staff to ensure that project schedules and contracts are in compliance with agency standards.
  • Conduct fieldwork associated with engineering design, including coordinated physical activities.
  • Handle, on an intermittent basis disturbance, of workflow and/or irregularities in work schedule.
  • Use software that supports the delivery of required work products, including Microsoft Word, Excel, Outlook, Teams, and databases, as well as any technical or specialty software programs required to perform the job functions.
Necessary Special Requirements:
  • A Valid Washington State Driver's License - the successful candidate will need to provide a complete 5 year driving abstract prior to a final job offer.
  • Registration as a Professional Engineer in the State of WA (Senior)
  • Possession of an Engineer-in-Training (EIT) (Journey)
Preferred Qualifications:
  • Work experience with wastewater conveyance and treatment facilities is strongly preferred.
  • Work experience with Programmable Logic Controllers, Distributed Control Systems, and Single Loop Controllers, Direct Digital Controls systems is strongly preferred for one of the positions to be filled by this advertisement. (Instrumentation & Controls Engineer)
  • Work experience with transmitters, level switches, and other instrumentation and control instruments for wastewater treatment design is strongly preferred for one of the positions to be filled by this advertisement. (Instrumentation & Controls Engineer)
  • Work experience with designs for electrical equipment found in wastewater treatment plants, including switchgears, transformers, motor control centers and variable frequency drives, automatic transfer switches, and uninterruptable power supplies. (Electrical Engineer)
  • Work experience in preparing drawings and specifications including electrical site plans, single lines diagrams, conduit, and cable schedules, wiring diagrams, instrumentation diagrams, and design details (Electrical Engineer).
  • Work experience with power system modeling software (Electrical Engineer)
  • Knowledge of CSI specification document format
Working Conditions: 
Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104. This position will typically visit a variety of WTD treatment plants and off-site facilities throughout each week, depending on need and project locations. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work

Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.
