Description of Work

A County Clerk Specialist will perform a wide variety of unique highly responsible, complex and confidential clerical support activities, as well as some administrative functions.  A County Clerk Specialist, under general supervision of the County Clerk and the Chief Deputy County Clerk, performs specialized duties that are well defined by the State for issuing birth certificates, death certificates, DBA’s, CPL’s, etc., and processing court files.   Employees in this class must be deputized and bonded to make clerical actions legally effective, and will be required to take an “Oath of Office” to follow the Constitution of the United States and the Constitution of the State of Michigan in carrying out their duties. An employee in this class is expected to exercise good judgment and utilize knowledge obtained on the job referring only difficult matters to supervisory personnel for direction and guidance and performs other related duties as assigned.

Required Minimum Entrance Qualifications

Possess an Associate’s Degree in a business program or a closely related field from an accredited university, college or business school; AND have a minimum of one (1) year recent, full-time clerical/secretarial experience. 

OR Be a high school graduate or have successfully completed the General Educational Development Test (GED); AND have a minimum of three (3) years recent, full-time, increasingly responsible office customer service experience OR Have prior successful work experience in the Clerk's Office or Circuit Court Records Office.

An employee in this class performs generally sedentary work activity requiring the occasional lifting of objects weighing thirty-five (35) pounds or less.

EVALUATION CONTENT
The selected candidate must take a post-offer medical examination (including back screen and complete physical) and drug screening test given by a County appointed physician before the first day of employment.  An offer of employment is contingent upon the results of the medical examination and drug screening test.  Applicants for County employment may be subject to a post-offer criminal background check, depending on the nature and assignment of the position. When such check is conducted, an offer of employment is contingent upon the results of the criminal background check.  Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

PURPOSE
The purpose of this recruitment is to establish an eligible list from which to fill present and future vacancies in this classification in the County system.  For each opening, the Department Head has her/his choice of the candidates who meet the required minimum entrance qualifications.  This list remains in effect for three months unless exhausted or extended.

Life Insurance and AD & D Equal to employee annual salary to next highest $1,000. Max $200,000

Sick Leave 12 days annually accumulated at .4615 days per pay period. Increasing to a maximum of 18 days annually. See contract for accumulation chart. Available upon completion of six months of continuous eligible County service
Annual Leave 13 days, accumulated .500 hrs. per pay period. Increasing to maximum of 24 days with 20 years of eligible County service.

Sick/Annual Leave Cash Payout Employee may elect up to 40 hours of accumulated vacation and/or sick time to be paid as cash. Future accruals only.

COLA/Longevity All employees are eligible for COLA based on the CPI and must be in pay status as of 12/1. Payment of $250 after 5 years of continuous service as of 12/1. Each subsequent year of service will add $50 to the payment. Maximum payment amount is $1,250

On-Call Pay Paid at 1.5 times regular rate.
Tool Allowance $200 tool replacement allowance.
Minimum Call-In Minimum of 2 hours’ pay 1.5 times the regular rate. Minimum of 3 hours’ pay at 1.5 times the regular rate for Holidays and Sundays.
Student Loan Forgiveness County employees may be eligible for the Public Service Student Loan Forgiveness (PSLF) & Temporary Expanded PSLF (TEPSLF) programs. Eligibility is determined by the U.S. Department of Education.
