Please note: these positions require the completion of one year of experience related to working with community and/or public health programs or services.

Community Health Worker (CHW) Specialists in the COVID-19 Section coordinate teams of CHWs who provide services within the COVID-19 Section. CHW Specialists work in a fast-paced multidisciplinary team structure and are assigned a specific area of focus (e.g., investigations in congregate settings, schools, skilled nursing facilities, worksites, etc.), while maintaining a broad knowledge of all general investigation principles. Each CHW Specialist supervises a team of 2-10 CHWs and:
  • Acts as a lead for CHWs, and a content expert in COVID case investigations and contact tracing activities
  • Conducts team member trainings, and provides motivational coaching support
  • Assigns contact tracing and case investigation work to CHWs independently and with minimal support or supervision
  • Demonstrates leadership in reviewing work and assisting CHWs in learning and improving their use of technical and electronic mechanisms used in contact tracing and case investigations
  • Performs quality assurance checks on CHW-client interactions and documentation and ensuring the accuracy of information provided 
  • Performs timely case work, from initiation to completion
  • Leads team meetings to prioritize and address challenges
  • Communicates with departmental management and/or community organizations in response to changing conditions and needs
As business needs change, these positions are assigned to perform office, field, or telework. Hours are generally M-F, 8 am – 5 pm, with exceptions for staff conducting outreach or weekend coverage on a voluntary basis. Activities are anticipated to continue year-round for the foreseeable future. Work schedule will be set by the supervisor and based upon operational needs. Schedules may include evenings, weekends, and holidays. If not fully vaccinated, incumbents are required to wear a mask or face covering while in the office. Field staff will be required to wear personal protective equipment and observe infection control guidance while at testing and outreach events.
 
Ideally, the most qualified candidates will already be trained in the use of the CalCONNECT data management system, and have a basic COVID-19 training certificate. In addition, the ideal candidates will possess:
  • One year of related work experience which involved health, customer service, or collecting personal information
  • Outstanding communication skills, leadership abilities, and able to work with a variety of people
  • Be detailed, organized, and able to multitask while helping other employees
  • Computer skills, with the ability to electronically access and input data
  • The ability to communicate effectively with individuals from diverse, underserved populations
  • Great listening skills, and the ability to establish trust over the phone with individuals who are suffering physically, psychologically, and financially from COVID-19
  • The ability to communicate complex information in understandable terms to the public
  • The ability to set expectations clearly and provide supportive feedback to CHWs
  • Critical thinking and collaborative decision-making skills 
  • Cross-cultural awareness, sensitivity to structural barriers that promote racism and exclusion, a passion for health equity, and an appreciation for the diversity of clients served
  • The ability to adapt to constant change and create a safe space for team members to voice concerns, questions, and suggestions
EXTRA-HELP EMPLOYMENT 

Extra-help employees relieve or augment permanent staff. Extra-help employees may be hired on either a temporary or intermittent basis. Temporary, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most employee benefits such as: long-term disability insurance coverage; accrual of vacation; participation in the County retirement program; or eligibility to take promotional examinations. Temporary, extra-help employees are limited in their employment to a maximum of one calendar year. These employees must be off of work for three months before they can be re-employed on an extra help basis. Intermittent, extra-help employees are limited in their employment to a maximum of 1,380 hours within any twelve month consecutive period. Extra-help employees who meet the eligibility requirements may qualify for a County contribution toward medical coverage.

Minimum Qualifications

Education and Experience: Any combination of education and work experience which would provide an opportunity to acquire the knowledge and abilities listed herein. Normally, this would include coursework in education, sociology, psychology, nutrition, or a closely related course, and one year of experience equivalent to that of a Community Health Worker II.  Possession of a Community Health Worker Certificate is highly desirable.

Special Requirement: Designated positions may require the ability to speak and write a language in addition to English.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Considerable knowledge of: Department of Health Services' programs, policies and procedures; a wide variety of community health and social services resources; psycho/social/cultural issues faced by members of the underserved and at risk communities served; a wide variety of public and private health care community support services.

Working knowledge of: Methods and procedures of training staff and volunteers; methods and procedures of health education; principles and practices related to public speaking and the development of formal presentations; methods and techniques of conducting interviews; counseling techniques.

Knowledge of: basic public health principles, health behavior theories, healthy lifestyles and self-care, as well as the social determinants of health and related disparities.

Ability to: conduct self-management coaching, manage conflict, use interviewing techniques, coordinate care, communicate with residents of the underserved and at risk communities and with representatives of public and private agencies providing community health-related services; work effectively and gain support with clients of different ages and backgrounds; provide training and education to staff, clients, community agency staff, and the public; communicate effectively both orally and in writing in English; work well with others; function as a team member, and benefit from supervision and training; carry out a variety of assignments and balance priorities in assigned area(s) with minimal supervision.
