General Responsibilities

Reporting to the Executive Director of Specialized Student Services, the Outpatient Program Director is responsible for the administration and instructional leadership of the outpatient program, encompassing all of the management and leadership functions required to ensure a successful educational program.

Assignment/Location:
This position is full time, 235 days per year and will provide services to the Spero Program in Clark County. This position is open until filled with applications received by June 22, 2022 receiving first consideration.

Essential Functions/Other Functions

Essential Functions

  1. With input from the Clinical Director and/or Special Education Administrator, manage the selection, evaluation and programmatic supervision of clinical and administrative staff.
  2. Supervise the program to meet the educational and therapeutic needs of at-risk youth with concerns for their interests, special talents, cultural backgrounds and individual styles.
  3. Establish program guidelines and procedures for student activities.
  4. Establish guidelines and procedures to ensure the safety of personnel and students of the program; maintaining communication and liaison with parents, staff and community groups.
  5. Assist in the development of procedures/processes for special education, general education instruction and social/emotional related activities.
  6. Maintain knowledge of major developments and changes in special education and general education.
  7. Assist special education staff with the development and implementation of program.
  8. Participate in the budget process; facilitate preview of instructional materials.
  9. Ensure program viability and financial sustainability. Ensure clinical staff meet all billable services requirements outlined in contracts.
  10. Utilize crisis prevention and intervention strategies including the use of de-escalation and safe restraint in compliance with Washington State WACs and Emergency Response Protocols in situations where students pose imminent threat or harm to themselves or others.
  11. Oversee the development and implementation of specially designed behavior intervention plans integrating problem solving skills.
  12. Facilitate new relationships and maintain existing relationships with school districts, community-based organizations, community resources and state agencies.
  13. Manage and analyze outcome data and service delivery effectiveness in order to inform service provision and maintain compliance to the service models.
  14. Work in an environment with students with self-injurious behavior and mental health issues.
  15. Demonstrate flexibility and ability to function well independently and under pressure.
  16. Develop and implement program models and service methods including evidence-based practices to successfully address both the needs of students as well as the needs of the schools, families and communities.
  17. Conduct outreach to the school districts, agencies and communities served by ESD 112 behavioral health programs and solicit feedback for ensuring successful program completion.
  18. Develop and conduct program, ESD and community trainings relating to clinical and administrative topics.
Other Functions
  1. Provide meaningful feedback to staff that will improve instruction.
  2. Participate in meetings, inservice programs, workshops, ESD leadership activities and seminars.
  3. Coordinate with outside agencies to provide required services.
  4. Design and deliver professional development to support the training and growth of staff.
  5. Other duties as assigned.

Minimum/Preferred Qualifications & Skills

Minimum Qualifications

  1. Master's Degree in Behavioral Science, Mental Health Counseling, Social Services or related field.
  2. Five years of experience working in a mental health or related setting, with two years of experience in a leadership or supervisory role.
  3. Experience working with at-risk youth.
  4. Experience developing program policies and procedures.
Preferred Qualifications
  1. Hold or be eligible to hold a Washington State Administrator Credential.
  2. Experience working in an educational service setting.
  3. Experience serving as a liaison with state and federal agencies, professional organizations, school districts and/or other institutions of higher education.
  4. Experience in delivering presentations and facilitating trainings for large and small groups.
