As our agency begins the process of recovering and rebuilding from the impacts of the COVID-19 pandemic, we have stood up Metro’s Recovery Planning Team (RPT) and Task Forces. Included in this work are representatives from across the Department that are organized to work together to address complex, cross-divisional issues and ensure effective transition to implementation teams at the division level.  

Metro is seeking a Recovery Planning Team Deputy Lead (Special Projects Manager III) SDA or TLT to start immediately for 6-months with the potential to extend. This position will work closely with the Recovery Planning Team Lead (Special Projects Manager IV) and Task Forces to:
 

  1. Develop a recovery plan that will guide Metro’s recovery from the impacts of the COVID-19 pandemic, in alignment with our long-term policy documents;
  2. Make recommendations to Metro leadership and track implementation for responding to COVID-related cross-divisional issues affecting our agency to keep our employees safe, support our workforce as we transition into a new way of operating, adjust mobility services, and meet customer needs and demands.

Selection Process

Work Schedule
The Recovery Planning Team Deputy Lead (Special Projects Manager III) position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime pay.

Work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be considered.  Occasional evening work may be required to attend meetings or events.

Work Location:
**This position is eligible for telecommuting during the current COVID19 pandemic.  Duration of telecommuting period is dependent upon guidance from County leadership; the current timeframe is through at least January 8, 2021. 

This position will be located in the King Street Center Building - 201 S Jackson St, Seattle, WA 98104.

Job Duties

All employees are expected to model and apply our equity and social justice shared values, behaviors, and practices. As the Recovery Planning Team Deputy Lead you will:
 

  • Ensure the Recovery Planning Team (RPT) adheres to process and protocols established in the attached outline document and/or charter.
  • Organize, facilitate, and lead meetings and ensure follow-up action on issues raised in the various levels of recovery planning team meetings.
  • Liaise between the RPT members including the Management Team, Core Team, Task Force leaders and Project Managers, Subject Matter Experts, and Metro leadership structures to support the decision-making process.
  • Work with Task Force Leads and Recovery Planning Team to fully identify and understand emergent issues and escalate issues to the Lead and Sponsor.
  • Coordinate with Task Force Leads and Project Managers to ensure effective communication  and understanding of current efforts and work items.
  • Work with RPT team to track priorities, progress, and sequencing activities to support effective decision making and smooth implementation of decisions at the division level.
  • Prepare and give presentations to senior management and employees on project progress, current status and responses to identified issues and risks.
  • Provide surge support to task forces for emergent and urgent issues.
  • Review and edit draft scopes, recommendations and status updates, etc. and provide input to the Recovery Plan; update and provide progress reports on the Recovery Plan and effort.
  • Work with division directors to develop a process to capture implementation activities and report out.
  • Perform other duties as assigned.

  • Advanced specialized knowledge of project management; advanced knowledge of strategic planning principles and practices; advanced analytical skills
  • Advanced knowledge and experience in managing multi-phase, highly visible and politically sensitive projects;
  • Experience in organizing, planning and executing multiple large-scale projects from vision through implementation; and preparing detailed and appropriate project documentation;
  • Advanced knowledge and experience in successfully managing projects using current project management principles, methodologies and processes;
  • Knowledge and experience in managing projects for a large organization with diverse business operations, strategic information requirements and priorities;
  • Knowledge of strategic planning principles and practices; knowledge of large organization business operations;
  • Demonstrated ability to work collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds;
  • Advanced skill in effectively communicating orally and in writing, including making formal presentations to groups and committees, and influencing decision makers in a political environment;
  • Skill in gathering, analyzing and synthesizing data; skill in effective paper and report writing; skill in effectively presenting statistical and narrative information to non-technical stakeholders or audiences;
  • Skill in problem-solving, conflict resolution, negotiating and decision making;
  • Skill in handling multiple competing priorities;
  • Skill in supervising and leading multi-discipline work teams; skill in working with a variety of individuals from diverse backgrounds.
