MINIMUM REQUIREMENTS:

Bachelor's degree in Accounting, Finance, Economics, or a closely related field plus four (4) years of progressively responsible finance or accounting experience including two (2) years in a supervisory capacity.

LICENSE, REGISTRATION & CERTIFICATIONS:

Must possess and maintain a valid Washington State Driver's License. 
 

Job Summary

Under the general supervision of the Director of Finance and Budget, this is a division management position responsible for professional, administrative ac­counting, and public financial management work of the City of Yakima.  Position is also responsible for the supervision of Financial Services Division.
 
Position oversees and performs a variety of professional fiscal policy, accounting, budgeting and public financial management assignments.  Responsible for the supervision of the technical and clerical accounting, budgeting and payroll work performed by subordinate Financial Services personnel.  Work includes maintaining general ledgers for various City funds; taking a lead role in preparing and submitting the City's Comprehensive Annual Financial Budget; developing and implementing fiscal and financial policies, procedures and goals for assigned areas; preparing and interpreting numerous accounting and financial reports and statements; reviewing grant applications; designing, modifying, and implementing automated and manual accounting systems; performing audits of City operations, and ensuring timely and accurate payroll is administered as required.  Manager assists the Director of Finance and Budget in revenue and ex­penditure forecasting and other related areas.  May serve as Acting Department Head in the absence of the Director.  Work is performed with considerable independence under the general direction of the Director of Finance and Budget and is reviewed for the effective operation of the Financial Services Division and accomplished results through observation, customer feedback, objective achievements and personal conferences.

Essential Functions

Manages Financial Services Division operations: sets division goals and objectives in order to achieve department and City mission(s); has a primary role  in developing annual budget for Council consideration; tracks, analyzes and forecasts operating and financial results; analyzes operations to improve operational effectiveness.
 
Supervises and participates in the work of the division, providing guidance and direction to subordinate staff. Oversees and reviews the work of division; hires, trains, and develops staff providing professional leadership and ongoing development opportunities to staff; evaluates individual performance including taking or recommending disciplinary action as necessary. Provides assistance to staff in resolving difficult or unusual situations and problems.  Responsible for performance of subordinates; ensures compliance with all applicable laws, State and Federal regulations, City ordinances, policies, procedures and sound financial practices. 
 
Accounting & Treasury Responsibilities: Responsible for a variety of financial duties including but not limited to:
  • Designs, modifies and implements manual and/or automated accounting systems and procedures;
  • Estimates revenues, cash balances, cash flows, and computes property tax levies and verifies against preliminary projections from departments;
  • Oversees preparation of the Comprehensive Annual Financial Report (CAFR);
  • Reviews and interprets financial gains and losses; maintains balance sheets; manages and reports on status of City cash and investment accounts;
  • Maintains debt records; provides information to debt advisors; accounts for defeasances; and performs other debt oversight functions;
  • Prepares various reports and statements required by Federal and State agencies and those needed by City departments; compiles information for reports on matters such as revenue sharing, debt service funds and other related accounts; prepares special reports for the Bureau of the Census which include such information as expenditures, revenues, debt service and payroll frequencies;
  • Oversees and prepares audit materials; works with staff and auditors to ensure City compliance; ensures issues are addressed and resolved;
  • Maintains general ledger of City funds;
 
Budget Responsibilities: Responsible for the preparation, submission and administration of the City's Comprehensive Annual Financial Budget, including but not limited to;
  • Oversees and participates in the preparation of the City budget; supervises assembly and printing; submits and may present
  • Prepares periodic fiscal and financial reports and updates for departments and/or divisions; analyzes trends and proactively addresses issues
  • Manages amendments to specific budget and mid-year amendments
  • Oversees, coordinates, and administers Enterprise funds and General Fund
  • Manages financial aspects of the City's Capital Improvement Plan
  • Develops financial management strategies for mid and long term goals

Ensures the administration of timely and accurate payroll functions including but not limited to: organizing, maintaining and processing the payroll for the City of Yakima employees. Oversees the reconciliation of all salary, wage and benefit components ensuring complete accuracy for all internal and external reporting.
 
Reviews grant applications and associated accounting documents; performs audits of facilities such as the Southeast Community Center and the Yakima Convention Center as necessary.
 
Communicates regularly, effectively and efficiently with Director of Finance and Budget, Assistant City Manager and/or City Manager regarding the City's financial status.  Present information to the City Council City employees, and other groups as required. Attends City Council or other management meetings as necessary.
 
Contributes to the effective administration of City government by fostering an attitude among staff that encourages cooperation and coordination of efforts and efficient use of resources. Provides continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.
 
May act as Department Head in the absence of the Director.
 
Performs related work as required.
 
Requires regular and reliable attendance.

Advanced knowledge of: professional industry standards regarding methods and techniques of governmental accounting; principles, theories and techniques of cash and accrual accounting; fiscal policy development; fiscal forecasting and budgeting; best practices regarding record keeping systems, processes, and practices; principles and techniques of management, supervision and leadership; principles and practices of work flow and systems analysis; best principles and practices for project and financial management; municipal records retention  procedures, and techniques.
 
Strong working knowledge of: computer spreadsheets; databases; industry applications; Microsoft Office Suite including Excel; report writing tools; and office equipment; automated financial software systems for general and governmental accounting; effective and efficient budgeting and reporting processes and procedures; principles and methods of data processing; professional office procedures and practices; and computerize accounting and budgetary practices.
 
Knowledge of Federal and State laws and regulations, local ordinances, and City policies.  Demonstrates knowledge and sound judgement with regard to public disclosure, and confidentiality standards.
 
Knowledge of techniques and strategies for dissemination of complex and/or technical written and verbal information to a wide range of individuals, including but not limited to managers, staff, City Council; government officials, and members of the public. Ability to establish and maintain cooperative, effective working re­lationships with City employees, the public, and employees of State and Federal agencies.
 
Must possess well developed communication skills, both written and oral, with appropriate use of business English, and plain English, including but not limited to correct grammar, vocabulary, letter composition, editing, spelling, and punctuation. Ability to negotiate and present information clearly and concisely complex information in both written and verbal formats. Must routinely and regularly maintain confidentiality and discretion through all forms of communication.
 
Ability to compose complete and effective reports; modify, develop and implement internal controls, accounting systems, and procedures in accordance with State and Local laws; classify accounting transactions, maintain and reconcile accounts, close accounts, prepare and interpret accounting reports and statements; develop and implement modern auditing and accounting methods, procedures, forms and records; develop or analyze new fiscal management ordinances or legislation to prepare and analyze financial reports and statement.  
 
Ability to perform a variety of mathematical computations with ability to analyze complex and technical financial documents and to translate analysis into recommendations or reports.  Ability to read, research, interpret, apply and explain complex laws, codes, rules, regulations, policies, and procedures.  Ability to work independently with self-direction and  minimal direction or oversight; maintain sustained attention to detail and work under timeline pressures; prioritize workload; manage multiple tasks with competing deadlines. Excellent analytical and organizational skills are essential.
 
Ability to establish and maintain effective working relationships with others; train, supervise, plan, organize, and direct the work of a staff of technical and clerical personnel; evaluate personnel performance; develop and lead cohesive and highly productive work teams with a customer service focus. 
 
Ability to work extended hours as needed to carry out the management and supervisory responsibilities and functions for the City's Financial Services Division. 

PHYSICAL DEMANDS:

Work is performed primarily in an office environment while sitting at a desk or computer terminal for extended periods of time or while standing for a period of time. Occasionally needs to move inside the office to access file cabinets, office machinery, and department records. Constant use of both hands in reaching/handling/grasping/fingering while performing duties and operating computers. Occasional heavy work includes lifting and carrying up to 25 pounds. Occasionally ascends/descends stairs while maintaining balance. Constant use of all senses including feeling/talking/hearing/seeing while performing duties and communicating with co-workers, general public and completing all tasks as assigned. Must be able to distinguish color and maintain long-term and short-term memory. May work in remote locations or in noisy work areas. UNUSUAL WORKING CONDITIONS:
