Employment Opportunities Lucas Metropolitan Housing Authority (LMHA), located in Toledo, OH is seeking experienced applicants for the following position: Laborers Crew Leader.

Summary:

The primary purpose of this position is to oversee the general maintenance operations and activities of LMHA, including supervision of the Laborers, temporary workers and community service workers. The incumbent is responsible for the coordination of building and grounds maintenance activities in conjunction with management and maintenance staff, ensuring that all curb appeal and interiors maintenance activities are completed in an expeditious and courteous manner. The incumbent is also responsible for providing auxiliary assistance to other property management employees as needed.

All activities must support the Lucas Metropolitan Housing Authority (“LMHA” or “Authority”) mission, strategic goals, and objectives.

Essential Duties and Responsibilities:

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Supervises the work of the Laborers staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing discipline.
  • Monitors projects to ensure compliance with established laws, codes, ordinances, regulations, policies and procedures.
  • Provides input for procurement of materials and contracts, in accordance with applicable policies and procedures.
  • Reviews completed projects and contractor work for accuracy, completeness, and compliance with established contracts, standards, and specifications.
  • Maintains records and files and completes and processes paperwork; prepares required documentation; estimates costs using work orders, check-off sheets, report requisitions, catalogues, and reports; follows the departmental guidelines in order to document maintenance activity.
  • Provides technical assistance to the Vice President of Asset Management regarding maintenance processes and procedures.
  • Participates fully in team meetings and activities; disseminates information among team members.
  • Maintains knowledge of the skills necessary to perform routine carpentry, painting and plastering, electrical repairs, and plumbing work.
  • Assists other property management employees as requested.
  • Meets all job safety requirements and all applicable OSHA/PERRP safety standards that pertain to essential functions and maintains licenses and certifications as required.
    Performs other duties as assigned.

Education and/or Experience:

High School Diploma or GED equivalent and a minimum of four (4) years of experience in construction or building maintenance, with at least one (1) year in a supervisory position. An equivalent combination of education and experience may be considered. Must possess a valid Ohio or Michigan driver’s license and be insurable under the Authority’s plan.

Technical Skills:

To perform this job successfully, the employee should be able to successfully operate the following: Truck (up to one (1) ton; hand-hand power tools, pesticide applicator, snow removal equipment, lawn care equipment, floor scrubbers and buffers, carpet cleaning machines and vacuums. Must have the ability to learn other programs/equipment as required for assigned tasks. The employee should also have strong computer skills (e.g. MS Word, Excel, and Outlook).

To perform this job successfully, the employee is frequently required to travel to various LMHA properties to oversee the completion of maintenance and grounds work. Daily movements include sitting; standing; reaching and grasping; operating handheld tools and other machinery; moving about the properties; and attending onsite meetings and offsite meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally lift and/or carry up to 100 pounds.

Position generally works at Authority properties, which will require work under adverse weather conditions (heat, cold, snow, rain, wind, etc.) Works with and/or around chemical compounds and pesticides. May be exposed to an occasional gas leak. The noise level may be loud and the environment may be more hazardous than a standard office environment. This position may be required to work with contractors as well as Authority residents.
