Summary

King County Superior Court is seeking an innovative and creative HR professional to serve as the court’s Human Resources Manager.  We are seeking someone with  a generalist background and broad experience in human resources. Superior Court Human Resources is central to the court’s success, supporting all court employees to realize their professional goals and supporting the court’s strategic agenda through the HR function. The responsibilities of this position include ensuring compliance with federal, state and local laws, as well as court policies; and providing professional level support to employee and labor relations, employee disability accommodations, talent acquisition, and job classification and compensation analysis. Under general direction from and reporting to the Director of Human Resources, the incumbent will be responsible for managing and conducting all aspects of talent acquisition, including applicant sourcing, recruitment and selection.  

The ideal candidate will possess excellent interpersonal skills and be successful at building and maintaining strong working relationships across the court, with the King County Executive Branch and other King County agencies.  Successful candidates will be adept at working with process and procedural details in this hands-on role.   In-depth experience in more than one area of HR is critical.

 King County Superior Court includes approximately 400 employees and is led by 54 elected judges supporting a court of general jurisdiction serving the nation's 12-most-populous county. Work location:  Primary work location is the King County Courthouse, 516 Third Avenue in Seattle, Washington.  Incumbent may be required to work at other court facilities.

Work schedule:  This is full-time position.  The Court’s business hours are Monday through Friday, 8:30 a.m. to 4:30 p.m.  Work hours for this position may vary, including early mornings, evenings and weekends as needed.  This position is exempt from the overtime provisions of the Fair Labor Standards Act and is not overtime eligible.   A hybrid work schedule with a mix of onsite and remote work.

Job Duties

The following represents major responsibilities and is not intended to represent all of the duties of the position:

  • Advise, consult with and train managers and supervisors on complex, sensitive employee and labor relations issues, performance management, corrective action, classification and compensation, talent acquisition, and labor and employment–related laws and policies.
  • Provide advice and consultation to departments to support specific business needs.
  • Participate in and provide administrative support to collective bargaining; administer collective bargaining agreements.
  • Manage workplace accommodations. 
  • Conduct workplace investigations, respond to grievances as assigned.
  • Perform job classification and compensation analyses and make recommendations.
  • Develop a robust outreach and recruiting program to encourage qualified job-seekers from diverse communities to consider positions with Superior Court.
  • Ensure compliance with employee recruitment and selection processes and procedures.
  • Assess and make recommendations to the court’s human resources policies and practices for overall effectiveness.
  • Make recommendations to enhance diversity and inclusion.
  • May lead, supervise and develop HR staff.
  • This position serves as Acting HR Director in the Director’s absence.
  • Perform other duties of a similar nature and level.

Experience, Qualifications, Knowledge, Skills

Bachelor’s Degree in Human Resources, Organizational Development, Business Administration, or a related field is preferred, with seven years of professional level human resources experience; or any combination of experience and education demonstrating requisite knowledge, skills and abilities. Successful candidates must have strong diplomatic, listening, advocacy and collaboration skills, and an unwavering commitment to equity and social justice.

Qualified candidates will have:

  • Comprehensive knowledge of human resources principles, practices, labor and employment law. 
  • Knowledge of classification and compensation administration; labor contract negotiation and administration; grievances and arbitration processes; employment practices, laws and regulations; leadership, management and supervision principles, and training and development.
  • Working knowledge of public sector management, including organization, planning, staffing, budgeting and legislative interaction. 
  • Ability to prioritize multiple competing tasks and deadlines.
  • Effective oral and written presentation skills.
  • Experience with mentoring, directing and supervising employees.
  • Ability to maintain effective working relationships at all levels of the organization as well as union officials, other court and county employees, and the public.
  • Imagination and demonstrated creativity to develop and support new processes that support more equitable outputs and outcomes.
  • Comfort with and willingness to discuss issues around diversity, equity and inclusion, with judicial officers, staff and management at all levels.
  • Demonstrated commitment to equity, inclusion and diversity.
Desired Qualifications:
  • Professional certification in Human Resources (SHRM, HRCI, IPMA)
  • Experience working in a public sector organization
  • Experience working with elected officials

Necessary special requirements:  The ability to reliably travel throughout the county is required.  Finalists are subject to the Washington State Patrol criminal background check and a reference check.  Criminal background records are not automatically disqualifying.
