Summary


We are seeking a Business Finance Officer 3 to join our Facilities Management Division to manage the capital budget, financial and accounting activities for the Harborview Medical Center bond and the annual budget capital program.  This position is a full-time position in the Harborview Bond Project Office. The person will perform highly complex and technically specialized financial analysis for the Harborview capital programs.
 
The ideal candidate will have strong analytical and communication skills, experience with Oracle EBS, extensive experience using Microsoft Excel and other software for revenue and expenditure monitoring.  In close collaboration with division accounting staff, the successful candidate will manage a range of processes and issues related to budget development and monitoring, financial analysis, forecasting, and business planning.

About the Division:  The King County Facilities Division of the Department of Executive Services is responsible for county owned facilities. This responsibility includes implementation or oversight of two capital programs located at the Harborview Medical Center.  The capital programs are as follows:

  • Capital projects proposed in the Harborview Medical Center annual budget that are recommended by the Harborview Medical Center Board of Trustees, proposed by the King County Executive and approved by the King County Council. 
  • Capital programs approved in voter approved measures that are implemented in the King County biennial budget process and mid-biennial budget amendments. In the November 2020 general election, the voters of King County approved a $1.74 billion capital improvement program to be implemented by King County in the next ten or more years.
SCOPE OF JOB DUTIES: To be considered for these opportunities, you must at a minimum, demonstrate knowledge, skill, and ability to:
  • Act as the key financial adviser for Harborview Medical Center capital programs for the Facilities Management Division.
  • Oversee accounting and/or financial reporting functions for the Harborview capital program funds.
  • Manage the development, preparation, and justification of the biennial Harborview bond project budget and the HMC annual capital project budget.
  • Act as the key liaison for the HMC capital program on financial and budgeting issues with internal and external sources.
  • Administer or oversee the internal review of planned versus actual budget expenditures and authorize expenditures and budget revisions. Develop corrective action plans and prepare supplemental appropriations.
  • Develop and/or prepare complex financial reports including analysis and policy recommendations.
  • Prepare quarterly capital project status reports.
  • Prepare and give presentations to internal and external audiences on progress, status and responses to identified issues.
WE ARE LOOKING FOR CANDIDATES WHO:
  • Strong knowledge of budgeting and finance including demonstrated experience of in development, preparation, and justification of an organization or large program’s budget.
  • Experience monitoring budgets, preparing budget monitoring reports, and comparing budget to actuals.
  • Knowledge and demonstrated ability to apply generally accepted accounting principles (GAAP) including ability to interpret and apply accounting principles to make financial reports accurate, and how to apply accounting principles and procedures to work products.
  • Can manage projects including scoping and organizing resources, developing work programs, and facilitating multi-disciplinary teams. 
  • Is customer-focused and comfortable advising and partnering with senior and executive level management about complex initiatives, policies, and issues.
  • Has great communications skills including making formal presentations to groups and committees. Able to influence decision-makers.
  • Have the ability to manage accounting, financial and capital project budget and performance data to improve capital program manager understanding of program status.
  • Works collaboratively with others and builds partnerships to meet shared objectives.

Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities.
 
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
