The National Center for State Courts (NCSC) is a private, non-profit organization dedicated to the advancement of justice systems in the U.S. and around the world. NCSC partners with donor agencies, host country governments and civil society organizations to support judicial independence and promote access to justice. The International Programs Division is seeking qualified applicants for a program manager position in its Arlington, Virginia office.

The Program Manager is responsible for the day-to-day finance and administrative operations of the Bureau of International Narcotics and Law Enforcement Affairs (INL) funded Caribbean Anti-Crime Program.  In that role the incumbent will work closely with the Program Director, Component Managers, Advisors, Coordinators and other program staff to ensure smooth and efficient operations of the program including financial and administrative management, procurement and compliance with applicable USG regs pertaining to the implementation of the INL Grant and NCSC policies.

Duties and Responsibilities

General responsibilities of the position include the following areas: 

Financial Management:

  • Prepares and monitors program and sub-program budgets and other program initiatives;
  • Prepares financial reports and accruals;
  • Monitors Program Budget including quarterly updates against actual costs and projections on sub-projects and program budgets;
  • Monitors and oversees financial reporting of Field Office(s);
  • Prepare monthly financial reports, consult with and respond to inquiries from GOR on current spending;
  • Oversees invoice processes and subcontractor costs, manages invoice payment and tracking;
  • Ensures the timely delivery of all project financial reporting including annual and semi-annual planning; accrual reports; and other internal and external financial reports and deliverables as requested by Program Director and GOR.
Procurement and Contract Compliance:
  • Under the supervision of the Program Director, liaise with GOR and Grants Officer on program operations and administrative issues;
  • Supports the Grant contracting mechanism for the program including enforcing policies and procedures;
  • Ensures compliance on the Monitoring and Evaluation program requirements
  • Participates in the process for program procurement in accordance with USG and NCSC policies, including managing commercial vendor agreements, resolving vendor issues, and modifying purchase orders.
Project Management:
  • Assumes the role of a deputy to the Program Director including engaging in backstopping duties when needed;
  • Manages program operations to ensure compliance with FAR and other USG Rules & Regulations and Grant Polices;
  • Serve as liaison to INL in the absence of the Program Director;
  • Performs subcontractor management including review and approval of expense reports, invoices and vouchers;
  • Oversee Task Management updates, including new task creation, editing hours, and running reports for Component Managers;
  • Runs weekly reports to ensure Task Management System and Deltek timesheets are accurately updated by all staff;
  • Validates timesheets for employees and consultants;
  • Participates in Weekly Component Managers' Meetings and follow-up meetings with Component Managers, as needed;
  • Advises staff on operations, policies and procedures.;
  • Recommends strategies to streamline systems for effectiveness and efficiency, considering donor needs, team dynamics, program and NCSC mission.
Supervisory Duties:
  • Supervisors the financial and administrative tasks performed by Home Office and Field Office staff;
  • Supervisors M&E tasks performed in Home Office, Program Components and sub-projects to ensure compliance with program requirements;
  • Serves as a primary point of contact for consultants and administrative matters.

Qualifications

  • Bachelor's degree in Business, Finance/Accounting, International Studies, or other related areas of study; Master's degree preferred;
  • At least 5-8 years of relevant experience (USG-related project management, finance, contracts, and operations);
  • PMP Certification – highly preferred;
  • Strong understanding and proficiency in financial and project management systems and procedures;
  • Proficiency in USG regulations, FAR and ADS and procurement procedures and contract compliance;
  • Experience implementing M&E on USG programs;
  • High level of proficiency in MS Excel and other MS Office Suite programs;
  • Demonstrated ability to propose workable solutions to complex technical, managerial or operational problems;
  • Demonstrated adeptness in attention to detail, working within deadlines, and  managing multiple priorities in a fast-paced environment;
  • Demonstrated leadership, management, organizational, and decision-making skills;
  • Ability to work effectively both independently and as part of a team;
  • Excellent written and verbal communication skills; and
  • Ability to travel frequently for extensive periods internationally.

Additional Information

Salary negotiable to $90,000 depending on experience and qualifications.
