King County Metro’s Mobility Division will be filling four (4) paid internship positions available to veterans and both undergraduate and graduate students during the 2021-22 school year (beginning in Fall 2021). The qualifications, benefits, and salary information below applies to all positions.

These positions will be expected to be physically present in the office (once Covid restrictions and remodeling of Metro’s workspace is completed – expected in Spring/Summer 2022) one-to-two days a week with the rest of your time provided virtually.  Computer equipment and assistance in securing internet access, if needed, to allow for virtual participation will be provided.  To qualify for these positions, you must physically reside in the State of Washington.

Specific information for each of the four positions follows.
Minimum Qualifications for all Positions:

  • Interns must be college undergraduate or graduate students or veterans:
    1. Students should be pursuing an undergraduate or graduate level degrees in business, public administration, transportation management, urban planning, statistical, market or survey research, or a related field
    2. The successful Veteran Fellow candidate will have similar skills and background but do not need to be in a college or graduate degree program 
  • A strong interest in public transportation and the desire to make a difference in King County's transportation landscape by promoting the use of transportation solutions that get drivers out of single occupancy vehicles
  • Excellent written, verbal, interpersonal, and visual communication skills
  • Ability to work effectively in teams, collaboratively and respectfully with a diverse group of individuals from various positions and backgrounds
  • Self-starter with the ability to take direction and work independently- following through on multiple priorities and assignments in a fast-paced and agile work environment
  • Experience with Microsoft Word and Excel; ability to learn online software quickly
Desired Qualifications for all Positions:
  • Knowledge of and experience using public transportation options
  • Program and project management skills
  • Experience with databases for reporting and analysis
  • Process improvement and problem-solving skills
Benefits for all Positions:
Interns/Veteran Fellows receive a free ORCA transit fare pass for unlimited rides on King County Metro, Pierce Transit, Kitsap Transit, Kitsap Fast Ferries, Community Transit, Everett Transit, Sound Transit and King County Water Taxi, Seattle Streetcar and Seattle Monorail. Additionally, Interns/Veteran Fellows will accrue .025 hours of paid sick leave for each hour in pay status. Veteran Fellows who work 30 or more hours/week for the duration of their assignment will also be offered medical benefits under the Affordable Health Care Act. Interns/Veteran Fellows are not eligible for retirement, holiday and vacation pay.

 Specific Salary Ranges 
  • Undergraduate Interns: $17.7796 - $22.5365 per hour 
  • Graduate Interns: $20.0181– $25.3742per hour
  • Vets 4 HIRE Veteran Fellows will be compensated at a range of $17.7796 - $32.1655 depending on military rank and education level. 
    • Veteran Fellow I - $17.7796 – $22.5365 per hour - High School graduate; or pursuing BA; or enlisted grade E1 - E3 
    • Veteran Fellow II - $20.0181 - $25.3742 per hour - Possess BA; or pursuing Masters; or enlisted grade E4 - E6
    • Veteran Fellow III - $25.3759 - $32.1655 - Completed Masters, enlisted grade E7 – E9 or Officer rank
Each student intern or Veteran Fellowship assignment will involve a set of customized learning objectives and deliverables that provide hands-on experience assisting with and accomplishing specific work tasks or projects within each work group.

Specific Intern/ Veteran Fellowship Position Information

1. Business Passport Program Position: 
Section within Metro Mobility Division:  Market Innovation
Who may apply:  Currently enrolled, undergraduate or graduate students.
Veterans who have left the military within the last five years and reside within King County will be given preference.
Length of Internship:  Fall of 2021-May 2022 (starting month is flexible, with option to extend through Summer 2022)
Work Schedule: Students:  Up to 40 hours / week during summer; up to 20 hours / week during the school year.
Veterans:  Up to 40 hours / week.

The Market and Business Development team encompasses the Business Passport, Fare Policy and Transportation Demand Management teams, located in Metro’s Market Innovation Section. We take a holistic approach to improve the travelling experience for public transit users in our region by offering products and programs to meet riders’ needs.
King County Metro operates one of the largest employer programs in the country. The Business Passport Program supports employers of all sizes with transit benefit programs that provide employees with unlimited transit travel with an ORCA card. We use data and analysis to continuously improve our programmatic offerings.

Example Projects - Business Passport Internship Position: 
  • Business Passport Program development— identify gaps in the business market for and work on developing programmatic and/or policy changes to address those needs. Create communications and marketing materials that recognize our focus on expanding access to employer transit benefits for lower income and essential workers.
  • ORCA Data—visually show the value and benefits of the Business Passport program by creating dashboards from ORCA data.
  • Transportation Demand Management—support the development and evaluation of Transportation Demand Management programs such as Just One Trip.
Learning objectives for the internship include:
  • Gain experience planning and facilitating customer engagement
  • Gain insight into evidence-based policy making
  • Learn about the ORCA Business Program, and Transportation Demand Management
  • Contribute to the development of Metro’s innovative pilots and programs aimed at improving access to transit
Additional Qualifications for the Business Passport Internship Position:
  • Experience and/or coursework in data analysis and/or policy analysis

  • Experience using:
    1. Data visualization and design software (e.g. Excel, Power BI, InDesign, Adobe Creative Suite)

2. Fare Policy Position: 
Section within Metro Mobility Division:  Market Innovation
Who may apply:  Currently enrolled undergraduate or graduate students.

Length of Internship:  Fall of 2021 – May 2022 (with option to extend through summer 2022)
Work Schedule: Students:  Up to 20 hours/week during the school year; up to 40 hours/week during the summer.
Veterans:  Up to 40 hours / week.
 
The Fare Policy Team supports a variety of efforts related to fare payment including reduced fare programs, fare payment technology, and increasing equitable access to transit. The team researches, evaluates and analyzes policy and data to inform Metro’s fare policy goals and long-term strategies. The team seeks to better understand the impacts of fare-related policies and products, including how to best invest in our transit system to improve access and affordability for those with the greatest need.

Example Projects – Fare Policy Internship Position: 
  • Research, analyze and summarize data on key rider segments such as youth or cash-paying riders.
  • Support planning and implementation of community stakeholder workshops to help shape potential fare policy initiatives.
  • Support the development and evaluation of fare policies related to the upcoming launch of the next generation of the ORCA fare card.
  • Research data analysis or literature regarding the impact of fare subsidies.
  • Provide additional support for the Business Passport Program for employers or the Transportation Demand Management Programs as needed.
Learning objectives for the internship include:
  • Gain experience using quantitative and qualitative data for program evaluation
  • Gain experience planning and facilitating community engagement
  • Gain insight into evidence-based policy making
  • Learn about Metro’s innovative pilots and programs aimed at improving access to transit
  • Build skills in data analysis

Additional Desired Qualifications for the Fares Policy Internship Position:

3.  Survey Research & Innovation Position: 
Section within Metro Mobility Division:  Market Innovation
Who may apply:  Currently enrolled, undergraduate or graduate students.
Veterans who have left the military within the last five years and reside within King County will be given preference.
Length of Internship:  9 months: Fall of 2021-May, 2022 (starting month is flexible, with option to extend through Summer 2022)
Work Schedule: Students:  Up to 40 hours / week during summer; up to 20 hours / week during the school year.
Veterans:  Up to 40 hours / week.
 
The Research and Evaluation Program is responsible for conducting market and customer research that helps Metro develop and evaluate policies, programs, products, and services. The team provides insights into customer needs and behaviors toward removing barriers for transit use faced by marginalized populations. The Research and Evaluation is part of the Research and Innovation group in the Market Innovation Section.  
 
Example Projects – Survey Research & Innovation Internship Position: 
  • Support the development of program-level dashboards and performance metric targets, applying skills in data visualization, literature review, and communication. 
  • Apply data analysis and research towards program design and policy development. 
  • Support Metro’s “Where-Needs-Are-Greatest" initiative by assisting in the development of program level equity metrics, and conducting qualitative and quantitative research.
Learning objectives for the internship include:
  • Gain first-hand practical knowledge of how Metro     leverages new  services and technologies to improve mobility in King County.
  • Gain an understanding of inter-agency partnership work, through interaction with consultants and agency partners. 
  • Build experience and skills in the development of performance monitoring, target setting, and reporting. 
  • Develop applied data analysis and research skills. 
  • Gain experience in the design of data collection methods and tools.
Additional Desired Qualifications for the Survey Research & Innovation Internship Position:
  • Undergraduate or graduate student working toward a degree in Business, Market/Customer Research, Social Sciences, transportation, policy and planning, urban planning, public policy, or related fields or experience equivalent to an undergraduate degree in these or related fields is preferred. 
  • The successful Veteran Fellow candidate will have similar skills and background, but do not need to be in a college degree program.
  • Knowledge of and experience using public transportation options.
  • Program and project management skills, including creating and maintaining project timelines and related calendars.
  • Experience presenting descriptive statistics and visualizing data.
  • Knowledge or experience with statistical tools such as R or SPSS to clean and analyze data.
  • Ability to draft and contribute to reports for both external and internal stakeholders.
  • Ability to search and find existing research or literature to inform decision-making processes.
  • Background or interest in qualitative research methods, including designing focus groups, participant recruitment, or setting up customer survey panels.
  • Background or interest in using quantitative research methods to answer social science research questions, including survey design and implementation.
 
4.  Service Planning Internship Position: 
Section within Metro Mobility Division:  Service Development 
Who may apply:  Currently enrolled, undergraduate or graduate students.
Veterans who have left the military within the last five years and reside within King County will be given preference.
Length of Internship:  Yearlong:  October 2021 - May 2022 (with option to extend through summer 2022)
Work Schedule: Students:  Up to 40 hours / week during summer; up to 20 hours / week during the school year.
Veterans:     Up to 40 hours / week.

Service Planning leads Metro's mobility services planning process and develops service changes designed to continuously improve the transit system and meet customer needs. This group develops service changes two times per year for fixed-route bus service, and more frequently for flexible services. Service Planning is committed to developing services in a way that advances equity, inclusion, and social justice. Service planning work is highly collaborative, involving close coordination and engagement with transit riders, the general public, other Metro groups, partners including Sound Transit, Seattle Department of Transportation, and local jurisdictions in King County.

Example Projects – Service Planning Internship Position:  
  • Supporting analysis and public and stakeholder engagement for service restructure projects associated with the East Link, Lynnwood Link, and/or Federal Way Link light rail extensions. 
  • Planning for service changes and new service in King County including fixed-route, flexible, and marine services.
  • Planning related to the restoration of service suspended during the COVID pandemic.
  • Data collection, analysis, reporting and visualization.  
  • Developing and writing memos, reports, and presentations.  
Learning objectives for the internship include: 
  • Build skills in planning, project management, and data analysis using a variety of general as well as transit-specific tools. 
  • Build experience with a variety of communication methods. 
  • Learn more about transit service development and design. 
  • Tasks may be customized depending on the intern’s specific development goals and interests.   
Additional Qualifications for the Service Planning Internship Position: 
  • Experience interacting with the public with a focus on customer service. 
  • Experience using Excel, GIS and/or PowerBI. 

Supplemental Information

Temporary Telecommuting Requirement
The work associated with this position will be performed predominantly by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.)  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
