Summary

In this position you will be responsible for leading, overseeing, and supporting Information Technology procurements (Software, Hardware, Software as a Service (SaaS), IT Consulting and Managed Services across the entire County, as well as providing expertise and insight into the technology marketplace.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
 
  • Develop and maintain a procurement project plans; Analyze requirements and determine the best method of procurement. 
  • Collaborate with project managers, managers, business analysts and customer service managers to define procurement requirements including proposed qualifications, value of the contract, term of contract, reference documents, and ensure proper contractual guidelines and policy procedures are followed in the procurement process.
  • Prepare and advertise Invitation to Bid (ITB)/Request for Proposals (RFP) for technology-related procurements.
  • Facilitate multi-step procurement processes that include evaluation meetings, interviews, proprietary meetings, and debriefs with consultants and County staff ensuring compliance with applicable policies and procedures.
  • Facilitate contract negotiations between County agencies & suppliers. 
  • Responsible for end-to-end contract management, including working with the Prosecuting Attorney’s Office and Risk Management to resolve disputes, as well as ensure compliance with applicable laws, regulations and contract terms and conditions
  • Provide leadership and input to initial agency position on protests from unsuccessful bidders.
  • Support strategic initiatives with Strategic Sourcing, Relationship Management, and Supplier Performance Management as required.
  • Develop, review and edit boilerplate documents such as solicitations, contracts, letters, forms and manuals for inaccuracies and inconsistencies; research cited references to RCW, WAC or CFR to ensure references are current; and revise and write sections of boilerplate to reflect King County changes in procurement and contracting approach.
  • Consistently exercise sound independent judgement and discretion in matters of significance.
  • Perform other related duties as needed.
 
 Minimum Qualifications:
  • Experience working in Information Technology contracting and managing projects
  • Experience managing different opinions, facilitating discussions, resolving conflict, and finding resolution
  • Knowledge of contracting laws, regulations, best practices, industry principles, best practices, and procurement methods
  • Strong communication, facilitation, interpersonal, writing and customer service skills
  • Ability to resolve conflicts, perform research, analyze and solve problems 
  • Ability to work individually and collaboratively as a team member 
  • Ability to think differently, are eager to try new things and challenge yourself to improve processes
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work 
  • Positive attitude toward peers, customers and leadership, ability to learn from mistakes and proactively seek feedback
  • Ability to manage your time and adapt to changing priorities, manage multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
  • Ability to uphold our Division’s values
  • Ability to work in a remote work environment
 We would love it if you have:
  • Experience in Oracle EBS and/or Oracle procurement Cloud 
  • Experience with LEAN processes and principles
  • Experience with SharePoint, MS Teams and other collaborative online tools

Other Position Information:
This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not overtime-eligible.  Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m., Monday through Friday.  This position is not represented by a union.
 
Teleworking Requirement
The work associated with this position will be performed predominately by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared work spaces at various King County facilities.

Employees must reside in Washington state and within a reasonable distance to their King County work site to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a work space with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
