Summary

King County Medical Examiner's Office is looking for a Health Program Assistant (HPA) to join their team. The responsibilities of the HPA position in the Medical Examiner's Office include performing clerical duties that are specialized and/or technical in nature. The work involves independent judgment of complex and/or sensitive information. Duties include answering and triaging multiple phone lines in a sensitive/medical environment, filing, using complex case management software, researching specialized or technical information, and providing program-specific information to internal and external customers. This position performs duties under the direction of the Medical Examiner's Office Deputy Chief Administrator.

Job Duties
  • Oversee and monitor completion of daily tasks of the administration section
  • Assist Administrator in preparation of reports, committee materials, subpoena response and other communications with customers and stakeholders
  • Assist Administrator with quality assurance reviews
  • Develop and maintain program administration training materials, manuals, brochures and other documents, and assist with administration training of new employees
  • Answer multiple phone lines and route to the right sections of the office
  • Provide customer service to funeral agencies, law enforcement, attorneys, grieving families and other members of the public
  • Release property to funeral agencies, family members, or other designated agencies
  • Create and coordinate death certificate entries for pathologists into the Washington Electronic Death Registration System (EDRS), and process EDRS internal worksheets into the KCMEO CME case management system
  • Update cause-of-death and demographic information in EDRS and CME as needed
  • Create transcription folders, close cases, create affidavits for correction and other case administration duties
  • Approve and fulfill report requests including verification of forms, tracking of pending requests, and compiling and sending out reports
  • Monitor a shared email box for administration and respond to inquiries, report requests, subpoenas, contract case paperwork and other communication
  • Track and process contract case request forms and state anthropology services forms
  • Respond to subpoenas for case materials and coordinate subpoena fulfillment with KCMEO administrators, pathologists, and technicians
  • Coordinate oversight of medical examiner records, create medical case files, file case documents in the appropriate folder, file case folders, and coordinate with county archives as needed
  • Enter or oversee entry of toxicology results into the CME case management system
  • Coordinate DNA paternity requests and other biological sample requests
  • Assist with the Disposition Authorization program and provide oversight of program operations and quality assurance reviews
  • Maintain retention schedule for disposition authorization program records
  • Interpret state statutes and King County policies regarding releasing public and confidential Medical Examiner records
  • Perform administrative duties such as copying, scanning, and filing records containing protected medical health information.
  • Perform administrative case management duties utilizing specific software to enter test results, close cases, and process internal paperwork
  • Other duties as assigned
Experience, Qualifications, Knowledge, Skills

Required Experience, Qualifications, Knowledge, Skills:
  • Knowledge of local and state regulations applicable to medical examiner and coroners, and knowledge applicable laws and regulations releasing medical records.
  • Ability to oversee program operations, monitor task completion, and lead team members
  • Strong organizational skills, interviewing skills, task prioritization, and ability to meet deadlines.
  • Knowledge of basic accounting skills, ability to generate invoices and track fees.
  • Ability to communicate effectively orally and in writing; establish and maintain effective working relationships with a diverse range of staff, community partners, and the general public; handle difficult interpersonal interactions with discretion and diplomacy; and work both independently and as a member of a team in a fast-paced customer service environment.
  • Ability to update and maintain program databases and logs; accurately enter and track data; and generate reports.
  • Ability to work in a Windows environment and use Microsoft Office software, including Word, Excel, Powerpoint, Outlook and Teams.
  • Demonstrated ability in prioritizing workload and adapting to changes in workload demand.
  • Possesses initiative and accountability skills for work product and service of sensitive matters.
  • Operate standard office equipment including personal computer, telephone, fax machine, label maker, printers, and scanners. Responsible for coordinating maintenance of community office equipment and coordinating the removal of surplus items.
  • Ensure sensitive and confidential information is kept private and secure; adhere to department policies and procedures.
  • Ability to lift 25 pounds with or without accommodation.

WORK SCHEDULE: This position has a regular schedule of Monday through Friday, 8:30 a.m. to 5:00 p.m. and may be required to work outside of these hours. WORK LOCATION: This position will primarily work at the Medical Examiner's Office at the Harborview Campus. As needed, the position may be deployed to other Public Health Centers and sites throughout King County.
