Summary

Jail Health Services Division (JHS) of Public Health for Seattle & King County is seeking a Diversion Community Coordinator who will bring their lived experiences as well as their technical competencies to identify culturally relevant community services that are most impactful when meeting the needs of legally involved individuals. Diversion Services seeks someone who is representative of those who live and work in King County and is dedicated to embedding equity in their daily work. This position is part of the JHS Psychiatric and Social Services section and will report to the manager of Court Services and Release Planning. The Community Diversion Coordinator primary responsibilities is to develop, manage, scope and schedule procurements and contract agreements related to education, employment, housing, social and family supports, and health for the CDP program.
 
Diversion Services includes the Therapeutic Alternative Diversion (TAD) program out of King County District Court and Community Diversion Program (CDP) out of King County Superior Court. These programs are a collaboration between King County Prosecuting Attorney’s Office, King County Executive Team and King County Public Health. Diversion Services seeks to assist those at the intersection of unmet social determinants of health and the legal system to support people in identifying and addressing needs with a human service response rather then a legal one.

Job Duties

Grants & Contracts:

  • Develop and lead Request for Proposals (RFPs), procurement and assist with funding review and selection processes in collaboration with department and division staff. 
  • Create service agreements and contract documents, working with contract/finance staff, including scope of work, lead the procurement process, budgets, project timelines, invoices and report forms for funding of proposed project outcomes.
  • Provide technical assistance and resources to grant recipients, community partners, and internal partners.
  • Work closely with Behavioral Health and Recovery Division to incorporate reimbursable behavioral health and MIDD services
  • Perform monthly budget review and initiative spending reconciliation in coordination with Community Diversion contracted personnel for each assigned contract.
Program/Project Management:
  • Manage a portfolio for the Community Diversion community partnership agreement and services contracts related to education, employment, housing, social and family supports, and health. 
  • Work closely with the JHS Finance Manager to ensure expenditures remain within allocated funding amounts.
  • Oversee the contracting and implementation of the risk need and responsivity (RNR) case management tool in JHS programming.
  • Provide technical assistance and act as liaison between Public Health, evaluation team and the contracted community programs to ensure data collection and reporting is successful. 
  • Oversee and drive special project planning related to criminal legal initiatives and system reform at the direction of JHS leadership.
  • Performs other related duties as assigned supporting projects, initiatives, and programs along the sequential intercept model continuum.
  • Supervise assigned staff.
Analytical: 
  • Apply equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations when making decisions and recommendations.
  • Apply an equity lens for analysis in a complex political environment and decision making. 
Communication:
  • Promote and facilitate communication between the program, King County departments, community agencies, associations, and the general public.  Lead and coordinate inter-jurisdictional or multi-agency policy development. Represent the division in inter-jurisdictional meetings.  
  • Address conflicts as opportunities for collaboration with demonstrated facilitation, negotiation, and consensus-building skills.

Experience, Qualifications, Knowledge, Skills

  • Experience with contracting, procurement, request for proposal, developing and accounting for performance-based contracting, outcomes and measures including use of an equity lens for analysis in decision making. 
  • Experience implementing new criminal legal and/or social determinants of health focused policies, programs, or initiatives; working in behavioral health services; criminal legal programs or systems; or related community-based programs. 
  • A well-developed understanding of equity and social justice principles and experience leading teams and/or implementing policies that integrate equity and social justice into program design and workplace culture. 
  • Knowledge and understanding of the risk need responsivity principles and its application to programming.
  • Demonstrated ability use Microsoft Office applications, in particular Teams, Word and Excel.   
  • Demonstrated skills in budgeting, planning, supervision, project management, and quality improvement principles and techniques.   
Desired Qualifications: 
  • Demonstrated knowledge of and expertise in principles and processes of social work, case management, behavior change counseling/intervention, and service planning related to identified population needs.
  • Demonstrated knowledge of medical, mental health and substance use conditions/issues/services affecting this program population in King County.

WORK SCHEDULE:  This position is exempt and not eligible for overtime. Typical hours are Monday - Friday 8am-5pm.

WORK LOCATION: Work associated with this position may be performed remotely, but the primary work location for this position is the Chinook building, 401 5th Ave., Suite 1000, Seattle, WA 98104. The candidate may be required to provide support to our program service providers in various community locations throughout King County. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
