Summary

Public Health is launching a strategic planning process as it emerges from responding to the COVID-19 pandemic and since the declaration of racism is a public health crisis. The goal is to chart a path forward centered on equity that is informed by both community health data and community-identified priorities for the health of the King County.

This Career Service position is funded through the Best Start for Kids (BSK) Levy and will be a part of the Department of Public Health Budget Team, providing department-wide support for BSK programs/strategies. The BSK is King County's initiative to improve the health and well-being of King County residents by investing in promotion, prevention and early intervention for children, youth, families and communities. Implementation of BSK is guided by the BSK Implementation Plan approved by the King County Council. The successful candidate will have proven financial management skills, a strong independent work ethics, strong communication and problem solving skills to support department-wide BSK programs/strategies through collaboration with division program and fiscal staff.

Telecommuting:
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties
  • Coordinate, prepare, and review BSK program budgets, evaluate proposed expenditures and revenues, and perform detailed financial analysis.
  • Participate in process improvements for BSK financial process, systems and post-award financial monitoring
  • Coordinate with BSK partner agencies to prepare county-wide BSK financial reports.
  • Review and authorize financial documents including interfund transfers, journal entries and budget revisions.
  • Coordinate with others to prepare for accounting and auditing activities with department, King County and others, assuring strong internal control environment.
  • Respond to requests for budget, program and financial information.
  • Oversee administration and monitoring of grants and contracts.
  • Develop and oversee annual plan to monitor contracted agencies' financial performance including financial records, audit reports, and statements, and communicate monitoring reports to internal and external audiences.
  • Coordinate, interpret and implement federal, state and local laws, policies and procedures in contracted service management and advise program staff of internal controls and monitoring of contracts
  • Ensure program expenditures are in compliance with levy requirements.
  • Commitment and ability to understand and apply equity and social justice principles to all aspects of work.
  • Supervise assigned fiscal contract monitors; participate in recruitment and hiring; assign duties and responsibilities; review completed staff work; train, mentor and evaluate staff performance.
  • Lead and oversee fiscal monitoring of BSK grantees. As a liaison for BSK fiscal and compliance questions from internal and external stakeholders.
  • Escalate issues or concerns to management and BSK leaders related to fiscal site visits and financial monitoring. Leading the process improvements for fiscal policies and procedures for BSK new levy.
  • Perform other related duties as assigned.
Experience, Qualifications, Knowledge, Skills
  • Bachelor's degree in accounting, business administration, or related with field with specific course work in budgeting and financial analysis; or equivalent combination of education and experience
  • Knowledge and experience with Generally Accepted Accounting Principles (GAAP) and COSO framework.
  • Five years of progressive financial, audit and/or project management experience
  • Demonstrated proficiency in the development of electronic records or reports needed to document transactions, monitoring activities, and compare data from different sources and systems.
  • Financial and program analysis skills
  • Excellent organizational skills to prioritize and manage multiple tasks, and emphasis on detailed work
  • Experience developing and monitoring budgets and forecasts
  • Knowledge of contract administration
  • Knowledge of federal, state and local government guidelines, including audit and compliance requirements and internal controls
  • Demonstrated ability to communicate verbally and in writing with individuals of diverse backgrounds, and at all levels of an organization related to internal and external stakeholders. Ability to work independently and as part of a team
  • Experience processing and reconciling complex financial transactions
  • Intermediate/advanced Microsoft Excel skills
DESIRED QUALIFICATIONS:
  • Experience with Oracle/EBS, Hyperion and Oracle reporting systems.
  • Experience with supervision of a team
  • Knowledge of governmental accounting and finance
  • Experience in performing subrecipient monitoring and audit.
  • Demonstrated ability to develop and maintain effective, collaborative, and positive working relationships with both internal and external stakeholders.
