Summary


The Department of Human Resources (DHR) seeks an experienced and passionate individual to serve as the Equity, Inclusion, and Belonging (EIB) Manager II. This position will ensure equity and social justice (ESJ) initiatives within DHR are aligned and integrated with King County’s ESJ Strategic goals and approaches. 
 
Reporting to the Workforce Equity Manager, the EIB Manager II will oversee, develop, and implement DHR’s ESJ efforts to drive organizational change. This role will lead the department’s effort to center pro-equity and anti-racism in all actions and build pro-equity capacity at all levels. The EIB Manager II will work with department leadership and the Office of Equity and Social Justice (OESJ) to develop strategic direction, identify and implement ESJ initiatives, and ensure goal attainment, internally and to the agencies DHR serves.

Other Position Information 
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m. - 5:00 p.m., Monday through Friday. This position is not represented by a collective bargaining agreement and is classified as Equity, Inclusion, and Belonging Manager II ; class code: 2323200).

Job Duties

  • Apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. This is a daily responsibility and foundational expectation for all King County employees. 
  • Serve as a thoughtful and tactical partner with department leadership to advance ESJ within the department. 
  • Collaborate with department leadership and human resources to implement ESJ action plans and ensure organizational alignment between divisions and the department. 
  • Co-design and lead data strategy and reporting methods on the effectiveness of organizational ESJ activities and their impact on both workplace culture and department business results.
  • Assess ESJ related performance measures for data gaps and consult with the Workforce Equity Manager, department leadership, and impacted employees strategies to fill the gaps.
  • Provide consultation, coaching, and support for employees, human resources, and department leadership to ensure delivery of innovative, adaptive, and culturally responsive programs and services.
  • Co-design and lead organizational and individual equity change readiness assessments. 
  • Establish ESJ performance measures and work to ensure they are understandable, meaningful, and lead to desired outcomes. Continuously review data to ensure anti-biased efforts are applied throughout the department. 
  • Lead, in partnership with Learning and Development, a DHR action plan that delivers ESJ and related subject matter education/trainings/workshops.
  • Facilitate focus groups that inform ESJ strategies, plans, and initiatives. 
  • Support department leadership, human resources, and planning teams with the execution of equity impact reviews on policies, programs, procedures, and positions.
  • Represent DHR’s ESJ strategy efforts throughout the department to ensure awareness, understanding, and participation. Represent DHR in county-wide ESJ teams and communities of practice to fulfill organizational ESJ goals.
  • Review and report proposed changes to ESJ strategies and efforts to the Workforce Equity Manager and implement as approved. 
  • Support various programs and projects as assigned.

Experience, Qualifications, Knowledge, Skills

  • Demonstrated knowledge of and experience in applying laws, programs, practices processes and procedures related to diversity, equity, inclusion, and belonging, Equal Employment Opportunity and Affirmative Action, non-discrimination, anti-harassment, Equity and Social Justice, etc.
  • Demonstrated knowledge of and experience in applying and analyzing human resources, policy and strategic planning analysis, techniques and principles with a racial equity mindset. 
  • Experience creating processes and systems to document, report, and monitor equitable outcomes.
  • Strong analytical skills, including quantitative and qualitative analysis. Ability to translate metrics, research, and trends into strategy and improvement opportunities. 
  • Strong organizational and project management skills with an ability to meet deadlines and work under the pressure of multiple competing priorities.
  • Ability to effectively engage in and sustain relationships with diverse people and cultures.
  • Ability to present comfortably in front of large and small groups.
  • Ability to maintain confidentiality and use discretion when handling sensitive information. 
  • Skilled in conflict management and facilitation of small to large groups. 
  • Ability to organize, prioritize, plan, schedule and follow up on tasks; elevate issues and obtain additional resources when necessary.
  • Skilled in tailored written, verbal, and presentation communication to diverse audiences.
Desirable Qualifications: 
  • A bachelor’s degree in Human Resources, Business Administration, Organizational Development, or related field. 
  • Five years’ progressive experience advancing equity, inclusion, and belonging in a complex and large organization. 
  • Public sector experience.

Teleworking Requirement
The work associated with this position will be performed predominantly through telework, complemented with onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including wearing masks in some situations.
