Summary

Seattle & King County Public Health is seeking to fill two full-time, Term Limited Temporary (TLT) or Special Duty Business & Finance Officer III positions with the financial and administrative section of the Administrative Services Division within the Office of the Director. Duties include performing complex and technical accounting, budget, and finance services in support of the section’s wide range of business programs.

The ideal candidate will have strong analytical skills, experience with Oracle EBS, extensive experience using Microsoft Excel and other reporting software for revenue and expenditure monitoring, with a keen attention to detail.
 
This assignment is expected to last one year with the possibility of extension.

The positions are posted continuously until filled, first review will occur for applications received by June 30 at 11:59 pm.

Work Schedule:  The normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. This position is not eligible for overtime.

Job Duties

  • Develop and monitor divisional budgets for management information and reporting purposes. Ensure standardization, consistency and uniformity in the gathering, processing, and reporting of financial information.
  • Track and report on positions filled and estimated salary savings or anticipated over-spending. 
  • Monitor expenditures to ensure accuracy of financial data posting and associated documentation for compliance.
  • Complete journal entries to maintain correct general ledger amounts on projects.
  • Perform grant billings and reconciliations.
  • Support requests for development or oversight of contracts documentation for compliance.
  • Perform and communicate routine and ad-hoc analyses requiring research, compilation, and interpretation of financial data. Examples include, but are not limited to, cost comparisons, program financial performance evaluations, cost/benefit analyses.
  • Research and determine financial impacts related to changes in personnel, grant funding and requirements, regulations, etc.
  • Manage year-end processes including revenue and expenditure accruals.
  • Provide financial and administrative support during audits and financial reviews.
  • Review and approve invoices and backup documentation for goods and services purchased. 

Experience, Qualifications, Knowledge, Skills

  • Advanced demonstrated ability in gathering, analyzing, and presenting financial information using: Microsoft Excel (proficiency is required).
  • Demonstrated ability to manage the technical aspects of budget development, including: preparation and justification of the budget and financial monitoring.
  • Demonstrated ability developing and monitoring complex budgets including but not limited to: understanding of budget terminology in local government; demonstrated ability to effectively interact with program and financial staff to facilitate budget development and execution.
  • Knowledge and demonstrated ability applying generally accepted accounting principles (GAAP) including but not limited to: knowledge of the different methods of accounting (i.e. accrual, cash); demonstrated ability to interpret and apply existing, new, or revised accounting principles, standards, and concepts to make accounting reports accurate; demonstrated understanding of accounting terminology and application, and how to apply accounting principles and procedures to work products.
  • Demonstrated knowledge and familiarity with Uniform Guidance 2 CFR 200. 
  • Experience with complex financial analyses including understanding the impact decisions have on the program, division and department; analyzing data from a large financial management or Enterprise Reporting Planning (ERP) system; experience providing substantive analyses and recommendations; experience drafting narrative sections and explanatory tables, graphs, and charts that report program financial performance, trends, and areas benefiting from management's attention.
  • Strong written and verbal communication skills.
  • Ability to build respectful and productive relationships with internal colleagues and external clients; establish and maintain effective working relationships with multiple, diverse stakeholders.

DESIRED QUALIFICATIONS
  • Experience with Oracle EBS system, public sector budgeting, finance, managerial and financial accounting.
  • Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), Certified Public Finance Officer (CPFO) or other equivalent professional designation.
  • Bachelor’s degree in Accounting, Finance, Business or related field.

TEMPORARY TELECOMMUTING REQUIREMENT
 The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021.
