NATURE OF WORK

This classification involves providing leadership and strategic direction to ensure goals of the Information Technology (IT) Department are aligned with IT best practices and support the overall goals of the City.  An employee in this position manages the technical and administrative tasks in directing the activities of the City’s IT Department; plans, budgets, organizes, directs, and coordinates various activities of IT; oversees the department and supervises assigned staff and equipment. Work is complex and of unusual difficulty and includes responsibility for the City’s networks, cybersecurity, enterprise applications and hardware, disaster recovery/business continuity, database administration, telecommunications, data input, computer operations and production scheduling, computer programming, computer systems analysis, procurement of system hardware, data communications, telephone equipment evaluation/approval and operation, and for developing department staff and resource requirements.  This position also provides leadership and vision for technology initiatives as well as handling related office, administrative, and personnel matters.

ESSENTIAL JOB FUNCTIONS

  • Oversees all technology and IT security operations and projects for the City to ensure 24/7/365 availability and uptime.
  • Leads IT strategic goals and plans.
  • Develops and implements IT, Security, and other related policies, programs, and schedules for the Department’s activities; formulates and establishes rules and processing procedures. 
  • Leads IT operational management; assigns, directs supervises, and reviews work of assigned managerial, professional, technical, supervisory, and administrative personnel; advises personnel in solutions to technical problems.
  • Represents the City to vendors, professional organizations, other governmental agencies, consultants, media, and any other necessary entities.
  • Advises and counsels executive management on developing trends and practices that may impact the City.
  • Collaborates with representatives of other City departments to ascertain the feasibility of the information systems services requested; analyzes equipment capabilities, commitments, and priorities relative to services requested; and advises user departments of feasibility, cost, and time required.
  • Maintains awareness and security awareness of new equipment, procedures, and techniques in information systems management and communication; compares current practices and equipment to available alternatives and makes decisions and recommendations accordingly.
  • Leads IT projects; consults with staff to develop project schedules.
  • Trains and assists staff in providing outstanding customer service and effective solutions to challenges.
  • Recommends budget to accomplish assigned programs and projects; designs bid specifications for purchase of supplies and equipment; participates in the evaluation of bids/proposals and contract negotiations with various vendors; and facilitates the implementation and operation of Geographic Information System (GIS) for the rest of the City.
  • Performs related office and administrative tasks.
  • Makes decisions and recommendations regarding hiring, disciplinary actions, and promotions of assigned employees; reviews performance reports and rates employee performance; counsels employees on work related problems; and exercises authority for department personnel actions consistent with collective bargaining agreements, City personnel rules, and other applicable rules and regulations. 
  • Attends Commission meetings and represents department at other formal meetings as needed. 
  • Performs related work as required.

EDUCATION
 
  • Bachelor’s degree from an accredited college or university in business administration, computer science, or a closely related field.
  • Master’s degree preferred.

EXPERIENCE 

  • Ten (10) years of experience managing an information systems organization. 
  • Demonstrated experience in enterprise project implementations, and cybersecurity incident response planning. 
  • Experience working in a government organization is preferred.
  • Technical certifications and proven coursework in concentrated areas preferred.
  • Must successfully pass a comprehensive CJIS background check.

PHYSICAL REQUIREMENTS
 
Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist under desks and around furniture; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 50 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.  Occasional climbing on ladder or stool to reach or mount equipment.

5% Supplemental Pay:
Senior  Management  employees  shall  receive  a  five  percent  (5%)  supplemental  pay calculated on the employee’s base rate of pay.

City-Paid Medical Benefits:
•    Group Health Insurance: The City pays for 100% of the cost for single coverage for 
full-time  employees  and  66.66%  of  cost  for  Dependent/Family  Coverage.  Upon retirement  and  separation  from  City  employment,  employee  receives  a  monthly stipend of $350 per month, applicable toward retiree health coverage.
•    Life Insurance: $50,000
•    Accidental Death & Dismemberment (AD&D): $50,000
•    Eye Care Reimbursement– $250 every two (2) fiscal years (Employee only)

Retirement:
•    Employee Contribution = 8%

•    Maximum Benefit = 80% of AFC, not to exceed $80,000.

Annual Leave:
Annual leave may be taken as earned. Maximum accumulation each fiscal year is 360 hours. At time of resignation or retirement, employee is paid for all annual leave accrued at their current rate of pay. Annual leave is accrued based on continuous, full-time service with the City, as follows:

Annual Leave Cash Out:
Employee can opt to receive a non-pensionable cash payment twice per year for up to forty (40) hours of annual leave, provided accrued annual leave bank does not fall below eighty (80) hours.

Annual/Sick Leave Cash Out:
Option of receiving cash payment for Annual Leave hours in excess of 360 Cap up to 250 Annual Leave Hours Max + (and/or) up to the equivalent number of hours of eligible/earned Sick Leave Conversion valued at 100% per hour. Conversions are subject to the following: A minimum of 96 unused sick leave hours accrued prior to hours being converted, total eligible sick leave hours to be converted shall be reduced hour-for-hour by any sick leave hours utilized during the eligible benefit period, and conversion subject to annual leave accrual cap.

Floating Holidays:
Upon completion of (26) weeks of full-time employment with the City, employee shall be entitled to utilize up to five (5) floating holidays per fiscal year. Floating holidays shall not carry over to the next fiscal year.


Perfect Attendance:
For every six (6) months period (April 1 - September 30) and (October 1 - March 31) in which,  no sick  or unpaid  leave  is  utilized,  an  employee  shall receive  ten  (10) hours of annual leave credited. Employees who qualify for a consecutive Perfect Attendance benefit shall receive fourteen (14) hours of annual leave credited for each applicable consecutive earning period.

Sick Leave:
Each employee earns (96) hours (12 days) of sick leave annually with no waiting period for  use and  a  maximum  of  1,440  hours.  Upon  separation  of  City  employment  due  to resignation, employee shall receive payment of all accrued sick leave at a rate of twenty- five  percent  (25%) of  the  employee’s  current  rate  of  pay  at  time  of  resignation.  Upon separation  of employment  due  to  retirement,  employee  shall  receive  payment  of  all accrued sick leave at a rate of fifty percent (50%) of the employee’s current rate of pay at the time of retirement.

Bereavement:
Qualifying City-paid Bereavement Leave as follows:
•   In State = Up to 3 Days
•   Out of State = Up to 5 Days

Auto Allowance:
$2,400 Annually

Tuition Reimbursement:
After two (2) years of full time employment
•   100% reimbursement for a grade of A or B
•   50% reimbursement for a grade of C
•   $500 books/lab reimbursement per semester
