Summary

Public Health | Seattle & King County is seeking an equity-driven leader to serve as the Program Director for Regional Gun Violence (Regional Health Administrator).  

This vacancy will be open until filled, with the first review of applicants to take place on September 29, 2022.

The Program Director for Regional Gun Violence (RGV) leads the department’s efforts to bring a public health and anti-racist approach to gun violence intervention, prevention, and restoration. The program’s approach addresses factors that contribute to and protect from gun violence. The Program Director supports the regional approach to eliminating gun violence including the Regional Peacekeepers Collective and other related community-driven strategies. With the launch of these strategies in 2021, the Program Director and RGV Team work closely with community organizations, local governments, national partners, and other allies to evolve and sustain these efforts. Using data to inform and a Public Health approach, the Program Director also coordinates with related efforts in the County to ensure the department’s gun violence strategies align with King County's broader efforts to support youth to be healthy, happy, safe, and thriving, building stronger communities and addresses racial inequities in gun violence.  
 
Background:

In response to the public health emergency of gun violence, King County supported a Public Health approach and placed this work within PHSKC. The success of this position is predicated on the understanding that the best outcomes will result from true inclusion and leadership of the communities most negatively impacted by gun violence, with strong partnerships with system allies, and through transparency and accountability.  This position assures that the experiences and expertise of families, youth, and employees are incorporated and guide all stages of the Regional Gun Violence Program – please look at our site for more information.  These efforts navigate within a complex environment where implementation of many strategies involves organizations that are independent of King County government, such as school districts, state agencies, and municipal police agencies.

The RGV Team worked with a coalition of community organizations and local and national partners to design and pilot a strategy for Intervention, Prevention, and Restoration services.  Called the Regional Peacekeepers Collective, the model launched in June 2021 and continues to evolve to support efforts to scale up implementation and evaluation.   One year later, the Regional Peacekeepers Collective was selected by President Biden’s Administration as part of their Community Violence Intervention Collaborative (CVIC) Initiative – a cohort of 17 jurisdictions committed to elevating national best practices and identify federal and local funding to scale and strengthen their CVI infrastructure.

This position is supported and is housed within CDIP (Chronic Injury and Disease Prevention) and APDE (Assessment, Policy Development and Evaluation) division and is supported by the Public Health department and Executive office.

Work Schedule: 

This position works Monday - Friday; 8:00 a.m. to 5:00 p.m.

The work associated with this position will be performed predominantly by teleworking; complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

The Program Director guides the vision of the work of the Regional Gun Violence Program at our health department. This includes assuring alignment with County and Department’s priorities while also addressing community needs.
 
Community, Communication, & Relationship-building
 

  • Build effective working relationships across a diverse array of community partners, internal stakeholders and programs, and system allies to create support for and participation in developing and implementing community-driven strategies and related opportunities that are data informed and evaluated.
  • Communicate effectively with inclusive groups of community stakeholders, including those with lived experiences.
  • Represent the division, Public Health department, and King County in internal and external forums and to the public. Resolve politically sensitive issues in consultation with the division, department and County leaders, elected officials, and other leaders.
  • Provide briefings and reports to the division, department, and County leaders, elected officials, and other leaders.
  • Develop, with the support of the communications team, multiple channels for engaging diverse communities and transparently reporting on progress.
  • Participate in national learning communities to share King County's experience, learn from other communities and jurisdictions, and stay current with relevant research and trends.
 
Planning & Program development
 
  • Lead, collaborate and participate in policy development at the local, state and federal levels in coordination with PHSKC and King County policy leaders. Ensure that policies and procedures are consistent the County’s Equity and Social Justice plans and values.
  • Establish consistent and intentional practices for involving youth, families, and employees at all stages of developing, implementing, and evaluating strategies.
  • Ensure alignment of efforts with related divisions, departments, and County initiatives.

Budget & Fiscal accountability

  • Budget and fiscal accountability (work with the division director, and others to develop budget recommendations, monitoring finances, assuring highest quality financial management and decisions.)
  • Lead and participate in grant seeking and revenues enhancement to sustain programs and drive budget development efforts for the program.
  • Ability to work with and be accountable to local, state, federal government, and elected officials.
  • Ensure efforts are consistent with County policy and that the County's resources are deployed appropriately and efficiently to maximize outcomes.

Oversight & Supervision
 
  • Supervise staff assigned to coordinate and/or implement strategies identified with community partners and stakeholders and align with the Racism as a Public Health Crisis approach. Convene and support teams that oversee and enact implementation of identified strategies through following results-oriented, equity focused, collaborative, and transparent approaches.
  • Responsible for administrative operations (manage programs efficiently in an environment of shifting priorities with time and budget constraints, and multiple stakeholders and troubleshooting operational issues.)

Experience, Qualifications, Knowledge, Skills

  • Deep knowledge and experience of gun violence and strategies to address violence
  • Knowledge of equity and social justice principles and practices, and extensive experience with the effects of place-, race- and policy and systems-based inequities on marginalized communities and populations.
  • Five years or more experience in public health, community development, prevention research, or closely related gun violence field.
  • Knowledge of strategic planning techniques and principles, policy development and communication strategies (including systematic use of data, evidence, and emerging/promising practices).
  • Ability to develop trusting relationships with community partners with lived experiences.
  • Ability to work with individuals from diverse backgrounds and build agreement among a diverse group of individuals with varying opinions.
  • Experience convening diverse partners to gain commitments from partners, and operationalize those commitments, including implementing services and meeting outcomes.
  • Skill in advancing an ambitious strategic agenda from vision to implementation.
  • Ability to work in a complex matrix management and reporting structures with appreciation for the importance of chain of command concepts.
  • High level of people and process management skills including handling of sensitive situations and mediation/arbitration between competing interests. 
  • Demonstrated ability and experience to guide and manage teams within complex, diverse, and rapidly changing environments.
  • Demonstrated experience with federal grants including proposal development to contract monitoring.
  • Strong oral and written communication skills, including presentation and facilitation.
  • Experience and skill in using industry standard office automation tools (e.g., Microsoft Office) for communicating with internal teams and partners, managing records and information, and preparing reports and briefings.

  • Knowledge of public health principles and the determinants of population health and application within a local health department.
