RESPONSIBILITIES
As a Budget Analyst at the NSA, you will be instrumental in building and managing resources for multiple years and producing financial reports. Budget Analysts cover a variety of responsibilities that include, but are not limited to: - Planning, programming, budgeting and execution process, the congressional budgetary processes, and DoD/IC - specific budget practices - Analyzing financial, performance, and requirements data for business decision making - Using financial principles to identify trends in data - Justifying the resources (manpower and funding) to support the strategic plans of the President, DoD, Intelligence Community, and the NSA - Advising NSA/CSS elements in the preparation, negotiation, coordination, approval, and termination of all reimbursable support agreements. - Managing all aspects of Cyber tenant requirements and reimbursement activities to ensure proper execution of funds within appropriate timeframe as indicated on incoming funding orders - Managing civilian and military manpower resources to reflect current and future requirements Individuals selected for this position are required to obtain DoD Financial Management (DoDFM) - Level II certification within 24 months. ***NOTE: This position requires an uploaded college transcript upon application. Without an uploaded transcript to validate the requirement for 24 semester hours in accounting, business finance, law, contracts, purchasing, economics, industrial marketing, marketing, quantitative methods, and/or organizational management, the application will not move forward.***
SKILLS
The ideal candidate is someone with a desire for continual learning; who possesses strong communication (both oral and written), problem-solving, and interpersonal skills along with a strong eye for detail; and who is adaptable. Knowledge and experience in the following areas is desired but not required: - Managing complex projects - Communicating complex concepts and ideas - Familiarity with DoD-wide processes (e.g., military manpower) - Data analysis - Data management - Budgeting and forecasting - Writing and justifying Federal budgets - Microsoft Office Suite of tools - PeopleSoft The following certifications are preferred but not required: - DoD Financial Management (DoDFM) - Certified Defense Financial Manager (CDFM)
PAY BENEFITS & WORK SCHEDULE
Salary offers are based on candidates' education and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Salary ranges vary by work level. Salary Range: $50,643 - $116,788 (Entry/Developmental, Full Performance) On-the job training, internal NSA courses, and external training will be made available based on the need and experience of the selectee. Work Schedule: Monday - Friday, with basic 8hr/day work requirements between 0600 and 1800 (flexible).
POSITION SUMMARY
Budget Analysts at NSA provide sound and accountable financial management, information, and decision-making support to enable NSA to be fully responsive to external oversight requirements as well as providing support and guidance internally. They ensure optimization of Agency resources through corporate oversight of all funds and manpower associated with NSA, direction of NSA's budget and program build process and execution process, and corporate oversight for all reimbursable Support Agreements executed by NSA.
