Summary

Public Health – Seattle & King County is currently recruiting a Project/Program Manager (PPM) II, Career Service Position. This Career Service position will support the Communicable Disease Epidemiology and Immunization (CD-Imms) Section. The scope of work for the PPM II will include coordinating and facilitating meetings, managing and distributing case reports, providing technical assistance to investigation teams, supporting and assisting with case investigations, assisting in the development of team communications, and maintaining program documents and protocols for general communicable disease as well as COVID-19. This position will report to a Project Program Manager III with oversight for General Investigations.

Job Duties

  • Coordinate and facilitate meetings for internal and external partners
  • Respond to program or project inquiries
  • Coordinate and assist with developing communication materials and performing outreach to internal and external partners
  • Triage and distribute incoming communicable disease case reports to investigators
  • Coordinate activities assigned in collaboration with internal programs and work groups
  • Coordinate with the Analytics and Informatics team to help guide data collection and analysis
  • Assist with monitoring the quality of the notifiable condition surveillance data to ensure completeness and quality of data
  • Oversee and assist with coordination of specimen collection and communication of results with laboratories and healthcare providers 
  • Support and coordinate complex case and outbreak investigations under the direction of a PPMIII 
  • Provide technical assistance to investigation team 
  • Schedule and organize training sessions with investigation staff
  • Monitor and report on project or program progress
  • Support coordination, review, and updates of websites and online communications in Microsoft Teams/SharePoint and other relevant platforms
  • Develop, communicate, organize, and maintain program documents, tools and resources (including workflows, talking points, protocols, toolkits, policies) relevant to the team’s work.
  • Participate in Section's response during outbreaks and emergencies; assist with after-hours activities as assigned and approved by the supervisor

Experience, Qualifications, Knowledge, Skills

  • Knowledge of communicable disease epidemiology, disease surveillance, investigation methods and outbreak response activities 
  • Knowledge of infectious disease management and control methods
  • Demonstrated skills organizing and facilitating meetings
  • Ability to work well on a team, including contributing to a supportive team environment
  • Ability to take initiative and effectively manage time while working on multiple tasks with minimal oversight
  • Ability to work well under pressure with multiple competing priorities and deadlines.
  • Experience with program/project management 
  • Experience talking on the phone with healthcare providers and laboratories 
  • Direct and recent experience with interviewing by phone or in person 
  • Strong organization skills and attention to detail
  • Experience with data collection, entry, and assuring data quality
  • Demonstrated ability to carry out assignments and responsibilities reliably in a thorough, accurate, and timely manner. 
  • Demonstrated excellent communication skills that are culturally appropriate, respectful and non-judgmental.
  • Demonstrated ability to clearly and effectively communicate orally and in writing with supervisor, co-workers, healthcare providers, and the general public.
  • Must display good judgement and comfort in making independent decisions, while understanding limitations and elevating as needed in the absence of information
  • Demonstrated ability to always maintain confidentiality of protected health information
  • Ability to provide consultation and technical assistance to internal and external partners
  • Public Health relies on office automation (MS Office 365), other web-enabled tools, and multiple large databases. Candidates must be proficient and comfortable with computer use to perform essential functions of the position.
Desired Qualifications:
  • 1+ years of experience in public health OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work
  • Experience working in a local or state public health setting
  • Demonstrated leadership skills
  • Experience in interpreting and adapting public health guidance to various settings and audiences
  • Experience developing written protocols and procedures
  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy, systems and environment-based inequities on marginalized communities and populations
  • Understanding of?basic laboratory and medical terminology
  • Demonstrated ability to learn and comprehend new and complex bodies of knowledge efficiently
  • Experience working with Microsoft Teams and SharePoint, working with surveillance databases, entering data into REDCap

Work Schedule:
The individual selected for this position will have a work schedule typically between the hours 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA Non-Exempt and eligible for overtime. This position may participate in after hours (evening, night, weekend, and holiday) on-call coverage in the future (approximately 6 to 8 weeks per year).
  
Work Location: 
The home base for this position is Chinook Building located in Downtown Seattle, Chinook Building, 401 5th Ave., Suite 1300, Seattle. This position will predominantly telecommute.   
Telecommuting:
The work associated with this position will be performed predominantly through teleworking with reporting to office location and to meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
