Job Summary
The Senior Export Control Analyst provides management and operational oversight for the Old Dominion University export control compliance program. The person in this position will coordinate with the Director of Secure Research and Regulated Activities to develop, test, maintain, and update policies and procedures for ensuring compliance, tracking, and monitoring of exports and sanctions under several extremely complex government regulations, including but not limited to: International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Foreign Assets Control Regulations (FACR), Nuclear Regulatory Commission (NRC), Department of Defense (DoD) and Department of Energy (DoE) export and security regulations. Duties include, but are not limited to, overseeing and coordinating export and sanctions compliance activities and scheduling, conducting, and documenting training and screening of faculty/staff/students and other personnel. When authorized, this person serves as an Empowered Official of the university. The Senior Export Control Analyst uses independent judgment and discretion in the preparation of export licenses and other government authorizations, as well as commodity jurisdiction and classification requests and determinations and other required government authorizations.

Minimum Qualifications
  • Master’s degree in STEM fields, business, law, or other related fields of study; or a bachelor’s degree in stated fields with work experience equivalent to a master’s degree.
  • Considerable knowledge of US export control requirements, policies, and federal regulations.
  • Considerable knowledge of EAR and ITAR.
  • Strong skills in organizing and setting priorities and accomplishing tasks in time-sensitive situations.
  • Excellent verbal and written communication skills.
  • Must be eligible to access and evaluate ITAR and EAR export-controlled information and information that is restricted from disclosure to non-US citizens.
  • Considerable experience in export control, international trade, or related area of research compliance.
Preferred Qualifications
  • Considerable experience with university export controls.
  • Considerable experience drafting and submitting licensing applications to the U.S. Department of Commerce and/or Department of State.
  • Relevant formal training in export controls.

  • The finalist candidate will be required to undergo a fingerprint-based criminal history check.
