Summary

Note:  This position is a Special Duty Assignment for internal King County Employees only.

This position will be responsible for managing the Technology and Small and Attractive Assets Unit in the Finance and Administration Section. This includes providing management, guidance and expert advice for aligning business requirements and needs with developing, acquiring and implementing technology solutions for WTD. In this role, the position will be WTD's designated intermediary with the Business Resource Center (BRC), King County Information Technology (KCIT) and Office of Performance, Strategy and Budget (PSB) in all County processes required for designing, developing and implementing technology projects.  Additionally, this position will oversee the operational functions such as fleet management and procurement card management. This position will lead, direct and provide supervision to assigned staff. Supervisory duties include and is not limited to conducting performance appraisals, job development and delegating work assignments to execute the functions required for WTD's IT portfolio management program. This position will report to the Finance and Administration Section Manager.

Job Duties

Core Work Duties: 
 

  • Serve on the Finance and Administration Section Leadership Team. Provide strategic direction and manage the Technology and Small and Attractive Assets Unit.
  • Work with project stakeholders and sponsor to identify goals, objectives, and project approach
  • Develop and maintain division's Information Technology Strategic Plan as part of the Strategic Asset Management Plan (SAMP).
  • Identify and assess technology projects and system requirements; provide supervision, strategic advice and participate in development of strategic direction. Serve as the division’s technology liaison with the BRC, KCIT and PSB. 
  • Manage financial systems, processes, databases and monitoring and reporting systems. Ensures business continuity and minimize disruptions during system implementations.
  • Develop and manage WTD's IT governance committee for its technology projects.
  • Participate in negotiating and developing technology contracts with project managers.
  • Identify and assess technology policy and procedural issues and make recommendations to management on recommended courses of action.
  • Compile project documents and maintain auditable project files for reporting to the Office of Performance, Strategy and Budget and external auditors.
  • Lead and coordinate change management efforts related to project implementation.
  • Develop complex budget and financial spreadsheets for management information and reporting purposes.  Ensure standardization, consistency and uniformity in the gathering, processing and reporting of financial information.
  • Lead for ad-hoc financial projects and participate in the design and implementation of such projects.
Working Conditions: 
Your work can be done virtually with occasional site visits within King County. This is a full-time, 40-hour work week, Monday through Friday position. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. This position may be required to work after hours and weekends virtually depending on the workload. 

UNION MEMBERSHIP: This position is represented by Teamsters Local 117.  NOTE: Salary reflects $2.00 per hour contribution to the Western Conference of Teamsters Pension Trust Fund.

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications: 

  • Bachelor's degree in finance, public administration, accounting, or related field with specific course work in budgeting and financial analysis; OR equivalent combination of education and experience.
  • A minimum of five years of increasingly responsible work experience that demonstrates knowledge of financial analysis, knowledge of budgeting, accounting and financial systems, and knowledge of general laws and administrative policies governing public financial practices and procedures.
  • A minimum of three years supervisory or lead experience in a financial function.
  • Demonstrated knowledge of analytical, management, and financial information systems.
  • Ability to understand political decisions.
  • Demonstrated organizational skills including effective time management, project management and planning skills.
  • Experience managing, programming, billing and tracking multiple revenue sources including state and federal grants and reimbursable payments for services.
  • Demonstrated ability to independently research, analyze and interpret complex financial information to resolve issues and make recommendations.
  • Advanced knowledge of financial, managerial and cost accounting and budgeting and in accordance with generally accepted accounting principles (GAAP).
  • Demonstrated ability to communicate effectively orally and in writing.
  • Demonstrated ability to develop and maintain effective working relationships with a diverse group of people, both within and outside of the organization, such as sewer agencies, central finance, budget and council staff, and internal and external auditors.
  • Demonstrated ability in presenting complex analytical and audit results and budget presentations, using spreadsheets or other quantitative presentations, to a wide variety of audiences.
  • Possess a strong customer service focus.
Preferred Qualifications:  
  • Substantial experience in information technology project management.
  • Experience in the preparation of financial rate and budget requests for a public utility.
  • Masters of Public Administration, Accounting, Business Administration or Finance. Professional certification: CPA, CMA, CPFO, CGFM.
  • Experience with Oracle Ebusiness Suite, PeopleSoft, Hyperion, or other comparable financial systems.
  • Demonstrated experience working with Lean principles.
  • Substantial experience in public sector budgeting, accounting, administration and finance.
  • Knowledge of King County financial and budget processes.
