Summary

There is an urgent need to expand mobile testing and vaccination capacity across King County.  Mobile testing and vaccination are an integral part of Public Health’s COVID-19 response. The Mobile Testing and Vaccination (MTV) Team is responsible for providing COVID-19 testing, COVID-19 vaccinations, Hepatitis, and Flu vaccinations for people who experience homelessness and are not able to access testing or vaccine at a hospital, clinic, or other site. This includes residents of supportive housing programs, behavioral health residential programs, emergency shelters, tiny house villages, low-income housing and tent cities.
The Mobile Testing and Vaccination Public Health Nurse will oversee COVID-19 mobile testing and vaccination events to reach high-risk individuals who cannot leave their homes or facilities or face other barriers to making appointments and presenting at a clinic or high-volume sites. This position is based in the Chinook Building in Downtown Seattle; however, the majority of the time will be spent in mobile testing and vaccination events in settings such as homeless service sites, day centers, and shelters throughout King County. This is a term limited temporary (TLT) or Special Duty position.  This position will report to the Mobile Testing and Vaccination Personal Health Services Supervisor in the Community Health Services Division of Public Health.
 
Proper personal protective equipment (PPE) outlined by the CDC will be provided - including mask, gloves, and appropriate social distancing.

Job Duties

  • Lead COVID-19 mobile testing and vaccination events with a focus on testing/vaccinating individuals experiencing homelessness and older adult populations.
  • Provide programmatic input for the mobile testing and vaccine strategy, including the implementation of processes and protocols.
  • Participate in the COVID-19 response, as assigned and approved by the supervisor. 
  • Lead mobile COVID-19 testing and vaccination clinics with a focus on providing services to vulnerable populations.
  • Lead mobile clinic operations staffed by Public Health staff and/or other volunteers.
  • Travel to mobile clinics, transport supplies, and set-up/break-down equipment.
  • Ensure appropriate storage and handling of vaccines and testing specimens.
  • Ensuring adequate documentation of information for testing and vaccine administration. 
  • Provide situational health education and referrals/linkages to medical/specialty care.
  • Develop and maintain working relationships with internal and external partners such as service providers. 
  • Participate in standardized evaluations of on-site clinic operations and overall testing and vaccine strategy to identify areas for improvement. 
  • Provide programmatic input and technical assistance for mobile clinic strategy
  • Engage with organizations as needed to encourage testing and vaccination.
  • Ensure equity concerns are addressed to minimize barriers to service accessibility. 
  • Develop, update and maintain COVID-19 mobile testing and vaccination policies, procedures, and other documentation. 
  • Refine the operating guide and staffing model tailored to different populations and settings.
  • Participate in Section's response during disease outbreaks 
  • Participate in outbreak response activities as assigned

Experience, Qualifications, Knowledge, Skills

Requirements:

  • Washington State Registered Nurse License in good standing.
  • Bachelor of Science in Nursing (BSN) from an accredited school of nursing or equivalent.
  • Proof of Current BLS CPR Certification for Healthcare Providers (Please attach if current.)
  • Washington State Driver's License or ability to travel within the designated territory.
 

 Desired:
  • Bilingual and/or bicultural
  • Understanding of and familiarity with homeless services and affordable housing in King County
  • Training in or knowledge of harm reduction, motivational interviewing, trauma informed care, and street-based outreach.
  • Two years clinical experience (inpatient or outpatient).
  • Master's degree in public health or related field.

Work Schedule:  The individual selected for this position will have a work schedule typically between the hours 9:00 a.m. to 5:30 p.m. Monday through Friday with an occasional late night shift 1-2 times per month to service later events. This position is overtime eligible and may work outside of the typical schedule to meet operational needs.
 
Work Location: The home base for this position is Chinook building but will deploy to other parts of the County to support operational needs.
 
Telecommuting 
The work associated with this position may be performed through teleworking with reporting to an office location and to meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
