Summary

We are seeking two skilled, enthusiastic, and dedicated Project Program Managers (PPM II): one PPM II (career service) for the Duwamish Fun to Catch, Toxic to Eat Program and one PPM II (Term Limited Temporary /Short Term Temporary /Special Duty Assignment) for the EHS COVID-19 Recovery Program. For the Duwamish Fun to Catch, Toxic to Eat Program, Environmental Health Services (EHS) established and leads this community-based program on behalf of the EPA with the goal of promoting culturally appropriate healthy actions that protect the health and wellbeing of fishing communities, especially pregnant women, nursing moms and young children, from the contaminated seafood in the Lower Duwamish Waterway Superfund Site throughout the cleanup process. The Fun to Catch, Toxic to Eat Program is a nationally recognized as a model for developing community-based leaders to address complex environmental exposures.

Additionally, EHS launched the COVID-19 Recovery Program to provide technical consultations and educational site visits to help small businesses, schools, childcares, and faith organizations improve their indoor air quality and ventilation. Guided by equity to assist those most in need or at highest risk, this recovery effort will continue into 2022. This program has a multifaceted team working closely with community-based organizations, technical assistance field staff, logistics and warehouse team, communications staff, and other partners.
 
The incumbent will serve as part of a team to assist with the planning, implementing, and monitoring of program activities, with the primary role of assisting the program lead. Primary responsibilities to include such work as: assisting with the creation and implementation of capacity building activities and trainings for community partners; assist with coordination of technical assistance and quality assurance as a Public Health representative during outreach activities and engagements that are led by community partners; and, assist with gathering community input to further guide program work plan and strategy development. The successful candidate will have a passion for environmental justice, program management, equitable community partnerships and work agreements and creating heathier lives for all people in King County.

Job Duties

Project management, implementation, and monitoring: 

  • Coordinate the logistics for key program activities, such as educational materials development, community outreach events, webinars, request for proposals processes, pilot-testing health promotion tools and strategies, material translations, contract monitoring of community partners and other consultants and vendors, and evaluation activities.
  • Support community-led engagement activities, especially coordination efforts and logistics for meetings and events.
  • Provide project management support for data gathering and evaluation processes of community-led activities, including support for internal partners and external contractors.
  • Provide program evaluation support, including survey administration, focus group facilitation, and coordination with CBO contractors.
  • Provide support and technical assistance to contracted community-based organizations to develop, implement, and monitor scopes of work and deliverables.  
  • Provide project administrative support, including tracking program expenditures and processing invoices.
  • Draft program progress reports and annual factsheets. Coordinate the review and comment process for these program reports, factsheets and/or new materials and other resources.
  • Support the tracking and monitoring of community partner outreach activities (including outcomes and community feedback) to ensure alignment with program scopes of work and goals.
  • Support in preparing program reports, including capturing input from across the different program teams.
  • Support in capturing program outputs and metrics in our program databases (Excel, JotForm, MS Teams).
  • Coordinates the logistics for trainings of community partners as needed to increase relevant knowledge and skills and to support the self-empowerment process of community health advocates.
  • Work with Division administrative and finance teams to ensure timely payment of contractors.
 
Community Engagement Activity Support:
  • Assist with the logistics to successfully implement program activities (e.g., education, community outreach, group process, and public involvement) that protect the health and wellbeing of fishing communities.
  • Assist in the maintenance of internal and external relationships and collaborations that inform work products and processes.
  • Provide support to multiple community partners and teams of community health advocates.
  • Assist with the successful contract development and training of new groups and community-based organizations
  • Perform other duties as assigned.
 

Experience, Qualifications, Knowledge, Skills

  • Demonstrated at least 3 years’ experience in managing project activities, including project planning and monitoring of timelines and budgets.
  • Demonstrated at least 3 years’ experience in community based participatory planning methods.
  • Knowledge of program evaluation.
  • Excellent oral and written communication and presentation skills.
  • Demonstrated at least 3 years’ experience implementing policies and practices that deconstruct institutional racism.
  • Knowledge in applying innovative and culturally relevant education and outreach strategies.
  • Demonstrated at least 3 years’ experience building trusting relationships with community groups.
  • Demonstrated at least 3 years’ experience assisting with multidisciplinary collaborative efforts with communities, agencies, or advocacy groups to address public health issues.
 
DESIRED QUALIFICATIONS: 
 
  • Bachelor's degree in Environmental Science, Public Health, Social Work or relevant fields and/or a combination of work experience, volunteer experience and education.
  • Bilingual or bicultural in one of the priority ethnic/language fishing groups in the Lower Duwamish River communities (e.g., Spanish, Khmer, Vietnamese, Lao)

Work schedule
This position is non-exempt from the provisions of the Fair Labor Standards Act and is  overtime eligible. and flexibility is required to routinely attend community events/meetings on many evenings and weekends. Use of a King County vehicle will be provided when appropriate.

Work Location: 

The home base for this position is Chinook Building located in Downtown Seattle, Chinook Building, 401 5th Ave., Suite 1100, Seattle.  The PPM II for the HCPP Duwamish Program will have a significant amount of time will be spent in community with a focus on communities that fish and consume seafood from the Lower Duwamish Waterway. The PPM II for the EHS COVID-19 Recovery Program will spend some amount of time at COVID-19 supply distribution community events.
 

Telecommuting
The work associated with this position will be performed through teleworking with reporting to office location, and in person meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
