Summary

King County Parks is seeking a Fiscal Specialist IV Term - limited Temporary (TLT) or Special Duty Assignment (SDA) to join the Parks Finance Team!

Duration: This Term-Limited-Temporary (TLT)/Special Duty Assignment (SDA) position is anticipated to last up one year, with potential of extension up to two additional years.

  • TLT: Open to the public and all King County employees 
  • SDA: Open to current King County career service or appointed employees who have passed their initial probationary period.
Telecommuting Requirement: The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities.
 
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
 

Job Duties

Core Duties:

  • Organize, oversee, establish, track, code and maintain data sources such as contracts, budgets, legal documents, and other financial, accounting, and fiscal records. 
  • Develop, review, process, and maintain records for accounts payables.
  • Perform daily accounting and financial transactions using enterprise resource programs, Oracle Business Intelligence and PeopleSoft.
  • Determine accounting inconsistencies and errors; prepare corrections and verify accuracy of accounting reconciliations. 
  • Interpret and communicate established policies, procedures, codes, regulations, and other relevant information to all internal and external stakeholders while handling sensitive and confidential information in a professional manner.
  • Provide contract administration support and write, edit, and amend contracts and bid specifications.
Working Conditions:
Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
 
Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.

This position is represented by International Brotherhood of Teamsters -- Professional & Technical and Administrative Employees, Local 117.

Experience, Qualifications, Knowledge, Skills

Required Qualifications:

  • Manage, prioritize, and organize a high volume of assignments and competing tasks with a strong attention to detail.
  • Ability to carry out assignments independently or work in a team environment.
  • Professional experience processing, reviewing and/or monitoring accounts payable, and working with automated accounting systems.
  • Experience using enterprise resource programs and MS Office including higher level skill in MS Excel to perform daily accounting and financial transactions.
  • Knowledge of rules, regulations, codes, laws, policies, procedures, and ordinances as they apply to financial systems.
  • Demonstrated skills in providing front line customer service in accounts payable or related accounting field, acting with customers in mind and using discretion, patience, etiquette, and professionalism.
 Preferred Qualifications:
  • Knowledge of accounting and financial operations in a governmental or complex environment. 
  • Experience providing financial support for grants management. 
  • Experience with entering purchase requisitions and reconciling purchase orders that supports procurements.
  • A degree in Accounting, Finance, or related field; or a combination of education, training, and experience sufficient to perform the duties of the position required.
