This position will support King County's ongoing efforts to build a culture of data-informed decision making and evaluation within the framework of King County's efforts to build and preserve affordable housing and ensure housing stability for our residents. The position will support a varied portfolio of projects that may include DCHS’ efforts to ensure accountability to the recommendations of the Regional Affordable Housing Task Force, expand the County’s capacity to analyze local trends in the availability and cost of housing, evaluate the work of jurisdictions within King County to increase access to affordable housing, and measure the performance of King County programs aimed at preventing homelessness.


In partnership with subject matter experts, the incumbent will develop performance measurement strategies, create data tools, conduct research and performance evaluations, construct and refine data sets, develop data visualizations, and translate data into actionable information for stakeholders. The position will participate as a member of the King County housing and homelessness evaluation team under the guidance of the Housing and Homelessness Lead Evaluator, and will work directly with DCHS policy and planning staff to establish data standards and assets, performance metrics, and reporting protocols for regional affordable housing programs and policies.

Who May Apply:  This position is open to all qualified candidates that meet the minimum qualifications. This is a Term Limited Temporary (TLT) position for approximately 12 months.

WORK SCHEDULE/CONDITIONS:  This position is eligible for overtime (nonexempt) with supervisory pre-approval.  The typical work week is Mon through Fri, 8:00 a.m. to 5:00 p.m. This position is represented by PROTEC17.

Job Duties

  1. Identify and evaluate the sufficiency of data sources to track progress towards meeting regional affordable housing goals and to facilitate ongoing analysis of local housing affordability and stability trends
  2. Assist with the development of databases and data collection tools for tracking data on affordable housing development in King County’s pipeline, evictions, local jurisdictional affordable housing-related policies, the number of proposed and existing subsidized housing units in King County, and other related data elements
  3. Engage with King County and other local stakeholders to identify evaluation and performance measurement needs, develop appropriate metrics, and convey findings to inform decision-making
  4. Participate as a team member in the development and implementation of project evaluation and performance measurement for homelessness prevention projects
  5. Create and maintain data visualizations that highlight meaningful data, including the development of public facing dashboards
  6. Analyze and interpret data using appropriate statistical methods and data manipulation tools
  7. Prepare and present reports and briefings that summarize results and interpretations of findings
  8. Participate in negotiation of data sharing agreements with partners
  9. Work with contract monitors, implementing agencies, and planning teams in evaluation and program performance measurement design, development of data collection instruments, and analytic approach as necessary to ensure high quality data collection and best practice evaluation projects
  10. Respond to other data requests as assigned

Experience, Qualifications, Knowledge, Skills

  • A bachelor’s degree in the area of social sciences or public policy with upper level course work in performance measurement, research methods and statistics and/or equivalent education and experience.
  • At least 2 years of experience working directly with housing (e.g. affordable housing, land use, real estate) or related social, health or human services projects in designing and implementing real world performance measurement processes that incorporate applied performance measurement, data driven decision-making and/or developmental evaluation concepts in service delivery settings
  • Experience working with data visualization software such as Tableau or Power BI.
  • Experience with SQL for querying large administrative databases or willingness to learn.
  • Understanding of social, racial, and economic context of location. Ability to apply a race equity lens to data issues ranging from matching methods to results interpretation.
  • Strong oral and written communication skills including experience making formal presentations to diverse audiences, strong problem solving and interpersonal skills; ability to work independently and as part of a team.
  • Ability to work with internal teams and workgroups in a positive, proactive problem-solving style.
  • Ability to be self-directed, independent and demonstrate initiative in data development and analysis, perform synthesis under deadlines, work on a number of tasks simultaneously, and organize and prioritize work quickly in response to changing needs.
Desirable Qualifications
  • Experience working with data sources relating to housing affordability, publicly-funded affordable housing, evictions, homelessness, land use, and other related topics.
  • Experience working with GIS or other geospatial analysis software.
  • Significant knowledge of social and human service business process and use of database and performance management tools within a service environment.
  • Understanding of Results Based Accountability and Developmental Evaluation concepts.
  • Experience in working with emerging info graphics and business intelligence software.
