Summary:

Performs duties of a Division Manager and Code Enforcement Officer supporting the Community Development Department’s Code Enforcement Division, reporting to the Director of the Community Development Department. The purpose of this position is the overall management of the Code Enforcement Division, which includes Code Enforcement Officers and a Code Enforcement Clerk. This is a highly responsible technical and supervisory position in the investigation and enforcement of a wide range of laws, regulations, and ordinances governing land use, building, zoning, signs, and related issues. Work includes a combination of supervisory and field responsibilities during both typical business hours and atypical business hours; this position may routinely include evening and weekend shift work. The Code Enforcement Manager will supervise and evaluate subordinate Code Enforcement Staff and assists in the investigation of complaints and enforcement of the City’s laws, regulations, and ordinances.

• Contributes to the development and accomplishment of the Home Team quality measures. 

• Assists in the implementation of department and division goals, objectives, and quality improvement initiatives. 

• Manages Staff, prepares daily work schedule/routing, and assigns specific duties. 

• Serves as the Community Development Department’s Staff representative for the Harbor Board; performs marine permitting and inspection; reviews applications regarding marine construction for code compliance; site inspections; prepares Staff Reports and packets for the Harbor Board Meetings; attends Harbor Board Meetings; attends City Council Meetings, as directed; serves as the City’s liaison with state and federal agencies for permitting and plan review of marine projects. 

• Assists with the review and regulation of the City’s Livery Vessel Permitting Program. 

• Assists with the review and regulation of Beach Vendor Permits, as well as other water related permits. 

• Ensures Code Enforcement Officers balance pro-active and reactive code enforcement. 

• Produces weekly, monthly, quarterly, and annual Code Enforcement Activity Reports. 

• Creates and administers policies and procedures for the Code Enforcement Division, as directed by the Community Development Director. 

• Trains Code Enforcement Staff in all areas of code enforcement; cross-trains all Code Enforcement Officers in all functions of the division. 

• Supervises and evaluates Code Enforcement Officers in the performance of their duties; issues discipline actions and takes other corrective measures as necessary. 

• Serves as a backup for Code Enforcement Officers. 

• Prepares and presents the annual budget for the Division. 

• Serves as Staff Representative for the Code Enforcement Board/Special Magistrate and reviews all code compliance case files for presentation to the Code Enforcement                      Board/Special Magistrate. 

• Responds to complaints from citizens and initiates follow-up actions and, if needed, represents the City in legal proceedings. 

• Composes legal notices to be used in Code Enforcement Investigations. 

• Assists with the preparation and interpretation of the City’s laws, regulations, and ordinances; assists in updating the City’s codes. 

• Tracks and reports status of violations and liens placed on properties; ensures Code Enforcement Staff is utilizing the division’s software effectively. 

• Returns promptly from hurricane evacuations for immediate reviews and inspections. 

• Serves as a public contact for hazardous waste material issues. 

• Performs other related duties as assigned. 

• Assists the Director to develop and manage the annual operating budget of the Code Enforcement Division. 

• Works with the Information Technology Department to manage the maintenance and updating of computer software to meet Code Enforcement's needs. 

• Assists code violators in achieving compliances. Explains codes and permitting procedures, assists in the completion of necessary forms, and refers to other departments as necessary. 

• Ensures proper procedures are followed for inspections, Notice of Violations, re-inspections, and Notice of Hearings. 

Supervisory Responsibilities: Responsibilities include the direct supervision of Code Enforcement Division Staff; interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 

 

Knowledge, Skills and Abilities: 

• Knowledge of departmental policies, procedures, and practices. 

• Knowledge of planning and zoning, construction terminology, and code enforcement is desirable. 

• Skill in the use small office equipment, including copy machines or multi-line telephone systems. 

• Skill in using computers for data entry, data management, and time management. 

• Skill in using computers for word processing and/or accounting purposes. 

• Skill in using highly technical computer applications, such as geographic information system (GIS). 

• Ability to communicate effectively with the public and coworkers. 

Qualifications

Education and Experience:

• Bachelor’s Degree in Political Science, Criminal Justice, or other directly related field of study;

• Five (5) years of work experience in a municipal government setting;

• Minimum of two (2) years of code enforcement supervisory experience required.

Licenses or Certifications: Florida Association of Code Enforcement (FACE) Levels “I”, “II”, “III” certifications desired.

Special Requirements

Valid Florida Drivers License.
