Summary

THIS RECRUITMENT IS RESTRICTED TO CURRENT KING COUNTY EMPLOYEES.  

The Business Resource Center (BRC) in the Department of Executive Services, seeks a strategic operations practitioner with strong people leadership and mentorship skills, financial management and performance management expertise, and organizational improvement experience to serve as Deputy Director for the division.

The BRC manages the County's enterprise IT systems for HR, Benefits and Payroll operations (the PeopleSoft system) and for Finance, Procurement and Treasury operations (the EBS system). These systems are critical to the smooth running of County business and internal operations. In addition, the division also manages the Business Intelligence/Analytics (BI Insights) and reporting systems for these operational systems as well as oversight for the County's budgeting system (PBCS).

This position is a key member of BRC's senior leadership team and will interact with staff across all levels of the Division, County government and business units, including agency executives and elected officials.

We are looking for a creative and innovative professional who has practical application of strategic financial, budgetary, performance management, and continuous improvement methods to improve organizational performance and maturity. This person is interested and committed to building a healthy organization which includes building and maintaining a diverse and inclusive culture and work force,  maturing the Division’s equity competencies and journey and improving internal processes to deliver value to BRC customers. The successful candidate will be able to flex between both the strategic and daily operational demands of the position.

Key Expectations - In order to be considered minimally qualified for this opportunity, you must demonstrate skill and ability to:
  • Provide direction on division financial analysis and management accounting best practices; lead financial planning, budget process and internal service rate setting and modelling; 
  • Lead service rate discussions and negotiations at both senior and executive level; achieve executive level and customer wide approval for both BRC service rate allocation and individual customer share of capital project funding across a diverse range and complexity of business units; 
  • Lead and improve financial management, budgeting and planning activities and processes; 
  • Develop and adjust short-, mid- and long-term strategic planning and financial analysis aligned with Executive priorities and BRC and KCIT technology roadmaps;
  • Manage and supervise the administrative and financial functions of the division; lead division's operational responsibilities and strategic improvements, examples include: employee engagement action planning, future of work, financial and procurement oversight, customer experience, lean maturity progression, records management and IT asset compliance;
  • Shape division organizational systems to meet the County's organizational and operational goals to become the Best Run Government, creating a culture of inclusion and continuous improvement, a focus on improving customer service and experience, delivering value and embracing equity and inclusion;
  • Partner with division Equity and Social Justice (ESJ) change team to mature division wide ESJ competencies, methods and practices; 
  • Lead internal process improvement work across work teams to successful implementation
  • Foster a culture of innovation and sustained change with an ability to lead teams and customers through development and implementation of new services and processes;
  • Lead customer engagement activities to improve communications and value of service delivery; build strong customer relationships and act as point of escalation for issues that may get stalled; 
  • Provide leadership and guidance to team members who get stuck in problem solving; facilitate conflict resolution; 
  • Partner with Deputy Director of FBOD to oversee work prioritization and joint escalation processes; 
  • Participate in labor negotiations;
  • Serve as Division Director in the absence of the Director.

  • Can maneuver through complex policy, process and people dynamics to assess, respond and scale County and department organizational initiatives for a small division;
  • Can drive efficiency and innovation and has a desire to push self and others for successful results; 
  • Is culturally aware and comfortable having complex and challenging discussions about race and diversity in the workplace. Is sensitive to managing differences and building bridges;
  • Is committed to building and maintaining a diverse workforce by fostering a culture that encourages employee development, coaching and team building. Be a champion for these efforts and model behavior in daily interactions with staff and customers.
