Typical Duties

DUTY SAMPLE
Serve as assistant department head and assist in planning, directing, and managing the program and administrative functions of the department; provide overall administrative and programmatic direction in the absence of the Director; develop and implement goals, objectives, policies and priorities to maximize the efficiency and effectiveness of departmental operations; implement improvements, determine and recommend plans for establishing new service programs or major changes in methods or levels of service delivery; interpret federal and state program goals and procedures to ensure compliance; monitor and evaluate program funding opportunities, oversee preparation of grant proposals and oversee their implementation and administration; attend and conduct a variety of public meetings representing the department, explaining its goals, objectives and philosophy; serve as department liaison with the California Department of Child Support Services, governmental agencies and various interest groups; conduct staff meetings; review correspondence, reports, and other materials; develop and implement case work and business practices to improve departmental operations; assist in the preparation and administration of the department's annual budget; analyze and evaluate program results as related to objectives and policy guidelines; respond to difficult and complex complaints and requests for information; assure completion of reports for program activities and maintenance of accurate program records; oversee the development and maintenance of information management systems; supervise, train and evaluate department personnel; prepare policies, procedures, correspondence and reports.

Employment Standards

EMPLOYMENT STANDARDS
Education:
Equivalent to graduation from an accredited college or university with a Bachelor's degree in business or public administration, psychology/sociology or related disciplines;
 
Experience:                
Three years experience performing duties in a public agency of which two years were in a senior level administrative or management position.  This may include responsible supervisory, administrative, or managerial experience relating to the planning, organizing, and directing of various functions of a local child support agency.

Knowledge of:  Government programs at the federal, state, or local level; principles of budget preparation and fiscal management; principles and practices of personnel supervision and evaluation; current training models and techniques; techniques of leadership, motivation, and group facilitation.
 
Skill/Ability to: Manage complex organizations, including goal setting, budget management, personnel, and long-term planning; provide effective leadership in directing department operations, preferably drawing upon skills gained in a child support program; manage automation efforts including the direction of systems development, maintenance, and operational efforts; analyze and manage systems resources, including hardware and software inventory; prepare and justify annual budgets; analyze and implement program mandates; analyze complex problems, recommend solutions, and take appropriate courses of action; establish and maintain cooperative working relationships with diverse interest groups including governmental agencies, community organizations, advocacy groups, and the general public; communicate effectively both verbally and in writing to a variety of individuals and representatives of governmental agencies, and community groups; prepare clear and comprehensive written reports; maintain and compile records; supervise, train and evaluate staff.
 
DESIREABLE EMPLOYMENT STANDARDS
Knowledge of:
Child support programs at the federal, state, or local level, including the establishment, modification, and enforcement of child support orders; federal and state civil and criminal laws and regulations applicable to the delivery of child support services; child support practices and procedures of the local courts.

Bargaining Unit 11

The information listed is a general summary of benefits. These provisions do not constitute an expressed or implied contract and are subject to change.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums(medical, dental, vision and life) and long-term disability insurance premiums. This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO or HMO dental plans which include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 11 set days and 1 personal holiday.

Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave. Sick leave buy back after 3 years of service.

Group Term Life Insurance and AD&D: $50,000; Provided by Standard Insurance Company.

Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.  Provided by Standard Insurance Company.

Deferred Compensation: A voluntary deferred compensation plan is available.
