The North Kingstown School Department is seeking qualified candidates for the Director of Human Resources position.

The Director of Human Resources, working in conjunction with the District Leadership Team, is responsible for direction, planning, coordination and administration of all functions of the Human Resource Department. The Director of Human Resources exercises oversight and discretionary judgment to manage all functions and resources of the Human Resources Department to achieve the organization's priorities and objectives for a comprehensive HR program for District staff. 

Duties and Responsibilities:

  • Collaborates with District Leadership and school leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention as defined by the District Strategic Plan and financial constraints;
  • Identifies staffing and recruiting needs, develops and executes best practices for hiring and talent management. Responsible for facilitating the recruitment, hiring, placement, onboarding retention and performance standards of all staff in accordance with RIDE regulations and applicable state and federal law and contractual provisions (i.e. Highly Qualified, certification requirements, etc);
  • Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and collective bargaining agreements and recommended best practices;
  • Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs to effectively and efficiently deliver high quality services to the North Kingstown School Department.
  • Administers or oversees the administration of human resource programs including, but not limited to, new employee onboarding, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and professional development and certifications.
  • Effectively communicates with employees and applicants regarding their employment rights, responsibilities, opportunities and benefits.
  • Responsible for the oversight and administration of all employee benefits either mandated by contractual agreements or regulatory to include but not limited to: health, dental, life, 403(b) plans, unemployment, worker's compensation, pension, safety and wellness initiatives, HIPAA, COBRA, EEOC/ADA, FLSA, vacation, sick and personal leave benefits.
  • Develops, prepares, generates and analyzes reports pertaining to employee personnel information and data, including but not limited to: benefit costs, staffing levels, retention, absenteeism, recruitment, certification status, Affirmative Action / EEO, compensation, promotion, etc.
  • Maintains knowledge of human resource trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
  • Monitors human resource activities of administrators and managers for the purpose of assuring compliance with district's human resources policies and procedures, collective bargaining agreements and laws and regulations.
  • Acts as the District Title IX officer and coordinates the Affirmative Action Plan.
  • Acts as the District Compliance Officer and conducts or coordinates investigations into allegations of sexual harassment or other illegal discrimination.
  • Provides professional development and districtwide in-service programs to staff on state licensure and other topics as needed and maintains database for District.
  • Reviews, approves, and coordinates documentation for all professional development offered by NKSD to comply with state requirements.
  • In conjunction with the District Leadership Team, develops and administers standards and criteria for employee performance and evaluation and provides supervision to administrators and other staff who complete teacher and support staff evaluations to support consistency and reliability of outcomes;
  • Manages evaluation reporting to Assistant Superintendent including reports on late submitted evaluations and unequal rating distributions by supervisors.
  • Ensures that all staff licenses and endorsements are up to date and entered into the District's software system.
  • Works with principals and directors on difficult or sensitive personnel matters including remediation plans for support staff, supervisory conferences, accommodation plans, and discipline appearances.
  • Directs activities related to labor relations and grievance administration.
  • Active participant/contributor in the collective bargaining process for unionized employee groups.
  • Draft, negotiate and manage contracts for administrators and non-union employees as applicable.
  • Leads and or participates/advises on all investigations of ongoing employee relation problems. Develops, recommends and initiates appropriate steps for resolution of the same.
  • Consults with legal counsel as needed • Attend School Committee meetings as needed.
  • Performs other duties as assigned by the Superintendent.

Qualification Requirements:

Education and/or Experience: 

Bachelor's degree from an accredited 4-year college or university required, preferably with a concentration in Human Resources or related field; Candidates should have a combination of experience that includes labor relations, employment law, and/or public school administration 

License/Certificate/Certification: 

Possession of or ability to secure SHRM-CP or SHRM-SCP or other related HR certification. 

Technological and/or Technical Skills: 

Proficient with Microsoft Office Suite, Google, or related software. Proficiency with or the ability to quickly learn the organization's employee tracking systems. Munis software knowledge beneficial.

Demonstrable ability to effectively handle complex districtwide issues utilizing a problem solving approach. Capability of responding simultaneously to a variety of requests from Senior Leadership Team, Administrators, staff, public agencies. Capable of working collegially with all levels of administration and staff.
