Summary

Why This Opportunity May Be Perfect for You: This position will be a key element in the implementation of King County's Phase I National Pollutant Discharge Elimination System (NPDES) Municipal Stormwater Permit program. This position will work to improve water quality efforts through support and coordination of King County's Stormwater Program and the county's implementing agencies. As part of a dedicated team of high-performing water quality planners, engineers, and assigned staff, the NPDES Planner will be in a position to work collaboratively within the Unit, the Section, and the rest of King County, as well as with other stormwater and environmental groups in Puget Sound, Washington State, and beyond.

This individual will have a key role in implementing King County's Stormwater Management Program (SWMP); working to develop, improve, and implement a leading stormwater program. Opportunities to align this program with other King County initiatives such at the Stormwater Investment Plan, Clean Water Healthy Habitat, and Total Maximum Daily Loads (TMDLs) make this position a great opportunity. Equity and Social Justice (ESJ) are foundational to this work, so this individual needs to have experience in the principles of ESJ.

The Water & Land Resources Division (WLRD) delivers a diverse portfolio of environmental services, including stormwater management, salmon recovery, flood risk management, noxious weed removal and supporting agriculture and forestry. All of these functions are supported by a top notch science section and a watershed stewardship team. This portfolio puts WLRD at the center of key initiatives launched by the county Executive, including Clean Water Healthy Habitat, and the Land Conservation Initiative. Telecommuting Requirement
The work associated with these positions will be performed predominantly by teleworking, complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . Job Duties
  • Establishes effective working relationships with other County departments, local jurisdictions, and state agencies to ensure the County meets permit and regulatory requirements. Internal relationships between other King County agency Permit Leads and Program Managers are the most important aspect of this position's responsibilities.

  • Coordinates, implements, supports, tracks, evaluates, and reports on the County's National Pollutant Discharge Elimination System (NDPES) Phase I Municipal Stormwater Permit and Stormwater Management Program (SWMP). Responsible for completing and updating the Annual Report, Stormwater Management Program Plan, Stormwater Action Management Plan and other documents such as standard operating procedures (SOPs) in order to support compliance with the County's Phase I permit.

  • Supports the Water Quality Programs Managing Supervisor - NPDES Coordinator in their lead role of King County's NPDES Phase I Municipal Stormwater Permit Program, guiding all programs, strategies, and systems aimed at improving and optimizing the SWMP and all associated efforts. Work to create and incentivize compliance while effectively communicating the need for required resources to maintain compliance and effectively manage noncompliance.

  • Evaluate compliance of the SWMP through ongoing interactions with internal agencies and programs.

  • Position will be responsible for managing capacity grant agreements and related consultant contracts.
Experience, Qualifications, Knowledge, Skills

Minimum Qualifications:
  • Three years of experience in a stormwater management program or similar, including at least two years of experience in municipal stormwater NPDES permit compliance.

  • Background working with stormwater principles, practices, and methods, including but not limited to storm and surface water management, storm drainage systems, stormwater code and Best Management Practices.

  • Knowledge of applicable local, state and federal regulations, codes and manuals pertaining to management principles and practices relating to stormwater, water quality, the Washington State Department of Ecology's Stormwater Management Manual for Western Washington and the Federal Clean Water Act and the National Pollutant Discharge Elimination System Western Washington Phase I Municipal Stormwater Permit.

  • Skill in establishing and maintaining working relationships with a diverse group of people.

  • Communications skills (oral and written), including skill in communicating technical information to a diverse audience.

  • Experience in record keeping, data analysis, and data reporting.

  • Knowledge of principles of customer service and continuous quality improvement.

  • Project management skills, including developing scope, schedule and budget and principles of managing projects through to completion.
Desired Qualifications:
  • Experience working with managers and decision makers to achieve policy objectives.

  • Experience incorporating equity and social justice into strategic planning and operations.

  • Knowledge of principles and practices of contract management.

Special Requirements:
  • Valid Washington State driver's license or the ability to obtain one prior to starting work if selected for this position.
Working Conditions:
  • Work Location: Predominantly teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
  • Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act (FLSA), and it is not overtime eligible . This full-time position works a 40-hour work week.
  • Union Membership: This position is represented by Teamsters Local 117 .
