Summary

King County Metro has an exciting opportunity for our next Rail Deputy Division Director. This leadership role will contribute to improving processes, make data driven decisions, and implement innovative initiatives and transformational policy and practice ensuring the success of the division support. This senior leader will report directly to the Division Director, complementing the director and acting as second in command in the division. The Deputy Director will work in partnership with employees, colleagues, and stakeholders to ensure that Metro provides world-class service while advancing the following:

  • Health and safety of our workforce

About the Rail Division
High-capacity light-rail is the backbone of our region's public transportation system and will continue to play that role as several major Link extensions are slated for completion in the next five years, with even more system expansion in the future. Metro operates Sound Transit's Link light-rail system, which is planned to quadruple in the next twenty years. The Northgate Link Extension and the East Link Extension, which will each add stations and rail service, are currently under construction and are projected to open in 2021 and 2023, respectively. Additionally, Metro expects to receive and bring into service approximately 150 new rail cars over the next four years. Metro also operates two streetcar lines for the City of Seattle, which is evaluating expansion as well. These rail services complement Metro's robust fixed-route bus system and other mobility services. Working closely with Sound Transit, the City of Seattle, and our other partners, we are building an integrated, world-class transportation network that helps people travel farther, faster, and more easily.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees.  The Deputy Division Directors are expected to model and apply equity and social justice shared values, behaviors, and practices across all the job duties listed below:

  • Work in close partnership with the Division Director to support the division and act as second in command. The Deputy Division Director will seamlessly slip into the Division Director role when the incumbent is not available.
  • Support the growth and development of the people in the Division, lead teams, and mentor staff.
  • Implement strategic direction of the Division through strategic planning, process improvement, new policies and initiatives that move the division forward and align the work performed with the vision and strategic goals of King County Metro Transit.
  • Work with a variety of stakeholders including internal Metro staff, Sound Transit partners, elected officials, law enforcement, other governmental agencies, transit customers, and the broader community to maintain and improve Metro's operational capacity and ability to deliver to the highest possible level.
  • Partner with unions to resolve problems and address labor-management issues in a collaborative manner.
  • Develop and oversee metrics to ensure that the division is meeting goals.

Experience, Qualifications, Knowledge, Skills

The ideal candidate meets the following qualifications:

  • Demonstrates strategic agility, an ability to see ahead, and demonstrated broad knowledge and perspective.
  • People leadership experience, which demonstrates experience with building effective teams in diverse work environments while creating strong morale, instilling vision and purpose, and fostering open dialogue. Take steps necessary to ensure that all have equitable opportunities to thrive.
  • Is knowledgeable about how organizations work and how to get things done both through formal channels and informal networks.
  • Demonstrates transparency and builds trust, courageously and consistently acting upon a strong set of core values that are aligned with King County Metro Transit's values.
  • Has the ability as a leader to facilitate difficult conversations, particularly related to race (and other protected classes), power, and privilege.
  • Has experience working with labor and ability to develop and nurture strong, productive relationships with union leadership, respecting established processes and fostering an environment of mutual respect.
  • Is an effective problem solver, who can use logic and methods to find effective solutions.
  • Ideally has at least 5 years of high-level management experience in an Operational, Logistics, or Service Delivery field or related field.
  • Rail or Metro experience is highly desired.

Work Schedule
This position is not subject to the provisions of the Fair Labor Standards Act and therefore is not eligible for overtime pay if scheduled.

Work Location
The primary location of this position is in the Operation & Maintenance Facility (OMF) (3407 Airport Way S: Seattle, WA 98134). During the mandatory telecommute order, work will be done remotely, but the assignment may include on-site visits to Metro facilities.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
