 Seattle & King County Public Health is seeking a Project/Program Manager II position within the Community Health Services (CHS) Division. The purpose of CHS is to assure that basic health and human services are available to the most vulnerable people in King County. CHS provides direct services through its Public Health Center system as well as assures access to quality services through partnerships and regional programs.
 
 This Term Limited Temporary (TLT) or Special Duty Assignment (SDA) position will provide program and contracts support as part of the Parent Child Health (PCH) programs team. PCH programs include Maternity Support Services & Infant Case Management (MSS/ICM), Children with Special Health Care Needs, Nurse Family Partnership, Family Ways, Child Death Review, and the HOPE Infant Mortality Prevention Network. 

In addition, it serves as a program consultant, primarily to staff working in the First Steps (MSS/ICM) program – Community Health Workers, Social Workers, Public Health Nurses, and Nutritionists. This includes MSS/ICM program and policy evaluation and development, training, and practice support.

Who May Apply: This Term Limited Temporary (TLT) or Special Duty Assignment (SDA) position is open to all qualified applicants. A Special Duty Assignment (SDA) position is open to all King County career service employees who have completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment. This is a one-year position, but the duration may be less than one year if redeployed staff return sooner than expected.

Work Location: This position is based at the Chinook Building in downtown Seattle at 401 Fifth Avenue, Seattle, WA, 98104, but will primarily telework from home during COVID-19 precautions. Even after COVID-19 precautions are lifted, work location may continue to be a mix of telework from home and reporting to the Chinook Building. Some travel to locations throughout King County may also be required.

Work Schedule: This is a full-time position, 40 hours per week. Work days and hours will be determined at time of hire, may vary based on business needs, and may include some early morning, evening, and weekend hours. This position is FLSA Exempt and is ineligible for overtime pay.

Job Duties

Support to Parent Child Health Programs – Provide program support, primarily for First Steps (MSS/ICM), to PCH teams. Collaborate across disciplines to provide support, training, and guidance related to MSS/ICM and other programs to multi-disciplinary teams, including Registered Dietitians, Public Health Nurses, Community Health Workers, and Social Workers. Support managers and supervisors in hiring processes, including participating on interview panels. Serve as a program and policy consultant for the First Steps – Maternity Support Services & Infant Case Management (MSS/ICM) programs. In addition to acting as a site liaison for MSS/ICM programs, this position also advises and collaborates with management on program design and changes, and implementation of policies and procedures. Depending on background of successful candidate, this position may also provide discipline-specific support and consultation.

Contract Monitoring and Invoicing – Develop and negotiate contracts with community providers. Monitor scope and reporting requirements of contract. Coordinate contract invoicing with CHS finance staff and community partners – monitor budgets, track spending, review and approve costs for allowability per contract terms. Gather and analyze monthly, quarterly, and annual community partner reporting requirements and provide technical assistance to community partners as needed. Manage Cultural Navigator and multiple Promoting First Relationships (PFR) contracts, including invoicing, reporting, and technical assistance to agencies. Assist with Request for Proposal (RFP) and Request for Application (RFA) processes as needed.
 
Other PCH Team Duties – Quality assurance activities to ensure program integrity and support continuous quality improvement; planning, coordination, and facilitation of meetings and trainings; document creation, development, and revision (job aids, workflows, instructional tools, agendas, email communications, etc.); ensure accurate and up-to-date program information is available via Office 365 platforms such as SharePoint; outreach to and coordination with community partners; provide back-up for shared team duties when other team members are unavailable; other duties as assigned.

Experience, Qualifications, Knowledge, Skills

The successful candidate will have: 

  • Knowledge of and commitment to equity and racial justice principles and practices – understanding of the effects of place, race, and policy and systems-based inequities on marginalized communities and populations
  • Demonstrated ability to work independently and as a team member to coordinate accomplishment of tasks
  • Demonstrated ability to build respectful and productive relationships with internal colleagues and external partners; establish and maintain effective working relationships with multiple, diverse stakeholders
  • The ability to work effectively under time constraints and meet deadlines
  • Excellent communication skills, written and oral
  • Experience with program planning, monitoring, and implementation to support program goals 
  • Skills in gathering, manipulating, and using data utilizing a computer and other tools
  • Skills in planning and delivering presentations, including group process and group facilitation skills
  • Skill in managing multiple tasks simultaneously
  • Skills in analysis, critical thinking, and problem solving
  • Experience with and/or knowledge of continuous quality improvement principles
  • High technical aptitude
  • Intermediate to advanced Microsoft Office skills, particularly Word, Excel, and Outlook
  • Demonstrated ability to effectively utilize online meeting and communication tools (i.e. Skype, MS Teams, Zoom, etc.)
  • Washington State Driver’s License or the ability to provide transportation to work locations with limited or no public transportation services
 
DESIREABLE QUALIFICATIONS
  • Experience with First Steps (MSS/ICM), WIC, and/or serving low-income populations in pregnancy and early childhood
  • Experience with contract oversight – working with community contractors, monitoring deliverables, and providing technical assistance
  • Basic knowledge of project cost accounting principles, or experience in government program planning, accounting , and contract monitoring activities
  • Experience with EPIC Electronic Health Record
  • Experience with WIC Cascades software
  • Knowledge of assessment, planning, implementation, and evaluation of public health programs
