KCIT is hiring Senior IT Project Managers to help transform and modernize King County. As a Senior IT Project Manager, you will collaborate and engage with a wide variety of stakeholders including other project managers, program and product managers, customer success managers, agencies, and senior executives. You will work with other leaders in the Project Management Organization (PMO) to help define and drive the PMO strategy and vision, identify synergies with other organizations and be a champion of implementation for the PMO. Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

These positions are estimated for 3 years.

Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay.

Job Duties
  • Communicate with sponsors, stakeholders, project delivery team members, and vendors.
  • Develop plans, budgets, and communications.
  • Monitor project performance to plan and coordinate remediation, contingencies, and solutions to problems.
  • Prioritize own and team's work. Anticipate consequences of actions, potential problems, or opportunities for improvement.
  • Present to Steering Committee and stakeholders on project progress and challenges.
  • Prepare Requests for Proposals, Requests for Information, and Requests for Bids, and lead teams through vendor procurement activities.
  • Manage vendor relationships during project execution; review and approve vendor deliverables; manage and monitor vendor work progress and performance; negotiate and manage contract changes; implement corrective action plans as required; and approve vendor payments.
  • Identify and develop requirements related to integration of technology components of solution, and review/validate requirements and design with architecture leads.
  • Develop and manage system integration, testing, cutover, and acceptable training, and testing plans. Ensure business continuity and minimize disruptions during systems implementation.
  • Ensure projects maintain compliance with relevant State, Federal, local, and King County laws, regulations, and applicable policies.
  • Lead multi-disciplinary matrix-managed work teams.
  • Conduct effective risk and issue management including identification and mitigation planning
  • Promote a high level of cross-project, cross-function collaboration.
  • Facilitate Project Lessons Learned sessions and/or Retrospective activities.
  • Mentor and support other Project Managers to ensure readiness for PRB Review & KCIT Deliver Framework phase gates including Planning Review, CDR, ART/ARB, Construction, and Implementation Readiness Review gates.
  • Review project Lessons Learned material and recommended improvements that may be specific to a Project Manager, a project, or how we manage projects in general.
  • Engage with the Business Advisory Services for the Enterprise (BASe) Management Team to identify and implement process improvements and efficiencies across KCIT.
  • Other duties as assigned.
Experience, Qualifications, Knowledge, Skills
  • 7 or more years as an IT Project Manager demonstrating experience with IT-related projects
  • 3 or more years' experience managing complex transformational IT initiatives.
  • 2 or more years' experience managing projects or products using Scrum/Agile principles.
  • Demonstrated experience managing and controlling day-to-day project activities, issues, risks, quality and budgets in complex technology and stakeholder environments.
  • Experience in leading vendor procurement activities, and managing vendor performance and compliance with contracted deliverables during an IT project
  • Advanced knowledge of project management principles and techniques
  • Demonstrated ability in establishing and maintaining effective relationships with customers and co-workers
  • Ability to develop and oversee implementation of work plans with competing project priorities, anticipating and adjusting for risks and issues
  • Ability to work collaboratively, maneuvering through complex situations effectively
  • Demonstrated experience working with and/or leading cross-functional teams focused on excellence in customer service, engaging, educating, and exciting staff with passion and commitment.
  • Ability to provide leadership, guidance, foundational principles, and tools needed to achieve results.
  • Ability to assess situations quickly and resolve conflicts using facts and diplomacy through formal and informal channels.
  • Excellent written and verbal communications skills, including presentation skills, and the ability to synthesize technical data for non-technical audiences.
  • Demonstrated ability to identify strong talent, assess limitations and strengths, and provide needed support.
  • Demonstrated proficiency working with Microsoft Project and developing resource-loaded schedules to manage and track major IT projects, as well as experience developing other project control documents for IT project management.
  • Ability to work effectively in a Scrum/Agile/SAFe environment and take on roles such as Scrum Master, Product Owner, Product Manager, Program Manager, Agile team member, Release Train Engineer, etc.
  • Demonstrated drive for ongoing improvements and growth.
  • Demonstrated proficiency with common productivity and project management tools including Microsoft Office (Word/Excel/PowerPoint/Outlook/OneNote/SharePoint/Teams), Microsoft ADO (Azure DevOps) or similar software
