The Department of Psychiatry and Behavioral Sciences within the UW School of Medicine is the third largest clinical department within the School of Medicine with 285 full-time faculty members, 280 clinical faculty members, and over 200 staff. Department faculty provide clinical services in 5 hospitals, 14 primary care locations, and several outpatient sites in addition to telepsychiatry consultations to more than 150 clinics in Washington and beyond. As the only academic psychiatry department serving the five state WWAMI region (Washington, Wyoming, Alaska, Montana, Idaho), the Department’s highly competitive residency training program is largely responsible for developing the mental health workforce in the Pacific Northwest. The Department’s robust research portfolio totals $35 million in grants and contracts per year for projects ranging from clinical neurosciences to treatment development to health policy and population health. The Department is recognized as an international leader in developing, testing, and implementing Collaborative Care, an integrated care model increasingly seen as a solution for population-based mental health care. Other areas of excellence include Addictions, Autism, High Risk Youth, Neurosciences, and Trauma, and the Department is developing innovative new programs in Technology and Mental Health, Global Mental Health, Maternal and Child Mental Health, and Targeted Intervention Development.

The Department of Psychiatry and Behavioral Sciences is recruiting for an Instructional Technologist/eLearning Project Manager.

Position Purpose:
The Instructional Technologist/eLearning Project Manager is responsible for leading and supporting the use of online learning technologies for a growing program of behavioral healthcare workforce training projects serving UW, WWAMI and national implementation efforts.

Core responsibilities include system administration of the Center’s eLearning platforms, including cloud-based learning management systems, lecture capture, and eLearning authoring tools; serving as technical project manager for a broad range of complex instructional technology initiatives including developing project timelines, assigning tasks and ensuring completion according to deadlines; working with dispersed subject matter experts to develop a range of predominantly online trainings using industry standard e-learning tools.

The ideal candidate will have hands-on skills with learning platforms and authoring tools, as well as exhibit strong communication, self-management, critical thinking and interpersonal skills. We are looking for a skillset that can handle the day to day administration of the platforms and also make creative and strategic contributions to our growing portfolio of eLearning projects.

Responsibilities:

Instructional Technology: (70%)

System Administration:

Responsible for the day-to-day technical and operational support for the Center’s online learning platforms;

Educate users on how to use the systems effectively to deliver online training courses and materials, including training, documentation, running reports and managing content;

Ensure the user experience works as designed and is intuitive to the learner; pilot new mobile (responsive) solutions and modify content for use on various mobile platforms;

Coordinate platform upgrades and participate in testing and activating new functionality;

Identify and enact opportunities for process and quality improvements, providing feedback on usage, defects, and suggested enhancements.

Assist in building the appropriate level of technology infrastructure to support the Department’s distance education initiatives, including providing expertise and support to LMS stakeholders in the identification and validation of requirements, LMS migration, overall configuration, UAT testing and launch;

Create and manage the overall course structure and set up online programs based on specifications from the instructional designer;

Create user logins as needed and assign user permissions; create and manage user structures including groups and learning cohorts;

Publish and archive online or blended learning solutions, assign training curricula, and add and delete resources;

Utilize standardized reporting functions, generate custom reports, analyzes reporting data and recommend strategic direction to Education team members, or others, as appropriate;

Provide troubleshooting assistance for users and resolve issues relating to system functionality;

Serves as point of escalation for support issues, which may include interaction with LMS vendor and other vendor support services;

Elearning Authoring:

Advise and support faculty and instructional support staff on the development and delivery of quality instruction through the effective and innovative use of a range of established and emerging educational technologies;

Design and develop clear instructional materials in written, graphic, audio, video, or multimedia form;

Provide creative and highly usable eLearning solutions based on specific instructional goals;

Design and deliver face-to-face events, written materials, and online media to provide clients with the knowledge and confidence to become self-sufficient in their use of technologies;

Provide one-on-one and small group consulting to faculty in support of using technology to enhance teaching and learning;

Evaluate new technologies to discover new and better ways to enhance instruction or administrative operations;

Project Management: (30%)

Serve as technical project manager for a broad range of complex instructional technology initiatives including developing project timelines, assigning tasks and ensuring completion according to deadlines, prepare milestones and progress toward completion, coordinate with leadership and project stakeholders to ensure aims and goals of project are met according to plan.

Coordinate and lead specific projects as necessary and in consultation with the Department’s Education team to develop training materials, evaluate technologies, roll out support for new services, and support customer interest in emerging technologies;

Coach and provide direction to subject matter experts on the selection of appropriate technological and pedagogical tools based on their own instructional goals and level of technological confidence, and provide technical support. Encourage self-sufficiency and independence in the use of technology.

Develop and deliver instructional support materials for subject matter experts such as Webinars, workshops and personalized how-to guides for training development, management, and delivery;

Identify and implement efficiencies across projects and groups through standardized project planning and reporting mechanisms, common protocols, and consistent quality control measures.

Design and deliver workshops, presentations, and user group events with particular attention to pacing, sequence, appropriate details, and mixed levels of experience.


Lead Responsibilities:
This position will have independent responsibility to lead and coordinate design, technical development, delivery and support of local and national training programs.

Minimum Requirements:

Bachelor's Degree in education, computer Sciences, communications or related field.

4 years related work experiences

Proficiency with a variety of web-development/e-learning authoring tools (Articulate Storyline, Captivate, HTML5, XHTML, CSS, JavaScript or other authoring tools) to support cross-platform deployment;

Hand’s on experience with deploying products in a Learning Management System (e.g. – Canvas, Docebo, Moodle, Blackboard);

Hand's on experience with learning platform system administration (e.g. - LMS Lecture Capture)

A working knowledge of SCORM principles, Reusable Learning Objects, and XML;

Demonstrated project management skills including planning work, managing details and keeping multiple tasks and projects on track;

Strong ability to quickly interpret and transform ambiguous information into design artifacts to communicate concepts and ideas to various stakeholders.

Ability to analyze and resolve problems at a strategic and functional level. 
 
Desired Requirements:

Master’s degree in education, communication, instructional design, education media, education technology or a related field, with 2 yrs of experience in delivering technical training in an academic environment
