Public Health Seattle and King County is hiring for a Project/Program Manager IV to oversee the creation of a large group of staff to support case investigation, contact tracing, and care coordination to support those with resource needs to comply with isolation and quarantine recommendations, with ultimate responsibility for directing and supervising the work.

This project is expected to last for 1 year from fulfillment of the position.

• Oversee the creation of a large group of staff to support COVID-19 case investigation, contact tracing, and care coordination to support those with resource needs to comply with isolation and quarantine recommendations, with ultimate responsibility for directing and supervising the work.
• Scale up an existing pilot program to support rapid case investigation and contact tracing with an approach that best meets the needs of communities affected by COVID-19, in particular communities of color, immigrant and refugee communities, and those with limited English proficiency
• Frame budgetary and operating conditions for the program.
• Manage contracts involving multiple agencies.
• Determine project or program budget, schedule and scope. Assist in justification of project, program and/or agency budget requests. Determine financial and performance indicators and use evaluation findings to redirect the project or program. Monitor the financial status of the program or projects.
• Negotiate inter-local agreements on behalf of King County.
• Serve as the technical expert for case investigation and contact tracing for COVID-19.
• Supervise lead staff, including hiring, recommending effective discipline or termination and developing training expectations.
• Provide leadership in working with community coalitions and organizations.
• Handle politically sensitive inquiries about the program or work being done.
• Represent Public Health with internal and external partners.
• Inform case investigators and contact tracers of current Centers for Disease Control and Prevention (CDC) and Department of Health (DOH) guidance and provide support in application of guidance.
• Serve as liaison between CD-Epi Direct Clinical Assistance Branch (Healthcare systems and homeless groups and specialists), Isolation and Quarantine (I/Q), and surveillance on data collection needs.

• Experience and skill in working with diverse populations and cultures.
• Experience and skill in maintaining effective working relationships with team members and with the community and other social service agencies.
• Experience with managing large programs, including communicable disease investigation and/or call centers highly desirable.
• Experience supervising multi-disciplinary staff.
• Knowledge of county hiring procedures highly desirable.
• Experience in leadership and oversight of teams to be able to operationalize Health Medical Area Command (HMAC) strategies.
• Experience using process metrics to inform the success of the program and make adaptations as needed.
• Ability to communicate effectively and promote the program.
• Effectively interpret guidance and adapt Centers for Disease Control and Prevention (CDC), Department of Health (DOH), or Public Health Seattle & King County (PHSKC) guidance to various settings.
• Must display good judgment and comfort in making independent decisions, while understand limitations and elevating as needed in the absence of information
• Effectively manage multiple competing priorities and projects under a rapidly changing environment, with the ability to plan and prioritize effectively in this environment.
• Work well under pressure.
• Public Health relies on office automation (Microsoft Office 365) and other web-enabled tools. Candidates must be proficient and comfortable with computer use to perform essential functions of the position.

Who May Apply: This Special Duty Assignment (SDA) / Term Limited Temporary (TLT) position is open to all qualified applicants.
To be considered for SDA, you must be a current King County Career Service employee who has successfully passed probation. You must have supervisor approval prior to taking a Special Duty Assignment. The duration of this opportunity is expected to last one year from the fulfillment of this position. 

Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime-eligible. The schedule will be Monday through Friday, 8:00 AM - 5:00 PM.

Work Location: This position will primarily work at Chinook Building 401 5th Ave Seattle, WA 98104.
