The Department of Adult and Juvenile Detention (DAJD) seeks an experienced Human Resource (HR) professional to join our team as a Senior Human Resource Analyst to join our team.  

This position will take a lead role in designing, managing, and implementing DAJD’s recruitment strategies as well as provide leadership and guidance to the recruiters on the Human Resources team.  The most competitive candidate will demonstrate a commitment to equity and social justice, passion for public services and success as a leader in the delivery of Human Resources services.  

As a Senior Human Resources Analyst, you will have the opportunity to lead a dynamic group of HR professionals as we partner with the multiple divisions within DAJD and contribute to DAJD’s mission of contributing to eh public safety of the citizens of King County and Washington State by operating safe, secure, and humane detention facilities and community corrections programs, in an innovative and cost-effective manner.  

Job Duties

The ideal candidate for this role will be a dynamic and demonstrated HR leader with experience in workforce recruitment who brings fresh ideas, recruitment strategies and the ability to provide leadership to a small recruitment team.  They will develop, implement, and manage initiatives that attract a diverse and well qualified pool of candidates for all job classification within the department with the overarching goals of increasing efficiency, standardization and improving organizational health.  Primary responsibilities include:

  • Develop and implement recruitment strategies in today’s dynamic and constricted labor market, with particular focus on law enforcement and corrections positions.  
  • Provide leadership and serve as the subject matter expert on recruitment activities, County policies, collective bargaining agreements to the DAJD recruitment team.  
  • Developing, conducting, and leading senior and executive level recruitments for the department. 
  • Develop and implement career growth and employee development programs/activities for existing department employees.  
  • Serve as the DAJD Human Resources Section analytics lead.  
  • Structure large data sets to find usable information
  • Interpret data, analyze results using statistical techniques and provide ongoing reports
  • Create presentations and reports based on recommendations and findings
  • Identify, analyze, and interpret trends or patterns in complex data sets
  • Develop, implement, and manage continuous improvement projects for the DAJD’s Human Resources Section and overall department. 
  • Work in a collaborative manner and serve as a liaison between DAJD’s Division leadership, and DAJD’s finance/payroll team.  
  • Lead the implementation of strategies to strengthen employee engagement, advance equity, diversity, and inclusion efforts.        
  • Provide advice and consultation on workplace programs, policies, and procedures

Experience, Qualifications, Knowledge, Skills

  • Strong interpersonal skills with the ability to build effective work relations, influence behaviors, provide leadership to staff and managing change.  
  • Direct working knowledge of major HR functions such as recruitments, compensation and benefits, risk management, Human Resources Information Systems, employee/labor relations leave management, performance management, training and development and the relevant laws and regulations.  
  • Excellent customer focused service and ability to advise and partner at all levels of management on a variety of complex HR policies, procedures, and practices.  
  • Excellent understanding and demonstrated knowledge of progressive workplace activities, including advance in available technology and resources to adapt to a competitive and changing labor market. 
  • Proven working experience as a HR data analyst or HR business data analyst.
  • Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel).
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Strategic thinking with extensive experience solving complex organizational problems through people-related solutions, with the ability to translate strategies into actions and solutions.  
  • Ability to effectively manage multiple and competing priorities in a fast-paced environment. 
  • Comfortable working in a criminal legal environment dedicated to operating safe, secure, and humane detentions facilities and community corrections programs. 
Additional qualifications that will be helpful in this role:
  • Experience in public sector, government, or other municipal agency; with focus in law enforcement/corrections work environment.
  • Experience performing HR service delivery in a unionized environment.
  • Strong working knowledge and proficiency with NEOGOV applicant tracking system.
  • Strong working knowledge and proficient with PeopleSoft.  
Details regarding position:
This employment opportunity is open only to employees of DAJD. To The workweek for this position is generally Monday through Friday, 8:00 a.m. to 5:00 p.m., but the hours will vary depending on assignments. The work of this position will be performed onsite and remotely. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  There will be situations where the employee is required to report to a County worksite.  
Some weekend and evening hours may be required. This position is exempt from the overtime provisions of the federal Fair Labor Standards Act (FLSA), meaning that it is not eligible for overtime pay or compensatory time accrual. This position is not represented by a union. The workspace for this position is located in the King County Courthouse in Downtown Seattle, WA; however, may require access to secure detention facilities

It is a hiring requirement that all staff employed by DAJD successfully pass a thorough background investigation process, which includes fingerprinting, criminal history check, a polygraph examination, reference checks, and other tests as deemed necessary.
