Metro Transit’s Employee Services division has an amazing Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) opportunity for a creative OHD (Organizational Health and Development) Special Projects Manager I! This position will be a part of Employee Services’ Organizational Health and Development (OHD) Section. It will report directly to the Section Manager and collaborate closely with the Learning & Development team. 

 

The OHD Special Projects Manager I will be responsible for leading and managing external consultant projects to ensure delivery and continuous development of Metro-wide learning programs. These programs are designed to allow employees the ability to develop and thrive, while ensuring a culture of well-being and belonging is fostered. This position will lead projects sponsored by members of Metro’s Strategic Leadership Team. The role and responsibilities include project management, writing reports and presenting outcomes to leaders, and providing overall leadership and guidance on the projects’ direction to consultants and supporting staff. This role requires managing tight timeframes and supporting consultants to develop programs that introduce healthy workplace concepts and support shifting cultural norms. 

 

Metro Transit is King County’s largest Department, employing over 5,000 people who primarily work in the field of transit operations, vehicle maintenance, transit facilities operations, and marine.

 

This recruitment will be used to fill one OHD Special Projects Manager I position for an 18-month Special Duty Assignment or Term-Limited Temporary position with the possibility of an extension. This recruitment also creates an eligibility pool to fill future career service positions, term-limited temporary vacancies, and/or special duty assignments that may occur in the next 12 months at the discretion of the hiring authority.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the OHD Special Projects Manager I, you will:

 

  • Lead the development and implementation of one or more of Metro’s top three learning and development priorities:  
    • Anti-discrimination, harassment, and inappropriate conduct 
    • Equity and Social Justice  
    • Understanding Sexual Assault and Trauma Informed Responses 
  • Determine charter and scope of projects, assuring projects are aligned with Metro’s Organizational Health priority; set timelines subject to review by project sponsors
  • Manage day-to-day project activities, issues, risks, quality and budget; develop breakdown structures, schedules and budget and resource assignments; monitor and document progress of project
  • Manage, and provide direction to external consultants to implement the Metro-wide rollout of anti-discrimination, harassment, and inappropriate conduct training series
  • Prepare and/or coordinate with appropriate staff Requests for Proposals, Requests for Information, and Requests for Bids; develop, negotiate and review contracts associated with assigned project; may manage vendor relationships
  • Provide vision, direction, and overall project management to align deliverables to Metro’s Organizational Health priority
  • Co-facilitate learning engagements for members of Senior leadership in collaboration with the Section and Learning & Development Manager
  • Prepare and give presentations to senior leadership on project schedule progress, current status, and responses to identified issues and risks
  • Prepare reports on project outcomes for federal agencies in collaboration with members of senior leadership
  • Collaborate with learning and development team members to support instructional design, evaluation, and co-facilitation across programs in Organizational Health and Development  
  • Contribute to integrating equity and social justice principles into learning and development portfolio 
  • May supervise and lead project team members directly or through a matrix staff structure
  • Provide design support and guidance to the other Organizational Health and Development initiatives and program leads as needed 
  • Support other in-person engagements as requested and prioritized by section and division leadership, in support of Metro’s Organizational Health and wellness priorities

Experience, Qualifications, Knowledge, Skills

Minimum of five years' managing projects, experience designing curricula, coordinating programs, facilitating intergroup training or education courses; OR any equivalent combination of experience and education which provides the applicant: with the desired skills, knowledge and ability required to perform the work.

  • Ability to successfully manage leader and sponsor relationships, comfort working with people in senior leadership positions  
  • Ability to perform comfortably in front of large and small groups using creative presentation and facilitation techniques that engage the audience 
  • Outstanding facilitation skills to create safe and accessible learning environments
  • Excellent verbal and written communication, interpersonal, collaboration, and presentation skills, including the effective use of visuals and graphics in communication
  • Advanced skills in Microsoft Office software - including Outlook, Word, Excel, PowerPoint, and Teams
  • Advanced skills in Zoom and other online platforms for delivering presentations
  • Demonstrated understanding of key concepts in equity and social justice education around topics of race and other social identities, and a leader’s role in creating equitable and inclusive work environments

Competitive Candidates Will Have (but not required)

  • Ability to successfully engage and work with employees at all levels of understanding of different learning topics and at all levels of the organization  
  • Ability to manage multiple and shifting priorities, meet deadlines, and to do so in collaboration with other team members
  • Experience leading complicated projects focused on anti-discrimination, harassment, sexual assault, or other topics that align with antidiscrimination or violence in the workplace policies
  • Passion for serving leaders and employees to make Metro a healthy work environment
  • Skill in problem-solving, conflict resolution, negotiating and decision making; handling multiple competing priorities
  • Advanced knowledge and skill in successfully managing projects using current project management principles, methodologies and processes; skill in organizing, planning and executing multiple large-scale projects from vision through implementation and preparing detailed and appropriate project documentation

This position is open to King County employees only. 

  • The SDA position is only open to current appointed and career service King County employees who have passed their initial probationary period. 
  • The TLT position is open to all other King County employees.

Work Schedule 

This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. Work schedule is normally Monday through Friday, 40-hour work week. Variations may be required depending on the needs of the work.

 

 

Teleworking Requirement

 

The work associated with this position will be performed predominantly by teleworking; complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

 

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual,
