Under the supervision of the Grant Administrator, provide fiscal oversight of grant funded programs; assist Directors in budget development for grants; maintain a variety of fiscal records and submit fiscal documents, reports, claims for federal, state and local grants.

BASIC FUNCTION: Under general supervision provide fiscal oversight of categorically-funded programs; assist a Program Director(s); develop budgets; maintain a variety of fiscal records and generate fiscal documents and reports; make claims for federal, state and county funds. REPRESENTATIVE DUTIES AND RESPONSIBILITIES: • Perform higher and lower level accounting support work such as coordinate data gathering, maintain permanent files and records for programs and grants; independently prepare complex financial summaries and analyses; maintain and reconcile fiscal records, prepare journal entries, reports, budget transfers and cash transfers; calculate, generate and submit fiscal documents and reports; make claims for federal, state and county funds; • Assist in budget development for grant RFPs and state and federal funding applications and review applications and grant proposals; • Develop, monitor and revise grant or program budgets by noting discrepancies and issues, and by appropriately coding expenses and revenues, match requirements, and calculating percentage of salaries and related information; • Monitor timelines for reports, data needs and funding claims; and assure that program and funding requirements are met and submitted in a timely manner; • Advise and assist special project personnel regarding the implementation of program objectives related to fiscal control; • Train program personnel on use of budget reports and other fiscal reports; • Serve as a special projects resources person, providing information and assistance to County Office and school district personnel; • Participate in staff development programs; • Prepare the Annual State SACS Report on federal and state grant awards activity, and the transportation report (not all positions); • Provide and interpret information on operations, procedures, program/grant requirements and education codes to County Office personnel; provide in-service training for County Office personnel in grant operations; • Assist with follow-up studies designed to monitor long-term success of program activities; • Assist and meet with independent and program auditors as needed; meet with California Department of Education and JTPA analysts regarding fiscal and program issues (not all positions); • Attend a variety of meetings, as assigned; • Perform other related duties, as assigned. EMPLOYMENT STANDARDS: KNOWLEDGE OF: • Basic accounting and record keeping; • State and federal program or grant compliance rules, policies and issues; • Technical aspects of the funding, recordkeeping and program requirements of the assigned program(s); • Methods, procedures and requirements for preparing educational grant and program proposals; • Budget preparation and control; • Modern office practices, procedures and equipment; • Computer operations including maintaining databases and operating various data processing, spreadsheet and other assigned software; • Oral and written communication skills; • Computerized financial system used by MCOE. ABILITY TO: • Provide fiscal oversight of categorically-funded programs; • Establish and maintain cooperative and effective working relationships with others; • Interpret and apply rules, regulations and policies; • Prepare and maintain various financial claims, spreadsheets, records and reports; • Analyze data, notice discrepancies and inconsistencies and make mathematical calculations quickly and accurately; • Communicate effectively both orally and in writing; • Work independently with little direction; • Plan and organize work and meet schedules and timelines; • Work under tight deadlines and adapt to periodic heavy work load; • Be flexible and receptive to change; • Maintain regular and reliable attendance. MINIMUM QUALIFICATIONS: • Four (4) years of experience performing increasingly responsible accounting support duties and recordkeeping, including some public contact experience; • An Associate of Arts Degree or post-secondary certificate in accounting is desirable; • Experience with SACS (Standard Account Code Structure) used in school accounting is desirable; • Possess or obtain upon employment, a valid California Driver License; • Provide proof of automobile insurability; • Meet the physical requirements necessary to perform assigned duties safely and effectively, including lifting twenty-five (25) pounds on an occasional basis and in excess of twenty-five (25) pounds with assistance. Related college education beyond an AA degree may be substituted for experience on a year for year basis. Accounting support experience beyond the requirement may be substituted on a year for year basis for up to 2 years of education; • Experience with SACS (Standard Account Code Structure) used in school accounting is desirable; • Possess or obtain upon employment, a valid California Driver License; • Provide proof of automobile insurability; • Meet the physical requirements necessary to perform assigned duties safely and effectively, including lifting twenty-five (25) pounds on an occasional basis and in excess of twenty-five (25) pounds with assistance.
