Summary

Public Health-Seattle & King County  is seeking to fill two career-service Epidemiologist positions within the division of Emergency Medical Services (EMS). The mission of the EMS division is to increase survival and reduce disability from out-of-hospital medical emergencies in King County by using innovation, collaboration, measurement, and continuous quality improvement. Funded by the 2020-2025 EMS / Medic One Levy, the two Epidemiologist positions support the EMS mission by conducting epidemiological surveillance and scientific investigations of emergency medical conditions and affiliated health services. In alignment with King County’s Equity and Social Justice 2016-2022 Strategic Plan, we are committed to diversity of people, cultures, ideas, and experiences in support of a stronger, more culturally responsive government to our communities.

The two Epidemiologist positions serve as key resources on the EMS Regional Quality Improvement (RQI) Section’s Data Analysis Team and report directly to the RQI Data Analysis Team Supervisor (Project/Program Manager III). The Data Analysis Team routinely partners with investigators from within the EMS Division, the University of Washington, and other public health partners and organizations on various medical quality improvement and research initiatives. We lead with an inclusive, team-based approach and strive to incorporate ESJ principles throughout our work. This productive and unique collaboration across the academic and operational communities provides opportunities to improve prehospital patient care, patient health outcomes, and subsequently, the health of King County residents.

Job Duties

Examples of duties for both positions include, but are not limited to:

  • Embrace unique perspectives and work collaboratively in a diverse team to achieve organizational goals;
  • Conduct epidemiological surveillance and scientific investigations of emergency medical conditions (e.g., cardiac arrest, suspected opioid use, stroke);
  • Design, maintain, and monitor the quality of databases;
  • Analyze and assist in interpreting quantitative and qualitative data;
  • Retrieve and determine limitations of evidence used to support planning and decision-making;
  • Apply ethical principles in accessing, collecting, analyzing, using, maintaining, and disseminating data and information;
  • Consider equity and social justice principles throughout all phases of epidemiological surveillance and research (e.g. data collection, analysis, reporting);
  • Prepare data and information to be used in reports and publications;
  • Communicate with and deliver presentations and reports to regional stakeholders; and
  • Perform other duties as assigned.

Additional duties for the Epidemiologist-II position include, but are not limited to:
  • Cultivate and evaluate strategies for application of equity and social justice principles in all phases of epidemiological surveillance and research;
  • Design of data management systems;
  • Technical oversight and evaluation of data collection methodology;
  • Analysis of epidemiological studies including selection and application of biostatistical methods; and
  • Develop manuscripts and publications for a variety of audiences.

Experience, Qualifications, Knowledge, Skills

Successful candidates will have:
Any equivalent combination of education and experience which provides the applicant with the desired skills, knowledge and ability required to perform the duties described will be considered.

  • Work experience or coursework emphasizing epidemiology or other health sciences that is equivalent to a master’s degree in public health or closely related field
  • Knowledge of epidemiological or other scientific methods and techniques used in applied research, public health interventions, and/or quality improvement programs
  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race- and systems-based inequities on marginalized communities and populations.
  • Demonstrated skills and knowledge of methods and techniques used in data collection, data management, and/or data quality assurance that result in complete and accurate datasets
  • Demonstrated skills and knowledge of utilizing a data registry, data repository, electronic  health record (EHR) system, and/or other large patient-based database
  • Demonstrated skills, knowledge, and experience with statistical software tools (e.g., SAS, R, STATA, SPSS)
  • Demonstrated skills and knowledge of biostatistical principles and methods used in public health, medical, or related discipline
  • Skill in following research and other data protocols without compromising confidentiality of information
  • Skill in translating and communicating medical and statistical information into a clear and concise form for technical and non-technical audiences
  • Skills in establishing and maintaining effective working relationships and ability to work with diverse work teams

Desired Qualifcations:
  • Demonstrated skill or experience in quality improvement programs, public health interventions, and/or applied research from inception to completion.
  • Experience preparing documentation for Internal Review Board (IRB) or other regulatory process
  • Knowledge of or experience in employing various methods and techniques used for quality improvement of data or data systems.
  • Demonstrated skill and knowledge in gathering evidence from a variety of sources (e.g. research findings, case reports, surveys) and identifying limitations of evidence (e.g. validity, reliability, bias, generalizability).
  • Knowledge of and skill in following HIPAA-compliance protocols, Good Clinical Practice standards, or other regulatory guidelines to maintain the confidentiality of information.
  • Demonstrated skills and knowledge of data visualization tools (e.g., Tableau, Power-BI)
  • Knowledge of and skill in principles of Equity and Social Justice and application to public health and data analysis.

$37.97 - $48.13 Hourly: Epidemiologist I
$41.75 - $52.92 Hourly: Epidemiologist II

Work Schedule and Location
The regular work week is 40 hours, Monday through Friday and may need occasional evening, weekend, and on-call work. These positions are non-exempt from the provisions of the Fair Labor Standards Act and are overtime eligible. The base location for these positions is Chinook Building.

Temporary Telecommuting Requirement
Some of the work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate.   Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
