Location: COA Public Services Building | Alcoa, TN | Public Works Administration 
Work Schedule: 6:30 AM - 5:00 PM

Definition of Class
This is professional, technical, and managerial work associated with municipal public works engineering and construction. Under general supervision, the employee in this class performs a variety of municipal design and construction engineering duties at a professional working level. A great deal of self-motivation is required. Employee is responsible for organizing and managing multiple assignments critical to the operations of the Public Works & Engineering Department and other City departments. Within a short time of employment, the incumbent is expected to attain a general working knowledge of the Department's and City’s operations, resulting in the exercise of independent judgment in carrying out work assignments. Employee may be expected to oversee the work of subordinate technical / clerical staff and/or the work of City construction / maintenance / operations crews. Work is performed under the general oversight of the Department Director and/or assigned supervisor. This is a safety-sensitive position. Final candidate will be hired in either the Civil Engineer I OR Civil Engineer II level based on qualifications, education, and experience.
 
Essential Duties Performed
Civil Engineer Level I
 
• Evaluates options and prepares written recommendations for various public works projects including, but not limited to, traffic engineering, stormwater management, streets / roadways, drainage, water treatment, water distribution, wastewater collection, and solid waste improvements; 
• Under the direction of a professional engineer, prepares design plans, specifications, contract documents, and cost estimates for public works construction and maintenance projects; 
• Administers construction / maintenance contracts by performing on-site inspections, specification interpretations and field adjustments, and overall project coordination with contractors, utilities, and departments; 
• Coordinates work of technical and clerical staff in the completion of plans and specifications, collection of field survey data, and field inspections; 
• Reviews, responds to, and resolves citizen inquiries or complaints regarding City services, construction projects or municipal public works problems; 
• Performs difficult engineering computations such as determining quantities, horizontal and vertical roadway layouts, grading plans, water & wastewater designs, etc.; 
• Prepares and administers TDOT local programs transportation grants and agreements; 
• May oversee work of drafters, technicians, and / or survey crews; 
• Inspects or oversees the inspection of public and/or private construction projects; 
• Works overtime as required; 
• Subject to call-in for specified emergencies; 
• Reports to work as scheduled and on time, even under inclement weather conditions.
• Develops schedules, reviews work and makes recommendations on city projects; 
• Performs field surveying and drafting duties; 
• Reviews and approves public works improvements constructed in residential, commercial, and industrial developments; 
• Oversees the maintenance of records; 
• Provides information to developers and their engineers, architects, planners, and contractors regarding engineering and public works matters;
• Prepares technical reports and studies and gives presentations of same;
• Assists other Department staff in the performance of their jobs; 
• Participates on various employee teams as assigned; 
• Performs related work as required; 
• Performs other duties as assigned.
 
Civil Engineer II
 
• Performs all duties listed in Civil Engineer I Job Description; 
• Works as the lead design engineer and/or project manager on a variety of public works projects; 
• Prepares and/or oversees the preparation of design plans, specifications, contract documents, and cost estimates for public works construction and maintenance projects; 
• Performs complex and difficult engineering computations such as determining quantities, horizontal and vertical roadway layouts, grading plans, water & wastewater designs, stormwater designs / studies etc.; 
• Supervises drafters, technicians, survey crews, and/or subordinate engineers;
 
• Prepares technical reports and studies and gives presentations of same;
• Prepares and administers grants and agreements involving various agencies; 
• Prepares ordinances and resolutions related to assigned projects / tasks; 
• Assists other Department staff in the performance of their jobs;
 
 
 
 
Minimum Education Requirements
• Graduation from an accredited college or university with a degree in civil or environmental engineering.

• General knowledge of the laws and regulations pertaining to public works design and construction; 
• Ability to ensure adherence to construction plans and specifications; 
• Ability to make and check relatively difficult engineering computations; 
• Ability to define problems, collect data, establish facts, and draw valid conclusions; 
• Ability to learn new procedures and to apply the same to a variety of tasks; 
• Ability to analyze engineering problems and recommend solutions; 
• Ability to plan, assign, and review the work of others; 
• Ability to establish and maintain relationships with persons from a variety of demographic, cultural, and educational backgrounds; 
• Skilled in all aspects of customer service.
 
Civil Engineer II
 
• Ability to prioritize, plan, schedule and manage multiple assignments / projects;

• Highly skilled in the presentation of information verbally and/or in writing; 
• Highly skilled in the interpretation of construction plans and specifications, regulatory documents, etc.; 
• Ability to express ideas clearly, concisely, and convincingly; 
• Ability to prepare concise and effective records, reports, and correspondence; 
• Comprehensive knowledge of the basic theories, principles, and practices of civil engineering; 
• Comprehensive knowledge of current practices in the design and construction of municipal public works facilities; 
• Comprehensive knowledge of the use of tools and equipment associated with engineering work; 
• Comprehensive knowledge of computer-aided drafting and design and electronic surveying equipment; 
• Comprehensive knowledge of the laws and regulations pertaining to public works design and construction;

Physical Demands
 
Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment. While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear. 
 
The employee must occasionally lift and/or move from 80 to 85 pounds. 
 
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. 
 
Work Environment
Work is performed mostly in office settings. Some outdoor work is required while surveying, collection of field data, and in the inspection of various land use developments, construction sites, or public works facilities. 
 
The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. 
 
The noise level in the work environment is usually quiet to moderate.
