King County Permitting Division is recruiting for two Permit Review Coordinators to perform a variety of technical and specialized permit intake and issuance tasks in support of the Permitting Services Section. This position performs a high volume of customer service while collaborating with team members and staff at all levels.

Job Duties

Permit Application Screening and Intake: 
  • Extensive customer interaction and assistance. 
  • Research property records; read and interpret maps, plans and legal descriptions. 
  • Provide information and answer complex questions concerning permitting requirements, King County permitting codes, policies and procedures.
  • Screen and accept or reject permit applications for a variety of building and land use permit types. 
  • Calculate, collect, and explain fees. 
  • Utilize computerized permit tracking system and online permitting portal to screen, initialize, route, track, update, and research permit records. 
  • Work closely with immediate team members, permit review staff, and supervisors in a collaborative manner to coordinate permitting services. 
Permit Issuance and Permit Tracking: 
  • Provide final quality assurance review of approved permit applications and produce notifications to applicants. 
  • Verify requirements, prepare issuance packages and issue permits; update data in permit tracking systems. 
  • Process cancelations and withdrawals; coordinate and follow up on permits at various stages. 
Customer Service
  • Provide helpful, respectful, and courteous customer service to citizens and County employees. 
  • Answer customer inquiries via e-mail, and by phone, or in person as per the division’s available customer service options. 
  • Explain application submittal requirements, application procedures, permitting processes and timelines
  • Work with customers who are upset or angry in a positive and professional manner. 
  • Collaborate with peers and co-workers towards continuous improvement of customer services. 
Other duties
  • Participate in meetings and focused process improvement groups. 
  • As a member of the Permitting Services group, this position will be responsible to cross-train with other Permit Review Coordinators, Permit Technicians and/or Administrative staff as requested in order to be prepared to support all functions of the Permitting Services workgroup. 
  • Other responsibilities may involve cash handling, payment processing, data entry, processing notices and other mailings to customers, records maintenance, and other duties as assigned by the supervisor. 

Experience, Qualifications, Knowledge, Skills


 The ideal candidate will have the following 
  • Demonstrated ability to work as an effective team member in a highly collaborative environment. 
  • Experience providing excellent customer service, including working with inexperienced, upset or angry customers and solving issues while maintaining positive customer relationships. 
  • Demonstrated ability to work under pressure and handle stressful situations while working with a high volume of customers daily. 
  • Demonstrate excellent communication skills, both verbal and written. 
  • Professional experience using standard office equipment and intermediate skill using Microsoft Office Products including Excel, Word, and Outlook and other software applications relative to the position. 
  • Professional experience with permit application screening of various permit types, verifying submittal requirement, applying building and land use codes, coordinating permit process, or closely related experience within a building and land use permitting agency. 
  • Knowledge of construction industry language and terminology; property research; reading and interpreting maps, plans and legal descriptions 
  • Knowledge of rules, regulations, codes, laws, and/or policies relative to the position. 
  • Ability to use initiative and judgment interpreting policies, rules, and guidelines. 
  • Demonstrated ability to prioritize work, handle multiple tasks, and changing priorities, while meeting deadlines and team goals.
  • Candidates must have demonstrated punctuality, dependability, and good attendance in previous job experience. 
  • Exceptional organization skills with superior attention to details and accurate work output. 
  • Comfortable learning new technology and working and participating in an environment of continuous improvement where frequent change is occurring. 
  • Be able to demonstrate the ability to use critical thinking to solve problems with minimal supervision. 
 
 Our most competitive candidate will also have: 
  • Experience using Accela, My Building Permit.com, and/or other relevant permitting software. 
  • Knowledge of King County rules, regulations, codes, laws and/or policies relative to the position. 
  • Experience using GIS mapping software. 
  • International Code Council recognition as a Certified Permit Technician. 

 Necessary special requirements: 
  • Must be able to bend, stoop, lift and carry up to 30 pounds, including large rolled plans. 
  • Must be able to move from workstation to workstation, sitting, standing and reaching throughout the workday in a fast paced environment. 

Supplemental Information

This recruitment will be used to fill one (2) current Career Service Permit Review Coordinator vacancies.  

This recruitment may be used to fill vacancies for up to 6 months.  Including career service, STT, TLT and special duty assignment opportunities.

 WHO MAY APPLY:  This position is open to all qualified applicants.  First consideration will be given to current PROTEC17 members in the same classification that are eligible for lateral transfer.

 WORK SCHEDULE: This full-time position is overtime eligible. The position is paid on a bi-weekly schedule every other Thursday, comprising a 40-hour work week.  The work week is normally Monday through Friday 7:00 a.m. to 3:30 p.m.

 TEMPORARY TELECOMMUTING REQUIREMENT
 
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
