WE ARE RECRUITING FOR TWO (2) CAREER SERVICE POSITIONS!

Are you a skilled senior project manager with a passion for supporting equitable affordable housing throughout King County? Do you have experience with affordable housing, capital community development, or real estate transactions? Do you enjoy working collaboratively? Can you move quickly between big picture vision and project-level details? If so, King County's Housing Finance Program (HFP) in the DCHS is looking for you! We are seeking two (2) skilled senior project managers to join our Housing Finance Program (HFP) t eam! We are seeking people who have affordable housing, community development, or real estate experience.

The Housing Finance Program within DCHS works with partners internal and external to King County to make affordable housing projects a reality through capital and operating/services funding support. Types of projects funded by King County include:
  • Permanent housing for people exiting homelessness with supportive services
  • Permanent housing projects serving individuals or households with a member who is involved in the criminal legal system, or in-patient medical or behavioral health systems
  • Transit-oriented development projects that are affordable to low- and moderate-income households
  • Long-term affordable home ownership opportunities
  • Equitable, community-driven affordable housing development that mitigates displacement pressures and ensures that historically marginalized communities have access to affordable housing investments
The ideal candidate will have affordable housing development and lending experience, skills in building trusted relationships with a range of partners including communities of color and demonstrated success supporting housing for historically marginalized communities. The central focus of this position is developing and implementing the Housing Finance Program's Requests for Proposals, overseeing the Interim Loan Program and Credit Enhancement Programs, as well as updating HFP policies and procedures. In addition, the Project Program Manager III (PPM III) will be underwriting and actively managing projects in different phases of development to ensure that they are feasible, on track, and achieve King County's full spectrum of affordable housing goals. The tangible results of the position's work are the approximately 10,000 affordable housing units created or preserved in King County.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is represented by PROTEC17.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . Job Duties
  • Develop and manage Housing Finance Program Requests for Proposals (RFPs) for affordable housing. Work with internal and external partners to draft several RFPs per year. Plan and oversee evaluation and recommendation processes. Develop and present recommendations to decision making bodies.
  • Lead community engagement for equitable community-driven development priorities and funds.
  • Manage HFP's Interim Loan and Credit Enhancement programs, including reviewing and analyzing applications, and drafting funding recommendations for Interim Loan and Credit Enhancement committees' approvals.
  • Manage complex and time-sensitive real estate closings, including conducting proper due diligence with assistance from counsel, negotiating loan terms with borrower and partner funders, and drafting/reviewing contracts and loan documents to ensure the County's regulatory requirements, interests, and resources are accurately reflected.
  • Supervise HFP staff developing RFPs and drafting closing documents, or other projects and tasks as determined necessary.
  • Develop and revise standard operating procedures, HFP program guidelines, and policies as needed.
  • Draft reports for advisory committees and transmittals to County Council reporting on funding activity and status.
  • Review and analyze project proposals, conduct feasibility analyses, underwrite transactions with multiple funding sources and make funding recommendations for affordable housing projects that meet housing objectives throughout the County.
  • Effectively advocate for King County's affordable housing objectives during project negotiations and in meetings with stakeholders such as other public funders; participate in working groups as needed.
  • Meet with affordable housing developers and other key stakeholders to discuss and identify challenges and opportunities for potential projects in their planning stages.
  • Integrate an equity and social justice framework into program duties and communications.
  • Oversee contracts independently during the construction phase, monitor construction progress and coordinate review/approval of funding disbursements with the fiscal department.
  • Collect due diligence and manage project close-out; maintain project and database files.
  • Work collaboratively with the Housing Finance Program team, across departments, and with external partners to deploy funding resources to address housing needs.
  • Respond to inquiries and provide technical assistance to borrowers and co-workers across County departments.
  • Perform other related duties or special projects as assigned.
Experience, Qualifications, Knowledge, Skills
  • Bachelor's degree in public administration, urban planning, real estate, finance or related field and/or equivalent combination of education and experience.
  • Minimum of four years related work experience in affordable housing, and/or real estate lending with demonstrated recent experience in processing and underwriting housing transactions (rental and/or homeownership) involving multiple local, state and federal fund sources.
  • Demonstrated experience drafting affordable housing contracts and ensuring project compliance with fund source requirements.
  • Demonstrated ability to work independently, problem solve, and coordinate with a team.
  • Demonstrated knowledge of public funding for affordable housing, including federal programs such as HOME, Low Income Housing Tax Credits and 4% bonds.
  • Strong facilitation, negotiation, and creative problem-solving skills.
  • Demonstrated experience applying equity and social justice principles and practices, and understanding of place, race-based, policy and systems-based inequities.
  • Excellent written and verbal communications skills and the ability to communicate effectively and work collaboratively with diverse stakeholders including funding partners, jurisdictions, affordable housing developers/providers, investors, community organizations, County teams, and the public.
  • Demonstrated experience developing and presenting recommendations to the public and decision makers.
  • Demonstrated Proficiency in Microsoft Office Suite: Word, Excel, Outlook and the internet.
DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS
  • Working knowledge of issues facing the affordable housing industry, specifically the local issues of King County.
  • Financial modeling and data manipulation skills, such as the ability to analyze several financial scenarios and analyze data to predict outcomes.
  • Experience managing people and processes.
  • Demonstrated experience engaging community and developing trusted partnerships .
